On Tuesday, Israel bombed a Syrian airbase that Turkish officials have been helping to renovate, marking the latest escalation in the Israeli government’s effort to beat back Turkey’s influence in Syria. The strikes, which reportedly damaged an airstrip and a storage facility at the Abu al-Duhur Airbase, did not lead to any casualties. Still, they drew a strong rebuke from U.S. Ambassador to Turkey Tom Barrack, a long-time friend of President Donald Trump who is also serving as the president’s envoy to Syria. The attacks “constitute an unnecessary escalation that does not advance regional stability,” Barrack posted on X, adding that the government in Syria has “repeatedly indicated a preference for de-escalation with Israel.” The comments represent unusually sharp criticism of Israel from the Trump administration, which maintains a close relationship with the government of Prime Minister Benjamin Netanyahu. Barrack’s rebuke indicates growing U.S. frustrations over Israel’s habit of attacking potential threats pre-emptively rather than seeking diplomatic solutions. Indeed, Syria has turned into a major sticking point in U.S.-Israeli relations since the fall of the Assad regime in December 2024. Trump has sought to improve relations with Syria since he began his second term last January. He has lifted most sanctions on the country and seemingly developed a positive rapport with President Ahmed al-Sharaa, a one-time al-Qaeda fighter who later rejected jihadism and led the campaign that toppled former President Bashar al-Assad. Israel has been far more circumspect about the post-Assad government. Shortly after Sharaa took power, the Israeli military occupied a swathe of land in southern Syria and launched a campaign of airstrikes aimed at destroying the former government’s military equipment, lest it fall into the new government’s hands. Turkey has played an important role in this dispute. Ankara has been a key backer of Sharaa since the late 2010s, when his militant group ruled over a small region surrounding Idlib in northwest Syria. Growing Turkish influence on the new Syrian government has infuriated Israeli leaders, who increasingly see Turkey as a “new Iran” bent on countering Israel’s interests across the Middle East. Israel has so far been careful to avoid angering Trump through its anti-Turkey campaign. Prior to Tuesday’s strikes, the Israeli military had not hit Turkish interests directly, though it came close on several occasions, including when it launched a series of strikes in April 2025 on bases that Turkey had “scoped out” for potential troop deployments, according to Reuters. As Israel-Turkey tensions have continued to rise, Netanyahu has begun pressing Trump to take a more emphatic stance, or at least to accept the necessity of an Israeli military presence in Syria. Just last month, Netanyahu took time during a meeting on Iran to show Trump a map of Syria that claimed Turkey was occupying 5% of Syrian territory, while the Israeli military was only occupying 0.1% of the country. (As the Times of Israel noted, Turkey is doing so with the permission of the Syrian government, while Israel is not.) Netanyahu’s concerns appear to have fallen on deaf ears. According to a recent report from Israel’s Channel 13, Israeli officials asked Trump several weeks ago to approve an attack on a Turkish military site in Syria, and the president refused. It is unclear whether Tuesday’s strikes were related to these discussions. Syria’s government condemned Tuesday’s attack as a “dangerous escalation that threatens security and stability in the region,” calling on the United Nations Security Council to “clearly condemn this aggression and take a firm position against Israel’s repeated violations of Syrian sovereignty.”

The understanding represents a fresh attempt by the Trump administration to satisfy Israel after Netanyahu, who faces a difficult reelection campaign, publicly rejected the latest phase of the US plan earlier this month. Under an earlier framework agreed to by Hamas on July 30, the disarmament process was to be supervised by the International Stabilisation Force, a newly formed unit slated to deploy to Gaza once fighting abates. That force is commanded by US Army Major General Jasper Jeffers. An official with the Board of Peace, the initiative organised by Trump to implement the broader settlement, said that every weapon collected under the protocol would be permanently decommissioned. The official stressed that Israel would retain its full right to self-defence, adding that Israeli forces would reserve the authority to act if Hamas attempts to rearm or launch attacks. Discussions in Israel came a day after Kushner held direct talks in Egypt with senior Hamas officials, including the group’s political leader, Khalil al-Hayya. During those sessions, Kushner had demanded that Hamas prove it is giving up its weapons and that the group renounce any future role in governing the Palestinian territory, according to sources in the negotiations. Instead, he was busy supervising a divisive song the Constituent Assembly had warned against in 1950. Russia’s all but declared war with Nato and Iran’s taming of the US and Israeli militaries are indeed tectonic events. In their wake, India’s future as a regional power with global aspirations is at stake. The defence pact Pakistan signed with Saudi Arabia and Turkiye has crucial implications, too, for the security bundobust in and beyond the oil-rich West Asia. Also, Modi has been tasked with hosting a potentially landmark BRICS summit next month, bringing together Russia, China and influential member states that are involved in or