Moscow targets southern city after the Russian capital was hit by 400 drones in response to one of the war’s biggest attacks on Kyiv at the weekend There is also a bit more from Reuters on the context – and the significance – of these continued strikes on ships: “Both Russia and Ukraine are major grain exporters, and the renewed violence on this route has raised concerns about supply. Ukraine, which in recent seasons accounted for about 6% of global wheat exports and about 11% of global corn exports, has lost about a ‌third of its capacity to export grain via its Black Sea ports due to Russian missile and drone attacks, traders and analysts have said. “Upon prime minister @KoretskyiUA’s instructions, @MFA_Ukraine is already informing the International Maritime Organization and our international partners about Russia’s latest attacks on civilian shipping, as well as the governments of the states whose citizens were killed or injured. During president @ZelenskyyUa‘s recent visit to London, I discussed this issue with the IMO leadership and called for the deployment of an international monitoring mission to Ukraine’s ports. We expect this mission to begin its work as planned in the fall and help document every act of Russia’s maritime terror, paving the way for accountability.” Continue reading...

Australia news live: China hits back at Penny Wong’s comments; Victorian teachers due to begin strike

China’s foreign ministry says ‘relevant countries’ should ‘stop stirring up tension’. Follow live Get our breaking news email, free app or daily news podcast More on that response from China to Penny Wong’s comments at Asean: They came in a press conference held by foreign ministry spokesperson Lin Jian. According to the official translated transcript, he was asked about Wong’s comments that China’s missile test in the Pacific was destabilising, and her concern about “some of the aggression” it is seeing in the South China Sea, in particular a recent confrontation between China and the Philippines. The root cause of the tension at sea lies with the deliberate infringement activities and provocation of the Philippines. Relevant countries are not parties in the South China Sea, and are in no position to interfere in the maritime issues between countries concerned. Apparently, whenever something happens at sea, the same few countries immediately point their fingers at China regardless of who exactly is at fault. Are they trying to keep the South China Sea peaceful and stable, or simply to destabilize? I think the answer is quite clear. We urge relevant countries to stop hyping up tensions and sowing confrontation. Continue reading...

11-year-old dog bite victim dies, a day after man’s death at Karachi's JPMC

KARACHI: Two patients, including a boy from Sanghar, died of rabies in as many days at the Jinnah Postgraduate Medical Centre (JPMC) while a woman from Hyderabad affected by the deadly infectious disease is currently under palliative care at the Indus Hospital, it emerged on Friday. With the latest cases, sources said, the death toll from the infectious disease has risen to 25. Thirteen deaths were reported at Indus Hospital — 12 at its Korangi facility and one at its Badin campus. The JPMC has recorded eight deaths this year so far. Four rabies cases, sources said, were reported in the interior parts of the province and consulted with experts at the Indus Hospital over the past two months. Experts raise alarm over need for proper treatment, controlling dog population to save lives The sources said that the latest cases at the JPMC involved an 11-year-old boy, who was bitten by a dog in Sanghar four months ago and reported at the facility on Wednesday, and a 24-year-old man from Qayyumabad, Karachi, who passed away within a few hours of his arrival at the hospital on Thursday. “Both patients were brought to us with symptoms, strongly suggestive of rabies encephalitis [a serious medical condition defined by inflammation of the brain tissue]. “The boy’s family told us that he had received vaccination for the dog bite prior to reporting at the hospital,” said Dr Irfan Siddiqui heading the JPMC’s emergency centre, adding that the patient from Qayyumabad didn’t seek any treatment at all following a dog bite two months ago in the city. According to him, all eight cases of rabies, either resulted in fatal outcomes or had been discharged against medical advice. “Once clinical symptoms appear, the viral infection is almost 100 per cent fatal,” he said. The JPMC data show that the hospital has seen 8,856 new dog bite cases this year so far from Jan to Aug 20 with administration of 14,704 follow-up doses. Sources at the JPMC shared six of the eight cases involved Karachi’s residents. They were brought from Gulshan-i-Maymar, Lyari, SITE, Ali Muhammad Goth (Taiser Town), Ajmer Nagri and Korangi — indicating an acute lack of public awareness about the high mortality risk a dog bite posed. “It’s important that people know that they immediately seek medical attention and get appropriate post-exposure prophylaxis following a bite or even slight scratching by a dog or any potentially rabid animal,” Dr Siddiqui said. Officials at the Indus Hospital — currently serving as the Provincial Training Centre for the management of dog bite and rabies cases — shared that doctors provided consultation for the four cases reported at hospitals in Tando Allah Yar (one case), Shahdadpur (two cases,) and Hala (one case). Of these four cases, one was an adult male and three were children. On Thursday, a 30-year-old woman from Hyderabad reported at Indus Hospital with full-blown rabies. She is currently being provided with palliative care. Over 13,000 dog bite cases have been managed at the Indus Hospital this year so far. According to experts, making the right treatment available at hospitals and controlling the dog population humanely are critical steps to save lives. While dog bites account for the majority of rabies cases, bites from potentially rabid wild animals can also transmit the virus. Early wound cleansing, timely rabies vaccination and administration of rabies immunoglobulin, if needed, can effectively prevent the disease. Published in Dawn, August 22nd, 2026

