These were the first attacks on the Lebanese capital since President Donald Trump announced a truce plan for Lebanon last week. While the latest Israeli strikes claimed two lives, Israel’s continued attacks on Lebanon have killed at least 3,613 people and wounded 11,072 others since Israeli forces along with the US launched the war on Iran. Iran’s chief peace negotiator, parliamentary speaker Mohammed Bagher Ghalibaf, said US bases and Israeli assets were legitimate targets because of hostile acts including the “violation of agreements over Lebanon”. Tehran has long said any peace deal with the United States would depend on a ceasefire, also holding in Lebanon. “They showed that they only understand the language of power,” he wrote on X. Ebrahim Rezaei, an influential lawmaker who also serves as spokesperson for parliament’s national security committee, posted on X that Iran would deliver a “decisive and painful response” to Sunday’s Israeli strikes on Lebanon. Although he has leaned on Israel to scale back its war against Lebanon to allow room for a peace deal with Iran, US President Donald Trump called for “more surgical strikes” against Hezbollah in Lebanon, in an interview broadcast on Sunday. “I’d like to see Lebanon have a better life. I’d like to see a more surgical attack on Hezbollah. I think it should be more surgical,” he remarked. Asked whether he was demanding that Lebanon be included in the Iran deal, Trump replied: “No, no.” “Not at all. I’m not demanding,” he said. “I think they’d like to see it, but I’m not demanding.” Trump has said previously he would like to “separate” the discussions on Lebanon from the negotiations on an agreement with Iran, while Tehran wants to link the two conflicts. But Israel has never fully halted its attacks on Lebanon, which have killed thousands of people and driven hundreds of thousands from their homes. Hezbollah, which was not party to the US-brokered truce, has made it clear that it would not give up weapons unless Israel withdraws its troops from Lebanon. Earthquake of magnitude 7.8 strikes off southern Philippines, 15 feared killed
At least 15 people were feared dead in the southern Philippines on Monday after a powerful magnitude 7.8 earthquake struck off the island of Mindanao, triggering tsunami warnings across several countries. The quake came early in the morning as schools were reopening in the Philippines after a long break, with the tremors felt strongly in a dozen provinces and 420 km (261 miles) away in the city of Manado on the Indonesian island of Sulawesi. Tsunami alerts were issued in the southern Philippines, northern Indonesia and the Malaysian state of Sabah on Borneo island after the quake with an epicentre located about 20 km off Mindanao’s Sarangani province. Philippine authorities were assessing the damage from the quake, with the office of civil defence seeking to verify initial reports that 15 people had been killed and 129 injured in the region, mostly from falling debris. ’We will not leave mindanao behind,’ president says President Ferdinand Marcos Jr ordered an immediate disaster response in Mindanao, an island the size of South Korea, with agencies directed to prepare relief supplies and evacuation centres and be ready for possible rescue operations. “The national government is moving and we will not leave Mindanao behind,” he said in a statement. A US Air Force B-52 Stratofortress bomber crashed on takeoff on Monday at Edwards Air Force Base in Southern California’s Mojave Desert, bursting into flames and killing all eight crew members aboard, Air Force officials said. The eight-engine, jet-powered aircraft, built to carry a wide array of nuclear and conventional bombs, was on a routine test mission when it crashed on the runway at Edwards just after leaving the ground, Air Force Colonel James Hayes said at a press conference hours later. A towering pall of black smoke billowing from the crash site was visible for miles immediately after the accident. He said the “mixed crew” aboard the aircraft consisted of government civilians, government contractors and uniformed military personnel. Aerospace giant Boeing, which designed and built the plane, said two of its employees were among the dead. The flight was intended to support a radar modernisation programme, Hayes told reporters. The cause of the crash was unknown and under investigation, he added. Air Force officials did not name the victims, saying they were still in the process of notifying their next of kin. Aerial video footage of the crash scene, about 100 miles north of Los Angeles, showed a charred, smoldering patch of the desert floor larger than a football field as