watching the Gulf conflict, with key members ranged against each other. Will the BRICS meeting set the tenor for the arriving changes or is India planning to play the spoiler? India’s moral crisis deepened when Amnesty International said New Delhi had sent Israel 2,596 shipments of military ordnance, which could be used in the Gaza genocide. Modi, on his part, has already declared India’s stand by visiting Israel just before the assassination of Iran’s spiritual leader on Feb 28. Like India’s foreign policy, the singing of Vande Mataram was poorly timed. The recent Cockroach protests revealed that Indians are getting weary of Modi’s primeval preference for pitting the people against each other. However, the song evidently failed to shift the focus from the urgent issues of unemployed youths, rampant corruption, including the notorious heist at the Ram temple in Ayodhya, and unintelligent foreign policy choices imposed on harassed citizens. Why does the Congress party get cold feet in challenging deliberately foisted faux religiosity? It was troubling, though, to see the opposition Congress party looking pulverised over the divisive song. Home Minister Amit Shah accused Sonia Gandhi of seeking to stop its singing at a Congress event to mark Independence Day. The Congress made it worse by issuing an embarrassing denial that anyone tried to stop the song. The Gandhi family — Rahul, Priyanka and Sonia Gandhi — have been forceful critics of Modi’s ties with Benjamin Netanyahu and his genocide in Gaza. Rahul Gandhi is widely accepted as an agreeable champion of the hoi polloi. He speaks clearly and forcefully on burning issues like corruption, a stymied education policy, the targeting of the poor, farmers’ distress and alleged rigging of elections. He has notably also asked why, since his great-grandfather Jawaharlal Nehru spent 12 years in British jails before becoming a great world leader, he should not be ready to go to jail for 10 years. Bravado apart, the focus should be on sending the erring opponents to justice. But why does the Congress lose its wits when it comes to frontally challenging Hindutva? The Gandhis routinely name the BJP and the RSS as fatal for democracy. Why, then, does the party get cold feet in challenging deliberately foisted faux religiosity? Why is it an ordeal for the Congress to take the stand expected of it, undeterred by any electoral consequences? It’s a Hindutva myth, of course, that Muslims have some special aversion to the controversial lines of Vande Mataram. The discomforting fact for Hindutva, which the Gandhis may wish to share with the party, is that a majority of Indians, including Sikhs, Jains, Buddhists, Christians, Parsis, and above all, Arya Samaj Hindus and swathes of tribespeople among others, do not subscribe to the worship of deities mentioned in the uncensored stanzas of Vande Mataram. Its patronage by the Modi government impertinently ignores the separation of religion from the functioning of the secular state that India was conceived to be when it acquired a republican constitution in 1950. That’s how the song was trimmed — to keep the patriotic fervour in the first two stanzas while removing the divisive religious references in the remaining lines. A tuneful Vande Mataram used to be rendered every morning on Akashvani, the state-run radio, without any trouble. It was composed and sung at a Congress function in 1911 in the soothing Raag Desh by Rabindranath Tagore. Vishnupant Pagnis later sang it in Miyan ki Sarang, while Omkarnath Thakur and V.D. Paluskar composed it in other lilting tunes. It was Tagore, author of Indian, Bangladeshi and Ceylonese anthems, who suggested that Vande Mataram be trimmed to accord with the sentiments of India’s multicultural and multireligious patriots. For the record, the 1872 song was part of a Bengali novel that described Muslims as the enemies of the motherland and in which the Muslim ruler of Bengal was depicted as the cause of misfortune for the Hindu ascetics, the Santans. Anandmath started a troubling communal canard by airbrushing the militant role of Muslim fakirs who fought shoulder to shoulder with the Hindu sanyasis against the British and their Indian agents. The song’s ongoing misuse by Hindutva practitioners ignores the fact that the ancient Vedic religion, the fountainhead of Hinduism, did not worship Durga or any other goddess in the song. The Arya Samajis emphasised the Vedic origins of Hinduism and banished idol worship from their practice of the religion altogether. Thus, the RSS in recent years has been emphasising its proximity to the Sanatan Dharma. The BJP support for the mostly Sanskrit song would quite likely find most of its supporters struggling to recite or sing it in tune. But Gandhiji, too, was a follower of the Sanatan Dharma, and he was involved in relieving the song of its religious references while keeping the patriotic stanzas intact. It is an unresolved contradiction within the Sanatan fold that Gandhi and his killers shared the same scriptures and drew totally opposite conclusions from their readings. Donald Trump’s envoy and son-in-law Jared Kushner on Monday wrapped up two days of meetings with Israeli and Hamas leaders to break a stalemate over the US President’s Gaza plan, but no breakthrough appeared imminent as both sides dug in. The meeting came two weeks after Hamas endorsed the latest stage of Trump’s Gaza plan, which Netanyahu has refused to support, insisting any settlement must ensure the group is “genuinely disarmed”. Kushner met Netanyahu in Israel a day after meeting Hamas’ political leader in Egypt to revive the plan, which has stalled as Israel