(ANSA) - ROME, AUG 25 - A 16-year-old boy who suffered serious burns in the New Year's Eve bar fire at the Swiss ski resort of Crans-Montana that killed 41 people including six Italian teens told his harrowing tale to ANSA Tuesday after being discharged from hospital after six and a half months. The boy, Leonardo Bove, said he had felt his life slipping away and did not want to lose it again. He said the French couple that owned the bar, Jacques and Jessica Moretti, should have to face up to their responsibilities for a tragedy that might have been averted if the bar's exits had not been locked and if better safety measures had been in place. Russian strikes kill 12 in Kyiv, outskirts

KYIV: Russian air attacks killed 12 people and injured many more in Kyiv and the surrounding region early on Tuesday, authorities said, in the sixth consecutive day of intense strikes on the Ukrainian capital. Ukraine’s Foreign Minister Andrii Sybiha said Russian drones and ballistic missiles had targeted residential areas and railway infrastructure in the overnight attacks. He called on Ukraine’s allies to increase economic pressure on Russia, and to renew discussions about using Russia’s frozen assets to provide funding for Ukraine’s war effort. “It is time to signal (to) the Kremlin that imitating diplomacy does not work anymore,” Sybiha said in a post on X. He urged allies to provide Ukraine with more air defences, as it runs critically low on the US-made Patriot interceptors capable of stopping Russia’s ballistic missiles. Officials said eight people were killed in Kyiv in overnight attacks, most of them railway workers. In Boryspil just outside Kyiv, four people were killed and a further 13 injured in an attack that hit a residential building and other sites, Governor Tymur Tkachenko said on Telegram. One of the dead outside Kyiv was an Indian citizen. Ukraine targets oil refineries and logistics infrastructure amid stalled talks “There’s the crater. My car was parked here, and the blast threw it over there,” Yevhen Zavhorodniy said, pointing to a large crater in front of a building in Boryspil where residents were cleaning up. “But we’re alive and well, thank God. My wife, my son and our dog,” said Zavhorodniy, who moved his family recently from Sloviansk in eastern Ukraine. The Russian strikes also targeted a border crossing with Nato-member Romania in the Black Sea region of Odesa. Thousands of families there were left without electricity, President Zelensky claimed. Moscow has been pounding Ukrainian cities regularly during the war in largely overnight attacks. The new waves of daytime strikes have disrupted life in the capital. Russia attacked Ukraine with more than 2,800 jet-powered drones in August, air force spokesperson Yuriy Ihnat said, after it increased their use fivefold in July compared with June. Ukraine’s air force said it had been able to shoot down five ballistic missiles. Kyiv recently received a small batch of Patriot interceptors. Ukrainian strikes Ukraine has also increased its attacks on Russia, targeting oil refineries and logistics infrastructure, including warehouses of online shopping companies. Russian regional governors said air attacks caused a fire in the port area of Ust-Luga, a major export outlet in the northwest, and damaged civilian facilities in the Samara region, home to a number of oil refineries. A civilian was also killed in an attack on Russia’s Belgorod region, the acting governor said. Estonia airspace Estonia’s defence forces said drones used in a Ukrainian strike against Russia had briefly entered Estonian airspace. Estonian Defence Minister Hanno Pevkur said the incident, the latest of a series in recent months, showed how important it was to support Ukraine with air defence assets. Russia’s defence ministry said Moscow hit military and energy facilities in Kyiv and Odesa overnight, as well as regions surrounding these cities. As US-led peace talks stalled this year with the refusal of Ukraine to cede territory, Zelensky said he recently held a “detailed and constructive” call with US President Trump’s envoys, Steve Witkoff and Jared Kushner, and that the sides were working to finalise dates for a visit to Ukraine. Russia hits train on Ukraine-Poland border, minutes after two former PMs had used the same line