an emergency vehicle was seen driving along the site’s perimeter. From a distance, there were no large pieces of debris readily visible in the footage. Hayes said the crash was quickly “deemed to be unsurvivable”. Because of damage to the runway, he said, “we’re grounding all operations at Edwards Air Force Base” through at least Tuesday, adding that no operations beyond the base would be suspended. Edwards, a sprawling test flight facility established in the 1930s around a dry lake bed, occupies about 481 square miles of the Mojave desert, making it the Air Force’s largest airfield. Its experimental aviation legacy includes the flight by Chuck Yeager in the Bell X-1 aircraft that broke the sound barrier in 1947, test flights of the X-15 aircraft and the first landings of NASA’s space shuttles. Backbone of bomber force The B-52 Stratofortress, a long-range, subsonic aircraft built to carry up to 70,000 pounds of weapons and supplies, has long served as the backbone of the US crewed strategic bomber force, according to the military. The swept-wing aircraft is capable of unleashing the widest range of weapons in the US inventory, from cluster bombs and gravity bombs to precision-guided missiles and nuclear warheads, at altitudes of up to 50,000 feet, according to an Air Force fact sheet. Its combat range extends more than 8,000 miles without refueling. Monday’s incident marked the first crash of a B-52 Stratofortress since the same type of bomber crashed on the island of Guam in May 2016, according to the Bureau of Aircraft Accidents Archives, a Geneva-based organisation that collects global aviation accident data. All seven crew members aboard that aircraft survived. Only H models of the B-52 remain in the Air Force inventory. The aircraft involved in Monday’s crash was assigned to the 412th Test Wing, which is based at Edwards. Most B-52s are stationed in North Dakota and Louisiana.

Tehran says its nuclear programme is for peaceful purposes. While Gulf leaders pushed for peace during the four-month-long conflict, many were surprised and disappointed by the terms of the accord. US regional allies are especially concerned that Iran could use the proposed $300 billion reconstruction fund to rebuild its military. The accord also does not address Tehran’s ballistic missile capacity, a concern for Gulf states, all of which were struck by Iranian missiles and drones in the war. Tehran has noted that the Gulf states made various logistical accommodations for Washington’s war effort, while hosting US military bases that were central to the conflict.

US Secretary of State Marco Rubio told Gulf allies on Thursday that any deal with Iran would take their interests into account, as he wrapped up a Middle East trip aimed at selling the Trump administration’s preliminary accord to sceptical regional partners. Speaking at a meeting of Gulf Cooperation Council (GCC) in Bahrain, home to the US Navy’s Fifth Fleet, Rubio said Washington was seeking an enduring peace with long-time foe Iran that would not undermine the security and prosperity of its allies in the oil-rich region, which fear the accord is too soft on Iran. Iran fought two of the world’s most powerful armies — the US and Israel — during the conflict and took effective control of the vital Strait of Hormuz, heavily disrupting oil flows and rattling global energy markets and the wider economy. The war began with US-Israeli strikes on Iran in late February, and Tehran targeted US assets and bases in Gulf countries in retaliation. It, however, has not accepted responsibility for all of those attacks. At the GCC meeting, Rubio said: “The reality of it is that no country on Earth has the right to charge for the use of international waterways. And that will never be an acceptable condition of any deal. The president’s been fundamentally clear about that.” Bahrain’s Foreign Minister Abdullatif bin Rashid Al Zayani, who chaired the gathering, welcomed Oman’s announcement of a corridor for the safe passage of vessels through the strait. Rubio’s three-day tour of the Gulf is the first high-level diplomatic mission since the US-Iran framework agreement last week to end the war on Iran. He has acknowledged the delicacy of his mission as he seeks to win over Gulf Arab leaders wary that excessive concessions could strengthen Tehran and reshape the region’s security balance and oil flows. At his previous stops in the United Arab Emirates and Kuwait, Rubio sought to assure officials that the proposed deal was not overly favourable to Iran. “We’re not going to do anything that undermines the security of our allies, our longstanding allies in the region,” he told reporters in