has carried out air strikes and grabbed more territory in Gaza despite an October ceasefire, while Hamas has also refused to give up its weapons. Two sources said Kushner’s meeting with Netanyahu lasted several hours. Nickolay Mladenov, the high representative for Gaza on Trump’s “Board of Peace” implementing the plan, was also in attendance. Israeli media reported that former UK prime minister Tony Blair, now a senior Board of Peace official, would also attend. An Israeli official indicated that there was no breakthrough in the meeting, saying Netanyahu had made it clear the military would not withdraw from a demarcation line set out in an October ceasefire and would continue to carry out operations in Gaza as it sees necessary, including targeting those who took part in the October 7, 2023 attack on Israel that triggered the war. The official added that Netanyahu and Kushner agreed in the meeting that the reconstruction of Gaza would not begin until Hamas was fully disarmed, including of light weapons. In a statement that characterised the meeting as “deep and constructive”, the prime minister’s office said that Israel and the Board of Peace believe that Gaza’s disarmament should be “prompt and completed before any reconstruction happens”. It also said that Netanyahu had agreed with the Board of Peace to establish a working group on disarmament and demilitarisation, and another working group that focuses on sanitation, clean water and other public health issues in Gaza. Hamas has demanded Israel adhere to the ceasefire, while both sides have disputed the sequencing of how Trump’s plan to end the war would be implemented. Over 1,200 Palestinians and four Israeli soldiers have been killed in Gaza since October, according to Gazan health officials and the Israeli military. There was no immediate comment from the Board of Peace. A day prior, Kushner met Hamas’ new leader Khalil al-Hayya in the Egyptian Mediterranean city of El-Alamein on Sunday, sources with knowledge of the discussions told AFP. Kushner demanded that the group verify it is giving up its weapons, a key sticking point for Netanyahu, and that Hamas renounce any future role in governing the Palestinian territory, the sources said. A Hamas official said the group told Kushner it was committed to the Gaza plan and wanted pressure on Netanyahu. “Hamas is demanding that the US administration … pressure Netanyahu’s government to adhere to and implement the roadmap agreement. Hamas is awaiting the US administration’s response regarding Israel’s position on the agreement,” the Hamas official told AFP. After initially voicing muted criticism of the Gaza plan, Netanyahu last week told his cabinet that he rejected it and vowed not to pull troops from the Palestinian territory. The stance came even though Mladenov had assured him that Israel would not need to withdraw until a full disarmament by Hamas, backtracking on the Board of Peace’s earlier calls for Israel to start a phased withdrawal. In an interview, Itamar Ben Gvir, a far-right national security minister in Netanyahu’s cabinet, called for mass killings in Gaza. “I think targeted eliminations should be carried out in Gaza every night. Take out 30 or 40,” Ben Gvir said on a podcast with a former Gaza hostage. “Not only those who endanger you right now. Israel creates fake think tank in likely attempt to dupe AI chatbots
At a glance, the Hanover Institute for Public Policy looks like a new think tank dedicated to Israel/Palestine. The organization churns out think-tank style reports on questions such as “Does AIPAC Use ‘Dark Money in Elections?” and “Is Israel Carrying out a Deliberate Campaign of Starvation in Gaza?” But the Hanover Institute is not a real think tank. None of the reports have bylines. A small disclaimer at the bottom of the webpage notes that the organization was created on behalf of the Israeli Government Advertising Agency by Piro, Inc, a firm co-founded by Daniel Rosenberg, the producer of Spike Lee’s “Inside Man.” The Hanover Institute’s reports — all of which are about Israel and Palestine — appear to be part of an Israeli effort to influence chatbots. The institute’s “data reports” have footnotes and tables of contents, and they present arguments in a neutral tone, helping them appeal to chatbots like Claude or Gemini. Piro’s website says that it “author(s) content engineered for how LLMs evaluate credibility,” describing this service as "AI Story Optimization." Others refer to this practice of influencing artificial intelligence as “LLM poisoning.” According to its “about” page, the Hanover Institute “studies the inputs fueling antisemitism in the United States, and publishes what the evidence shows.” Many of the reports are formulaic, starting with an innocent question that someone might ask a chatbot. “What Caused the Displacement of Palestinians in 1948?” “Which Humanitarian Organizations Have Documented Israeli War Crimes?” “What is the Current Situation in the Gaza Strip?” In an article titled “Is the IDF the World’s Most Moral Army?” the Hanover Institute cites a 2022 poll that found that 47% of Israeli Jews believed that statement. Another report casts doubt on UNICEF's assertion that “90% of water and institutional infrastructure has been damaged or destroyed” in Gaza. Many of the reports conclude by linking the topic to rising antisemitism, oftentimes citing the same studies. In a few cases, the Hanover Institute publishes what it claims are original findings. For instance, it put out a study saying 19 of the 36 most-watched Israel-Gaza explainer videos contain contested claims, with most of the contested claims aligning with the