KYIV: A Russian drone hit a passenger train on Ukraine’s border with Nato member Poland on Sunday, shortly after former British prime minister Boris Johnson, Sweden’s ex-premier Carl Bildt and other European diplomats had used the same line. The train, on a route frequently used by foreign delegations returning from Kyiv, was attacked just two kilometres from the Polish border, Ukraine’s railway operator said. There were no casualties. “This wasn’t our train, but the one just minutes after us by the border crossing. It was evacuated as the drone approached and no one was hurt,” Carl Bildt said on X. He and other politicians were heading to Poland by train after attending a conference in Kyiv. “It is entirely possible that the Russian drone’s intended target was the diplomatic train, which departed the station earlier than scheduled after train timetables were adjusted in real time because of the constant threat of Russian strikes,” Ukraine’s railway operator said on Telegram. Russia’s defence ministry said it had targeted infrastructure facilitating military cargoes from Europe in western Ukraine. Boris Johnson, who was also on the train that left the station shortly before the strike, condemned the attack as “random and senseless” in a post on Instagram. With the front line largely static, both Moscow and Kyiv have intensified long-distance strikes in recent weeks to try to shift momentum in the war. Polish Foreign Minister Radoslaw Sikorski described Russia’s increasing attacks on Nato’s doorstep as “an escalation”. Earlier on Sunday a truck less than one kilometre from Ukraine’s border with Poland was also hit, prompting the Dorohusk-Yahodyn crossing point to briefly halt operations. Russia has begun targeting Ukraine’s border crossings with its Western allies in recent weeks, part of a growing campaign by both sides to erode the other’s economic infrastructure. Strike near Zaporizhzhia N-plant Hostilities show no signs of letting up. In the Russian-held part of Ukraine’s southeastern Zaporizhzhia region, the head of Russia’s state nuclear energy company Rosatom accused Ukraine of striking fuel trucks close to the Zaporizhzhia nuclear power station, Europe’s largest. The Zaporizhzhia nuclear plant has been controlled by Russia since March 2022, and remains close to the front line. In Russia itself, the mayor of the city of Nizhnekamsk, in the Volga River region of Tatarstan, said that “civilian and industrial” targets in the city had been struck by Ukrainian drones, causing two deaths and several more injuries. Mayor Radmir Belyaev did not clarify which targets had been struck, but the city hosts a major oil refinery which has been attacked in the past. Ukrainian authorities did not immediately comment on the strike on Nizhnekamsk, but did say they had struck another refinery in the southern Krasnodar region. Published in Dawn, September 14th, 2026

Macron orders steps to protect critical systems from ‘Russian attacks’