Kuwait. Conflicting accounts on deal terms US President Donald Trump said on Tuesday that Iran had agreed to nuclear inspections into “infinity” while Tehran said it had made no such concession in negotiations. Rubio was in Bahrain as part of a regional tour of Gulf partners hit hard by Iran during the Middle East war, which began on Feb 28 with a massive US-Israeli campaign of strikes against Iran. The United States and Iran have signed a preliminary deal to end the conflict and have embarked on negotiations expected to touch on thorny issues, including Tehran’s nuclear programme, sanctions relief and global energy flows through the Strait of Hormuz. The Gulf states and Israel have long voiced concerns about Iran’s support for proxies in the region and its missile programme, but it remains unclear whether these issues will be addressed in the negotiations. “While we want a deal, we don’t want a deal at any price,” Rubio told a Gulf Cooperation Council meeting in Bahrain. “We want to ensure… that there is no part of this deal that’s undertaken that in any way undermines the security, the stability, or the prosperity of any of our partners in the Gulf region,” he said. Hormuz toll row Rubio also sought to reassure the energy-rich Gulf states that the Strait of Hormuz, which they have relied on for decades to export oil and liquefied natural gas, would remain toll-free. Iran imposed a blockade of Hormuz during the war as part of its retaliation against the US-Israeli campaign, sparking a global economic shock. It has since said it plans to introduce what it terms maritime service fees, while the United States and its allies have rejected the introduction of fees or tolls, arguing that Hormuz should be considered an international waterway and therefore not subject to charges. “International waterways do not belong to any nation state. This is a foundational principle in the world today, without which the world would be in total chaos,” Rubio told the GCC meeting. “If in fact we accepted that you can charge money to use an international waterway because it happens to be near your territorial space, well then this will spread throughout the world like a contagion,” he added. Rubio said there was “zero support” among Gulf countries for Hormuz tolls. “I mean, ultimately there’s not going to be any fees or tolls. They [Oman] were there in the meeting today and they said that they are not in favour of the tolling system,” he said. At Thursday’s Gulf meeting with Rubio, Oman’s top diplomat Badr Albusaidi said future arrangements regarding the strait “do not entail the imposition of any transit fees”, despite his government and Iran saying earlier that they were studying costs to be charged for services provided in the strait. On Wednesday, Oman released a map of a new temporary shipping route running close to its coast. It said the path through the strait was coordinated with the International Maritime Organisation, a UN agency responsible for marine safety. Iran later appeared to denounce the new corridor in a statement by the Revolutionary Guards, but did not refer to Oman specifically. Iran warns ships Iran’s Revolutionary Guards on Thursday warned against any crossings of the Strait of Hormuz without authorisation, saying vessels not complying “will be dealt with”. “The only authorised route for passage through the Strait of Hormuz is the route announced by the Islamic Republic of Iran,” said the Guards. Any crossing without authorisation was “unacceptable and extremely dangerous”, they warned in a statement. They also denounced what they said was a new route through the waterway announced by “certain authorities”. The statement did not elaborate, but it appeared to be a response to Oman’s announcement of a temporary corridor. The only route currently authorised by Iran runs through a corridor that follows the Iranian coast. The foreign ministers of Iran and Oman also stressed the need for continued bilateral coordination on maritime traffic in the Strait of Hormuz during a phone call on Thursday, Iranian state media reported. Iranian Foreign Minister Abbas Araghchi and his Omani counterpart Badr Albusaidi discussed recent regional developments, including maritime arrangements in the strait and temporary measures set for a 60-day period, according to a statement on Araghchi’s Telegram account. The two sides also welcomed recent talks held in Muscat and agreed to continue diplomatic consultations and technical coordination on issues of mutual interest. Shipping risks Meanwhile, the evacuation of around 11,000 mariners stranded by the closure of the Strait of Hormuz was suspended on Thursday after an attack on a vessel