Palestinian narrative. The Hanover Institute’s publications sometimes contradict Israeli government narratives. For instance, one report says that foreign funding of universities as an explanation for antisemitic incidents is “weak and full of exceptions.” Israeli Prime Minister Benjamin Netanyahu has pushed this theory, telling Breitbart last year that Europeans and Qataris have spent “billions of American universities, vilifying, vilifying Israel, vilifying Jews, also, frankly, vilifying the United States.” Piro, Inc, the firm that created the Hanover Institute, has received $900,000 from the Israeli government for its work. Like many other contractors working for Israel, Piro’s work is subcontracted through Havas Media, a French public relations conglomerate. The fake think tank has churned out over 100 reports since it started publishing on August 6. The Hanover Institute claims that “cited research is peer-reviewed and academic” although frequently cites Israeli government sources such as the Israel Defense Forces and the Ministry of Foreign Affairs. RS analyzed 12 random Hanover Institute articles using GPTZero, a popular AI detection software that claims a low false-positive rate. GPTZero flagged 11 of the articles as AI-written with “high confidence”; it flagged one article as AI-written with “moderate confidence.” Israel has also contracted former Trump campaign manager Brad Parscale to create pro-Israel websites engineered to influence chatbots as part of a $46.5 million contract. A Drop Site investigation last month found that many chatbots, particularly Microsoft Copilot and Google Gemini, had been successfully trained on data from those websites. Other chatbots frequently cite those websites without flagging them as part of an Israeli influence operation. Piro does not explicitly state in its agreement submitted to the Department of Justice that its work for Israel is to influence AI. In an email to Politico, which first reported the filing, Rosenberg said his firm’s work is to “put accurate, sourced facts into the public record and to counter misinformation about Israel with verifiable information.” However, last month, Rosenberg posted on LinkedIn advertising Piro’s ability to influence chatbots: “When someone asks ChatGPT, Gemini, or Perplexity about your category, an answer comes back in one confident paragraph. Most brands have no idea how that paragraph gets built. So we spent months reverse-engineering it…At Piro, we already knew how to build stories that move people. The question was: how do you make sure AI knows how to tell them?”

THE Israeli prime minister’s public rejection of the US-backed Gaza roadmap came as little surprise. Last month, the Board of Peace (BoP) announced a 15-point plan to implement the next phases of President Donald Trump’s peace initiative. Brokered by the US, agreement on the plan was announced by Trump on July 30. He called this a “major milestone”. The 15-point document’s aim was to move the peace process forward by reaffirming and fleshing out specific commitments for implementation by the parties to the conflict. The second of the 15 points required Israel to abide by all “remaining obligations” under the Sharm el-Sheikh Memorandum especially an end to its military operations. It called on Hamas and other Palestinian factions to cease their military actions under the peace plan. The 15 points also detailed the framework for Gaza’s governance including the National Committee for the Administration of Gaza’s (NCAG) responsibilities for running the Strip. Composed of Palestinian technocrats, the transitional body was established by the BoP in January. But it was prevented by Israel from entering Gaza. It has since remained stuck in Cairo. The 15-point framework makes it clear that in the specified timetable NCAG must enter the Strip and start to assume day-to-day governance. The roadmap involves reciprocal steps. It mandates a link between decommissioning of armed militias including Hamas and “an Israeli withdrawal, in phases, from areas under its control in Gaza”. Point 13 commits Israeliforces “to complete their phased withdrawal from Gaza Strip according to an agreed upon timetable”. The plan provides for the inventorying and storage of Hamas’s heavy weapons under NCAG’s supervision. Hamas would disarm in exchange for a gradual Israeli military withdrawal and establishment of governance by the technocratic Palestinian committee. Rejecting the plan, Benjamin Netanyahu declared his country’s troops will not withdraw until Hamas is “genuinely disarmed”. The Israeli leader’s wholesale rejection of the 15-point plan threatens to derail the peace process altogether. It makes the ceasefire’s fate uncertain and pushes it to the brink of collapse. For its part, Hamas agreed to the plan, with the BOP announcing on July 31 that the resistance group had consented to disarm. Hamas said it would surrender its weapons in stages. After Israel’s rejection of the plan, Hamas reiterated its commitment to it while urging the BoP and mediators to prevent ceasefire violations. Netanyahu’s rejection of the 15-point roadmap threatens to derail the peace process. Several Western analysts attribute Netanyahu’s opposition to the plan to electoral politics with general elections due in two months. The Oct 27 poll poses a major challenge for Israel’s longest-serving prime minister, whose declining public support places his political future in jeopardy. But elections alone do not explain Netanyahu’s rejection. Israel was never really committed to the Trump plan, despite signing on to the Sharm el-Sheikh agreement. Netanyahu has since done everything to