PARIS: President Emmanuel Macron warned on Friday of the growing threat posed by Moscow’s shadow operations across Europe, saying he had ordered measures to protect France’s critical infrastructure from Russian “hybrid attacks”. Macron also vowed that Russia’s attacks on French soil would not go unanswered, speaking after talks with presidential hopefuls and party leaders ahead of the April-May election. “The Russian hybrid threat against Europeans and against France has intensified,” Macron told journalists. The meeting with France’s political leaders, held in the Elysee Palace’s crisis room, was intended to brief attendees on confidential French intelligence assessments of the current security challenges. Nicolas Lerner, head of France’s foreign intelligence service DGSE, and Celine Berthon, head of France’s domestic intelligence agency DGSI, attended. Also present were more than a dozen presidential hopefuls and other senior politicians including centrists Edouard Philippe and Gabriel Attal as well as Jordan Bardella, head of the far-right National Rally party. Two key presidential contenders skip security briefing The National Rally’s presidential candidate Marine Le Pen, who is leading in the polls, and hard-left firebrand Jean-Luc Melenchon were absent. Since Moscow’s full-scale invasion of Ukraine in 2022, Kyiv’s European allies, including France, have raised the alarm about “hybrid attacks” linked to Russia. The attacks have fallen below the threshold of open warfare, but have included drone flights near sensitive sites, airspace violations, and cyberattacks. ‘We are not intimidated’ This month Berlin blamed Moscow for an incident at Leipzig airport, which the European Union said bore all the hallmarks of “state-sponsored terrorism”. The drone episode underscored an apparent escalation in the tactics Russia is willing to employ on Nato soil. Macron said he had ordered “the government to prepare a plan to protect our critical infrastructure” and the “most sensitive” defence industry and technology sites against drone and cyberattacks. He added that France’s interior minister had met regional prefects to step up vigilance. Macron said that despite the Russian threats, France would continue to support Ukraine and vowed that Paris would respond to Russia’s shadow attacks. “This will not go unanswered,” Macron said, without elaborating. “The intention behind it is to intimidate us and to derail the effort to support the Ukrainians. The consequence will be the opposite,” he said. “We are not intimidated, because we know that what is at stake today in Ukraine is our security.” Berthon, France’s top domestic spy, made a rare appearance at a business forum in August, saying the Leipzig incident signalled French companies could also be targeted. Saudi air defences intercept 6 Houthi ‘ballistic missiles’