in the Gulf of Oman, the International Maritime Organisation (IMO) said. The UN’s maritime agency said earlier this week it would begin evacuating 600 ships and their crews that were trapped by the US-Iran war, after Washington and Tehran agreed a preliminary deal to end the conflict. But a cargo ship was damaged by an unknown projectile off the Omani coast in the strategic strait on Thursday, prompting the IMO to halt the operation. Traffic through the strait has increased sharply but remains at roughly half its peacetime level, officials said on Thursday as stranded sailors made their way out of the waterway. Seventy confirmed crossings were recorded on Wednesday, according to analytics firm Kpler, marking the highest number of vessels in a day since Iran shut the Strait of Hormuz on March 1 in retaliation for US-Israeli strikes. Iran hits back at Nato Iran has emerged emboldened from the war, vowing not to relinquish control of Hormuz and calling its initial deal with Washington to stop the fighting “a declaration of America’s defeat”. President Trump met Nato chief Mark Rutte at the White House on Wednesday and said the United States was “doing great” in the negotiations. Trump also asked Congress for nearly $88bn in supplemental funding, mostly to cover the cost of the war, just a day after Congress called on him to end the conflict unless lawmakers explicitly authorised further military action. Iran slammed Nato on Thursday after Rutte noted its support for the US, with foreign ministry spokesman Esmaeil Baqaei accusing the transatlantic bloc of “complicity” in an “unlawful war”. Iran’s top negotiator Mohammad Bagher Ghalibaf also rejected US claims that Iran would spend its unfrozen assets to buy US agricultural products. “The US only exports GMO soya beans, broken promises and trash talks,” Ghalibaf said in a post on X. US Treasury Secretary Scott Bessent echoed Trump on Wednesday and insisted that a large percentage of Iran’s unfrozen assets would be used to buy US foods and medicine, even as Iran says it would determine its spending. But it could help to build trust between the US and Iran during negotiations. Shipping through the Strait of Hormuz has begun to increase following the US-Iran deal. Yet for the Strait to fully reopen, it will need to be cleared of sea mines that put ships at risk. This will be a difficult and lengthy task that will put the ceasefire to the test. But it also offers an opportunity to for Iran to work with others to demonstrate its commitment to de-escalation. Mines in the Strait of Hormuz Iran has not publicly confirmed how many mines it laid in the Strait of Hormuz or their precise location. Estimates suggest there are about 80 mines in the Strait. These are primarily Maham 3 and Maham 7 high-explosive blast mines. Importantly, Maham mines resist detection by deviating sonar waves used by minesweepers, making them extremely difficult to detect and remove. Before the war, Iran had an estimated stock of about 5,000-6,000 sea mines, a significant amount of which are produced domestically. Some analysts believe that Tehran has retained 80-90 per cent of its small boats and minelaying vessels, but there is no official confirmation of these numbers. Iran previously declared an area that covered the established traffic lanes as a ‘hazardous area.’ There are currently four suspected but unconfirmed minefield areas around these lanes. Why demining will be difficult as shipping restarts Demining the Strait of Hormuz will be extremely complicated, in part because it will have to take place amid changing shipping traffic patterns and potentially dangerous congestion in the narrow waterway. Since the main central route through the Strait became effectively closed by Iranian mines, there are now two passable routes through the Strait. Iran has established a northern route closer to the Iranian coast, putting ships at risk of being seized and potentially enabling Iran to charge tolls or ‘service fees’ in future. Meanwhile, the US has established its own southern route that hugs the Omani coast, which it says ships can ‘freely and safely transit.’ Both routes push shipping to the shallow edges of the Strait, increasing the risk of ships running aground. Both are also narrow; in recent days only an average of 25 ships have transited daily, compared to the pre-war daily average of around 125. There are around 500-600 ships still stranded in the Persian Gulf. Mine clearing will also be difficult to manage safely due to ships turning off their AIS location signals. This has helped ships avoid detection from Iranian forces while traversing the southern route, but also prevents them from communicating their location to other nearby ships, increasing risks of collisions. Turning off AIS signals or ‘going dark’ is also a practice used by ships participating in sanctions evasion and illicit activity at sea, including many Iranian ships and vessels within the shadow fleet. Today, ships may be reluctant to use their AIS signals for fear of becoming targets if hostilities restart. Likewise, GPS jamming has also been used widely across the Gulf in missile defences; GPS jamming disrupts AIS signals, making it impossible to navigate effectively and safely. Demining and traffic management will be further complicated by Iran’s new claims of sovereignty across the Strait of Hormuz. Iran’s recently established Persian Gulf Strait Authority has warned that any ships not using ‘unauthorised routes’ would not be guaranteed safe passage. On Thursday, the International Maritime Organization announced it was pausing its efforts to evacuate stranded seafarers from the Persian Gulf after an attack on a cargo ship off the coast of Oman, which the US blamed on Iran. The IMO mission also presents an additional cause of congestion in the Gulf that will need to be managed alongside mine clearing. Who will clear the Strait of mines? Point 5 of the US-Iran memorandum of understanding (MoU) seems to place the responsibility on Tehran to demine the Strait of Hormuz: ‘The traffic of commercial vessels will immediately start, and considering the need for removing the tactical and military obstacles and demining by the Islamic Republic of Iran will be instated within 30 days.’ However, while Iran does have some mine clearing capabilities, its forces are optimized for laying mines rather than removing them. Iran alone may also not be able – or trusted – to clear the mines in the Strait by itself. Ultimately, reopening the Strait of Hormuz is a shared global necessity. But its role cannot be discounted altogether. Given that Iran laid the mines, it could have crucial information about the location of mines, mine types and arming settings. Iran’s participation in demining operations could also provide an opportunity for Tehran to signal its commitment to the peace process and decreases the incentive for it to place more mines in the future. While the US has an arsenal of drones, explosive-laden robots and helicopters for mine detection, it also cannot do the job alone. Mine-clearing through deactivation or detonation still requires highly skilled crews and advanced equipment. The US has historically relied on its NATO allies to cover these areas in an implicit division of labour; it currently only has one ship available for mine clearing in the Middle East. As a result, the US will have no choice but to depend on and coordinate with its allies and partners to reopen the Strait of Hormuz. Other countries have a willingness to join a Hormuz mine-clearing mission, with some publicly offering forces. The UK-France proposed multinational coalition includes several European navies that have specialist mine countermeasure forces. The UK has offered some of its newer unmanned mine warfare capabilities for mine detection, which would be paired with HMS Dragon for escort and force protection. Germany, the Netherlands, Italy and the European Union’s EUNAVFOR Operation Aspides among others could all contribute too. Ultimately, reopening the Strait of Hormuz is a shared global necessity. Mine clearing can only effectively and practically happen through international cooperation and coordination. Iran has not only agreed to play a role as per the MoU, but it must also be stakeholder in the reopening of the Strait if the world is to avoid another chokepoint closure in the future. The need for a political solution Mine clearance is often considered a technical challenge, but in the Strait of Hormuz the greater obstacle may be political. Clearing mines is a slow, deliberate and resource-intensive process that requires specialized vessels operating predictably in confined waters. These forces cannot work effectively unless all parties have confidence that they will not become targets. For that reason, a sustained cessation of hostilities between the US and Iran is a prerequisite for any meaningful demining effort. Both sides would need to commit to not attacking each other, but also to protecting mine-countermeasure vessels, support ships, and civilian traffic transiting through the Strait. At present, the ceasefire and accompanying MoU provide only limited guarantees, while large-scale mine clearance has yet to begin. If demining operations are to succeed, these guarantees will likely need to be extended well beyond the current timeline.