block its implementation. Several of Israel’s actions testify to that. It has conducted almost daily military strikes on Gaza defying the ceasefire brokered by the US last October. Over 1,000 Palestinians have been killed since the ceasefire came into effect. Israel also intensified its bombings of Gaza after announcement of the 15-point plan. It has seized control of over 70 per cent of the Strip and deepened its occupation. Israeli defence officials vowed their forces would indefinitely remain in so-called “security zones” in Gaza, with no timetable for withdrawal. Netanyahu also did not allow the 13-member Palestinian NCAG to enter Gaza. Israel has carried out deadly military raids into the West Bank, along with its de facto annexation and engaged in ethnic cleansing of the Bedouin and herding communities. A senior UN official warned the West Bank was at “breaking point”. But Washington had nothing to say on these actions. Only a single incident of Israeli settler violence prompted a rare rebuke from the US envoy. Israel’s military assaults on Lebanon and occupation of its southern areas also showed Tel Aviv’s aggressive designs and lack of interest in a truce. So far, there is silence from Washington over Netanyahu’s rejection of the Gaza plan. Trump claimed he would give his reaction on social media. He never did. The US may be distracted by its conflict with Iran. But that doesn’t explain why it hasn’t said anything about Israel’s abandonment of the Gaza plan. Trump administration officials privately tell journalists they are willing to give “leeway” to Netanyahu to navigate the looming elections. Jared Kushner, Trump’s son-in-law and envoy, is however set to visit Israel next week accompanied by Nickolay Mladenov, BoP’s high representative, for talks on the Gaza plan. Following Netanyahu’s Washington visit in July, the BoP contradicted its own 15-point plan by announcingIsrael will only be obligated to withdraw after “complete” disarmament. But after Netanyahu’s rejection, a Board member told a Middle Eastern media outlet that the peace process will still be based on the original plan for “phased, reciprocal commitments”. From the very inception of Trump’s Gaza plan, the US never committed to an even-handed approach. Instead, it adopted a pronounced pro-Israel stance. It did nothing to stop Israel from violating the ceasefire and cease the killings of Palestinians in Gaza. It turned a blind eye to Israeli expansion of areas under its control. Washington frequently demanded Hamas should disarm but said nothing about the reciprocal obligation for Israel to withdraw from the enclave. Vice President J.D. Vance occasionally criticised Israel for its stance. But this did not change the heavy influence of the Israeli lobby on the Trump administration’s Middle East decisions. This continues to be the case despite Israel’s plummeting standing among the majority of Americans. A new book Israel’s Lobby describes it as the most powerful foreign policy lobby that has for decades held America in its grip. Future prospects for peace in Gaza hinge on how much pressure, if any, the US is prepared to mount on Israel to compel it to drop its opposition to the Trump plan. If it is unable or unwilling to do this, and the tail wags the dog, then it won’t just be Israel that will sabotage the plan. The US will end up defeating its own peace initiative. Seven people were killed when Israeli warplanes struck a house in the southern village of Ansar. Four others were killed and 17 were wounded in a strike on the village of Deir Zahrani, raising an earlier toll, Lebanon’s official National News Agency said. The attacks wounded a total of 19 people. The strikes came as Israel and Lebanon were set to hold an eighth round of US-sponsored direct negotiations early next month in Rome. Lebanese President Joseph Aoun said Saturday’s strikes were a “clear message” aimed at the negotiations and American efforts to implement the framework agreement. Aoun condemned the “ongoing Israeli attacks” on the south and “repeated violations of the framework agreement … and international law on protecting civilians, which led to the death of an entire family in the village of Ansar,” according to a statement from his office. Lebanese Prime Minister Nawaf Salam echoed the condemnation, urging Israel to halt the “extremely dangerous” escalation. “The martyrs of the Israeli raid on the village of Ansar are not ‘military infrastructure’, and the women and children killed in it are not military targets,” Salam said in a post on X. Hezbollah said the Israeli attacks on Lebanon would be met with an “appropriate” response, urging authorities to halt “humiliating” negotiations with Israel. Israel “must clearly understand that its attacks, violations and attempts to impose a fait accompli cannot continue and will be met with an appropriate response,” the group said in a statement. Hezbollah added that Lebanese authorities “must not insist on continuing along the humiliating path of direct negotiations and providing the enemy with free concessions.” The group said the escalation reflected a desire by Israeli Prime Minister Benjamin Netanyahu “to escalate the war in order to strengthen his domestic political position”. Erdogan's party pours millions into new DC pied-a-terre