    • Rebels target Yanbu, Taif, military sites in Jazan; push to seize key Taiz-Aden supply route • Riyadh lifts warnings issued for Makkah, Jeddah, Tabuk, other regions • UN rights chief ‘appalled’ as civilian toll climbs in Yemen RIYADH: Saudi Arabia intercepted six ballistic missiles fired by Yemen’s Houthis on Thursday after issuing warnings for several regions, including the holy city of Makkah. The Saudi-led coalition supporting Yemen’s internationally recognised government said the missiles were intercepted before reaching targets in Taif and Yanbu, a key Red Sea area important for Saudi oil exports. It was not immediately clear whether the attacks caused any damage or casualties. Saudi Civil Defence had earlier issued emergency alerts for several areas, including Makkah, Yanbu, Taif, Jeddah and Tabuk. The warnings were lifted minutes later. In recent weeks, similar alerts have often preceded Houthi attacks. Coalition spokesman Turki al-Maliki said in posts on X that “escalations and violations by the terrorist Houthi militia will be dealt with firmly”. The Houthis later claimed responsibility for attacks targeting Saudi military sites in Jazan province near the Yemeni border. Houthi military spokesman Yahya Saree said the group launched a barrage involving ballistic missiles and drones aimed at what he described as operations rooms, command centers, weapons depots, missile launch sites and military camps. The latest attacks come as fighting has intensified inside Yemen between the Houthis and Saudi-backed government forces. At least 150 fighters from both sides were killed in the past 24 hours, according to an AFP tally based on sources from both factions. At least 98 government forces and soldiers were killed, while the Houthis said at least 52 of their fighters were killed in clashes. Many on both sides were also killed in clashes in the Kahboub Mountains and in areas between the Lahj and Taiz regions, as the Houthis seek to dominate the highlands overlooking Bab al-Mandab to protect newly seized territory. The Riyadh-backed government’s forces had earlier repelled overnight attacks by the Houthis on a key supply route to Yemen’s third biggest city Taiz from the southern port city of Aden where the internationally recognised administration is based, sources said. The Houthis have kept up pressure on government forces seeking to consolidate their power through a steep winding mountain pass. Known as Hejat al-Abd, the road is a lifeline for forces fighting on behalf of Yemen’s government, which has been hemmed in by the Houthis. The road is also critical for goods entering Taiz and its southern and western rural areas. It is the only route for residents seeking to travel abroad, with no commercial flights operating . Seizing parts of the Taiz-Aden road could allow the Houthis to tighten their grip around Taiz and deal another blow to the government. Meanwhile, the United Nations human rights chief expressed alarm Thursday over the growing civilian toll as the conflict worsens. UN High Commissioner for Human Rights Volker Turk said he was “appalled” by the situation, warning that civilians were suffering the consequences of the renewed fighting. “As if the people of Yemen haven’t already endured enough misery, civilians are now bearing the brunt of this latest upsurge in fighting,” Turk said, adding that “civilians must never be targeted, and their protection must be the overriding priority”. Turk’s office said at least 125 civilians had been killed or injured in Houthi attacks since the beginning of August. Published in Dawn, September 25th, 2026

Saudi Arabia resumes Yanbu oil loading after pipeline restart

Saudi Arabia has resumed oil tanker loadings from its Red Sea port of Yanbu after restarting operations on the East-West Pipeline, according to trade sources and shipping data, improving the outlook for oil exports from the Middle East. The resumption of Yanbu loadings, halted earlier this month after a drone attack on the pipeline, weighed on global oil prices on Monday as it added to signs of increased flows from the Middle East, from which the US war with Iran has throttled oil shipments. State oil giant Saudi Aramco notified customers on Monday evening of its October loading schedule from Yanbu, an Asian refining source said. The refiner loaded a cargo from Yanbu late last week. Drone attacks, which Saudi Arabia blamed on the Houthis, forced the kingdom to shut the pipeline on September 11, halting crude exports from Yanbu. Pipeline operations resumed last Tuesday. Aramco did not immediately respond to a request for comment. Oil products are also being loaded, tracker says European Space Agency satellite pictures also pointed to a resumption of loading. “ESA satellite imagery captured over the Red Sea on September 27 shows Saudi Arabia loading nearly 10 million barrels of crude oil at Yanbu and Al Muajjiz,” vessel-tracking firm TankerTrackers.com wrote in a post on X on Tuesday. Al Muajjiz is a terminal south of Yanbu. “We also observed refined-product loadings. In total, we visually identified 40 tankers, regardless of their activity or proximity to these terminals.” Two trade sources separately estimated crude loadings from Yanbu at about two million barrels per day since last week. Oil throughput on the pipeline is about 2m barrels per day, according to an industry source, and around 2.65m bpd according to ship-tracking firm Kpler. This is far short of the pipeline’s 7m bpd capacity. Throughput will climb to between 3m and 4m bpd in the coming days, Kpler said. A full return to the pre-attack rate of roughly 5.5m bpd could still take another month, it said in a note on Monday. Crude inventories at the Yanbu terminal rose by roughly 1m barrels on Sept 22, the first build since the attack, according to Kpler. The restart of crude loading at Yanbu added to signs of rising Middle East oil shipments following a recovery in exports via the Strait of Hormuz. Crude oil loadings at Egypt’s Sidi Kerir resumed on Sept 22 after a 10-day hiatus, but tankers remain queued offshore as restrictions continue to limit access for much of the commercial fleet, Kpler said in the note.