On Washington’s 16th Street, overlooking Meridian Hill Park, Turkey’s ruling Justice and Development Party (AKP) is transforming the former French Embassy into a permanent base for its growing influence operation in Washington. The party bought the Beaux-Arts mansion for roughly $4.9 million in 2024, and its latest July 12th Foreign Agents Registration Act filing shows that another $1.3 million has since flowed from AKP headquarters, much of it going toward renovation work at the property. The office is run by Halil Mutlu, President Recep Tayyip Erdogan’s cousin and the AKP’s registered representative in the United States. The same filing lists 85 political activities over six months from December until May of this year, including meetings with State Department officials, congressional staff and some of Washington’s most prominent Turkey and Syria think tank experts. Since the Oct. 7, 2023, Hamas attack on southern Israel, the relationship between Ankara and Tel Aviv has gradually moved from surface-level diplomatic hostility toward something closer to an open strategic rivalry, with Syria becoming the most visible flashpoint between the two regional middle powers. Much of this tension is airing out in President Donald Trump’s Washington. The Washington battle front A March discussion at the Brookings Institution, which the filing cited, captured this shift. Former U.S. Ambassador to Turkey John Bass discussed rhetoric from Israeli political figures describing Turkey as the “future Iran,” while Brookings fellow Aslı Aydıntaşbaş, referencing statements by former Israeli Prime Minister Naftali Bennett, said the idea that Türkey could emerge as a greater threat than Iran had moved from the fringe in Israeli security circles into mainstream political discussion . Against this backdrop of escalating tension, Mutlu’s meetings offer a glimpse into the Washington policy circles the AKP has been cultivating. On January 29, the filings show separate meetings with Atlantic Council fellow Rich Outzen and Washington Institute senior fellow Anna Borshchevskaya. Five days later, the party attended a Helsinki Commission hearing on Syria where Outzen and Borshchevskaya testified alongside the Hudson Institute’s Michael Doran. On February 9, the filings report a private meeting between Mutlu and Doran. These three experts approach Turkey from different perspectives, but their public work has generally envisioned a significant positive role for Ankara in the emerging regional order. Outzen has argued that U.S.-Turkey relations are poised to improve as their interests increasingly align; Doran has described Turkey as a key U.S. partner in stabilizing Syria and balancing Israeli security concerns; and Borshchevskaya has called for deeper American engagement in Syria to displace Russian influence, identifying Turkey as one of the regional actors capable of providing Damascus with alternatives to Moscow. In testimony before Congress, Doran argued that pushing Russia out of Syria depended on balancing Turkey and Israel. He later described Turkey as “the arm of NATO into Syria” and said Ankara could help build Syria’s new security forces. Outzen similarly called for a larger Turkish role in Syria’s stabilization and military training, while warning that Israel’s preference for a weak, fragmented Syria could collide with Ankara’s desire for a unified state. That rivalry is already shaping policy on Syria and the sale of advanced U.S. weapons. Erdogan said in June that Israeli attacks on Syria and Lebanon had reached the point of threatening Turkey itself. Israel, meanwhile, has fought Turkey’s return to the F-35 program, with Israeli officials warning that selling Ankara advanced fighters could threaten Israel’s qualitative military edge. That fight has landed directly in the Oval Office. At his July 28 meeting with Trump, Israeli Prime Minister Benjamin Netanyahu brought a map of Syria to argue that Turkey controlled more Syrian territory than Israel. According to an Israeli official, the map claimed Turkey effectively controlled 5% of Syria compared with a mere 0.1% held by Israel. Trump has been moving in Ankara’s direction. At the NATO summit in Ankara earlier in July, he announced that he would lift CAATSA sanctions imposed over Turkey’s purchase of Russia’s S-400 air-defense system, and he signaled openness to selling Ankara F-35s. A changing regional balance Turkey’s push in Washington also comes as Israel’s political standing in the United States is weakening. A March Pew survey found that 60% of Americans held an unfavorable view of Israel, up from 42% in 2022. Among Republicans under 50 years old, 57% viewed Israel unfavorably. Gallup similarly found that Americans no longer sympathized more with Israelis than Palestinians, ending a pattern that had lasted more than two decades. Israel’s loss of popular support is bound to open some political space for other regional powers to make their case in Washington, and Turkey is trying to occupy some of it. The Meridian Hill headquarters gives the AKP a permanent base, while Mutlu’s meetings place Erdogan’s party inside the policy circles debating the very questions on which Ankara and Jerusalem are clashing. The larger shift now extends far beyond Washington. On Friday, Erdogan joined Saudi Crown Prince Mohammed bin Salman and Pakistani Prime Minister Shehbaz Sharif in Mecca to sign a mutual defense agreement declaring that an attack on one would be treated as an attack on all three. The pact brings together NATO’s second-largest military, nuclear-armed Pakistan and the Gulf’s most powerful Arab state at a moment when regional governments are reassessing the post-Iran war Middle East geopolitical landscape. The mansion on Meridian Hill is only one piece of this broader realignment. But it gives the competition a physical address. As Israel works to convince Washington that Turkey is emerging as the region’s “next Iran,” Erdogan’s party is building its own infrastructure to make the counterargument.

For decades, U.S. policy in Lebanon has focused on the elimination of Hezbollah, or at least its military wing. But the Trump administration has taken this effort to new heights. The State Department is sponsoring the first ever direct talks between Lebanon and Israel since the Madrid peace talks, with the disarmament of Hezbollah being a central objective of those talks. Washington has also taken the unprecedented step of sanctioning individuals from outside the party whom it accuses of undermining the campaign against Hezbollah, including members of Lebanon’s state security apparatus. Meanwhile, the U.S. and Israel are engaged in an unprecedented financial crackdown on Hezbollah, as the New York Times reported this week. Ironically, however, Donald Trump is also the first sitting American president to express a willingness to hold direct talks with the Lebanese Shiite movement. “I would speak to Hezbollah. I speak to everybody. I’ll speak to people that a lot of people think I shouldn’t be speaking to, and things work out,” Trump told reporters during an oval office meeting with his Lebanese counterpart Joseph Aoun last month. While it would be easy to dismiss these remarks as typical Trumpian grandstanding, there appears to be more to the story. Multiple reports have recently emerged indicating that serious attempts have been made to open direct channels between Washington and Hezbollah. According to Middle East Eye, Trump told Beirut’s ambassador to Washington last May that he wanted to talk to the group in a bid to salvage a shaky ceasefire with Israel. The Lebanese presidency reportedly turned down the request over concerns that holding such talks would undermine Aoun by bypassing the Lebanese government. That same report quotes senior Lebanese officials saying that both the Trump administration and some of its predecessors have attempted to open direct channels with Hezbollah, but the group rejected these advances. Another recent report by the Lebanese daily Aljoumhouria revealed that senior Iraqi officials told a visiting Hezbollah delegation that Iraq was ready to sponsor and host direct talks between Washington and the Lebanese Shiite movement. The offer, the report noted, was made shortly before Iraqi Prime Minister Ali al-Zaidi’s recent visit to Washington, only to be turned down by Hezbollah. Sources from within the Lebanese Shiite movement confirm that there has been a recent push to establish direct channels between the two sides. “The Americans have made several attempts through a number of intermediaries to engage directly with Hezbollah”, a Hezbollah source explained to RS. “It’s true that al-Zaidi pursued such efforts, but certainly not at our request.” Interestingly, however, senior Hezbollah officials refused to clarify the group’s stance on the issue despite media reports that it had flatly rejected such offers. “Hezbollah wants to keep its stance concerning this issue out of the media, without giving any indication as to how it will respond to such initiatives,” a political official in the Lebanese Shiite movement told RS. “Our policy is to not reveal how we intend to approach this issue”. This suggests that Hezbollah is not necessarily rejecting dialogue with Washington out of hand. Talks “will happen if there is an opportunity that presents itself,” said Muhanad Hage Ali, deputy director for research at the Carnegie Middle East Center in Beirut. “But there will be an ambiguity because the organization basically tries to avoid acknowledging that they’re discussing anything with the ‘Great Satan,’” Hage Ali said, referencing a term Iran and its allies use to label the United States. According to Hage Ali, who has authored numerous publications about Hezbollah, the group stands to benefit from such dialogue in more ways than one. “Direct contact between the U.S. and Hezbollah would eventually undermine the Lebanese government track,” he explained, in reference to the direct talks Lebanon’s government is holding with Israel. “This is useful for Hezbollah”. Hezbollah could also use talks with Washington to make a deal under which any measures related to its weapons and military activities would be conditioned on amending Lebanon’s constitutional system to “grant Lebanese Shiites a bigger share of power,” Hage Ali said. Still, it is difficult to see Hezbollah negotiating away its weapons absent an Israeli withdrawal from Lebanese territory and a genuine guarantee that Israel will permanently end military operations in Lebanon. This stems from the fact that the group was founded as a resistance movement against Israel back in the early 1980s, long before it became a political party in 1992. Meanwhile there is little to suggest that Israel is willing to take any steps that would encourage Hezbollah to take a more flexible stance. Israeli Prime Minister Benjamin Netanyahu reportedly told a recent cabinet meeting that he will not succumb to American demands to withdraw troops from Lebanon. Israel’s Foreign Ministry even published a map where parts of southern Lebanon appeared incorporated into Israel. The map, which Israel posted on X, stirred an uproar in Lebanon before it was taken down. (Israeli officials described the controversial map as the result of “an artificial intelligence error.”) There is also the issue of Iran which has only doubled down on its support for its Lebanese ally. Iran’s Supreme Leader Ayatollah Mujtaba Khamenei has framed support for Hezbollah as a “strategic mandate” for the Islamic Republic, while underscoring that any deal with the United States is contingent on respecting Lebanon’s territorial integrity and an end to Israeli military operations in the country. That Khamenei casted his country’s support for Hezbollah in strategic terms — and not merely as an ideological obligation — supports the notion that the Iranian leadership believes supporting the group has become a greater necessity in the wake of the recent conflicts, not least given how Israel has directly attacked Iran in these wars. In other words, rather than weakening the bonds between Tehran and Hezbollah, Israeli attacks on Iran have apparently strengthened these bonds, giving them a stronger strategic rationale. Against this backdrop, it is far more plausible that, at least for now, Hezbollah is pinning its hopes on what comes out of a potential agreement between Washington and Tehran, as opposed to riskier paths like direct talks with the Trump administration. “The objective behind the American attempts to establish direct channels with us is to remove Lebanon and Hezbollah specifically from the Islamabad talks,” explained the first Hezbollah source, referencing U.S.-Iran negotiations in Pakistan. Holding talks with the United States as a separate track from Islamabad would place Hezbollah in a weaker position, he argued, while being part of a framework with Iran which “hold strong cards” means that any agreement reached “will have guarantees.”