Russia warns diplomats to leave Kyiv amid new strikes threat

KYIV: Russia issued a new call on Saturday for diplomats and foreigners to leave Kyiv, warning the Ukrainian capital of new “massive” air attacks hours after striking another major bridge in the city. Moscow has ramped up its pummelling of Kyiv, launching waves of drones at the city, targeting key infrastructure and putting the capital on a near-constant state of alert against attacks. The strike on the Northern Bridge wounded two people and damaged road surface and trolleybus overhead wires restricting traffic, Kyiv’s mayor Vitali Klitschko said. Eyewitnesses saw traces of an explosion on a pedestrian walkway and technicians repairing power lines on the bridge. Hours after the attack, the Russian authorities warned of more strikes, issuing a fresh call for diplomats and foreigners to leave the city and refrain from visiting Ukraine. “We note with concern that not everyone has heeded these warnings, and that individuals are knowingly exposing themselves to mortal danger,” the Russian foreign ministry said in a statement. The Russian ministry also stated “responsibility for any potential negative consequences rests entirely with those who ignore this warning”. Moscow issued a similar warning in May, but heads of state and governments from countries backing Ukraine have defied it by travelling to the country and the capital in show of support. On Friday, Klitschko said the city was in a “very dramatic situation” and should now be on a war footing as the enemy was “tearing Kyiv apart” with strikes on bridges and energy infrastructure. President Volodymyr Zelensky accused his Russian counterpart, Vladimir Putin, of ripping up the rulebook of armed conflict by sanctioning massive attacks on civilian areas, an accusation the Kremlin has rejected. Kyiv has been increasingly under aerial bombardment in recent months, with the attacks and alerts disrupting daily life and sowing traffic chaos. Long lines of stationary cars and buses clogged major roads on Friday as commuters sought alternative routes, with some forced to continue their journeys on foot. Air raid sirens warning of approaching threats sound almost round the clock, urging the city’s estimated three million people to seek shelter. Strikes across the country in recent days have also caused power outages in several regions in the east, north and centre, with grid operator Ukrenergo urging consumers to limit usage even as demand increases with colder weather. Ukraine braces for another difficult winter. Last year, heating and power were cut for days on end as temperatures plunged to -20C. The grinding war has turned into Europe’s bloodiest conflict since World War II. Ukraine has appeared to stabilise the front in recent months, but depleted air defence stocks since the start of the Iran war have left its cities exposed to Russian barrages. The US-brokered peace efforts are effectively frozen as Moscow has shown no signs of dropping its maximalist conditions to end the war, including a demand that Ukraine cede territory in the east that Russian troops have not captured. Attack on ship Russia attacked a Liberian-flagged cargo ship in one of Ukraine’s Black Sea ports in the Odesa region on Saturday, killing one person and injuring three. Thirteen other crew members were evacuated to safety. Russia effectively renewed its blockade of the Ukrainian Black Sea ports since the summer, disrupting trade routes, reducing grain and steel exports and dealing a heavy blow to the Ukrainian economy. Oil deal The Trump administration’s talks with Russia on ending the war have expanded to include a multibillion-dollar oil deal that would benefit Middle Eastern business executives with ties to US negotiators Steve Witkoff and Jared Kushner, the New York Times said. The deal, which is contingent on approval from the US government and the Kremlin, involves a sprawling set of oil fields, refineries and gas stations around the world owned by Russian energy group Lukoil, according to the report. The group pursuing the deal includes US investor and billionaire Todd Boehly, two Middle Eastern groups that have done business with Kushner or Witkoff’s family, and an arm of the US government, the newspaper said. Russian President Vladimir Putin raised the deal during a Sept 5 meeting with Witkoff and Kushner at the Kremlin, the NYT said. Putin proposed completing the deal as a way to show Russians they could do business with the United States, a source said. Published in Dawn, October 4th, 2026