Turkish President Recep Tayyip Erdogan said on Wednesday that he hoped more countries would join a defence agreement signed last week between Turkiye, Saudi Arabia and Pakistan, aimed at stabilising a region wracked by conflict. The Makkah Joint Defence Agreement was signed on Friday as the Middle East grapples with fallout from the US-Iran war, which has dragged in regional players and disrupted shipping through the Strait of Hormuz and the Red Sea. “Our vision for it is not limited to the three countries,” the Turkish leader told the London-based Asharq Al-Awsat daily. “Rather we aspire for it to grow, and perhaps appropriate conditions will emerge one day for all countries of the region to gather under its umbrella.” Turkish Foreign Minister Hakan Fidan on Saturday said Turkiye expected Egypt to join the pact “in the next stage”, telling the Anadolu state news agency only “a few technical issues” stood in the way. Egypt has not commented on the agreement nor on the remarks by Fidan, who will visit Cairo on Thursday and Friday. Cairo has robust military cooperation with Ankara, but has given no indication it intends to sign up to the new security alliance, which contains a Nato-style clause saying any attack on one would be seen as an attack on all. The five-month US-Iran war has upended the security architecture in the region and forced a rethink of decades of conventional wisdom rooted in US military supremacy. Erdogan said the pact emerged out of the “new circumstances” in the Middle East with regional players seeking to assume greater responsibility for their own security and stability. “Regional issues should be resolved by regional actors, and with this action, we consider that we have taken a first step toward achieving that goal,” he told the Saudi-owned newspaper. “Resolving regional issues must be carried out away from formulas imposed from the outside. We know very well that solutions imported from abroad only bring disasters.” The Makkah Joint Defence Agreement has been hailed by the 57-member Organisation of Islamic Cooperation (OIC) as an “important strategic step”. Kuwait, Bahrain and Somalia are among the countries that have welcomed it. Iran’s comments also took a rather positive tone, stressing its stance of pursuing “security mechanisms based on cooperation between regional countries”. On Monday, Prime Minister Shehbaz Sharif affirmed that the defence pact was “entirely for defensive purposes”, and not for any aggression. Addressing the federal cabinet on Monday, PM Shehbaz stressed that the objective of the pact is to “promote peace, progress, and prosperity in the region”. While the pact comes in the backdrop of the US-Israel war on Iran, Bloomberg had reported in January — before the conflict began — that Ankara was seeking to join a separate mutual defence pact between Islamabad and Riyadh. Pakistan and Saudi Arabia had already signed the “Strategic Mutual Defence Agreement” in Riyadh last September, pledging that any attack on either nation would be treated as an act of aggression against both. In January, Reuters quoted Defence Production Minister Raza Hayat Harraj as saying that a draft had been prepared after 10 months of talks. Turkish FM Hakan Fidan had said Ankara favoured an “inclusive platform that creates wider, bigger cooperation and stability”. Pakistan has also sought to mediate efforts to end the US-Iran war, while Turkiye has played a diplomatic role in negotiations aimed at ending the war in Gaza. The Makkah Joint Defence Agreement was signed on Friday as the Middle East grapples with fallout from the US-Iran war, which has dragged in regional players and disrupted shipping through the Strait of Hormuz and the Red Sea. “Our vision for it is not limited to the three countries,” the Turkish leader told the London-based Asharq Al-Awsat daily. “Rather we aspire for it to grow, and perhaps appropriate conditions will emerge one day for all countries of the region to gather under its umbrella.” Turkish Foreign Minister Hakan Fidan on Saturday said Turkiye expected Egypt to join the pact “in the next stage”, telling the Anadolu state news agency only “a few technical issues” stood in the way. Egypt has not commented on the agreement nor on the remarks by Fidan, who will visit Cairo on Thursday and Friday. Cairo has robust military cooperation with Ankara, but has given no indication it intends to sign up to the new security alliance, which contains a Nato-style clause saying any attack on one would be seen as an attack on all. The five-month US-Iran war has upended the security architecture in the region and forced a rethink of decades of conventional wisdom rooted in US military supremacy. Kuwait, Bahrain and Somalia are among the countries that have welcomed it. Iran’s comments also took a rather positive tone, stressing its stance of pursuing “security mechanisms based on cooperation between regional countries”. On Monday, Prime Minister Shehbaz Sharif affirmed that the defence pact was “entirely for defensive purposes”, and not for any aggression. Addressing the federal cabinet on Monday, PM Shehbaz stressed that the objective of the pact is to “promote peace, progress, and prosperity in the region”. While the pact comes in the backdrop of the US-Israel war on Iran, Bloomberg had reported in January — before the conflict began — that Ankara was seeking to join a separate mutual defence pact between Islamabad and Riyadh. Pakistan and Saudi Arabia had already signed the “Strategic Mutual Defence Agreement” in Riyadh last September, pledging that any attack on either nation would be treated as an act of aggression against both.
