    EU agrees to release diesel stocks after US pressure

    BRUSSELS: European countries agreed to release diesel stocks on Friday after the White House pressured governments to do so, in a bid to cool surging fuel prices linked to the Iran war. “Europe has just agreed to release a massive amount of their heavily stocked diesel oil. The process will begin immediately,” President Donald Trump wrote in a post on Truth Social. Trump’s statement followed talks on Friday among EU governments, who discussed a proposal by France for European countries to release 50 million barrels of diesel, and for International Energy Agency members to release 50m barrels of crude oil, according to sources. Under the proposal discussed by European governments, Europe would release part of the diesel volumes in a 20-day period, responding to Trump’s demand for a rapid release of fuel stocks. French President Emmanuel Macron chaired a videoconference with G7 leaders on Friday afternoon to discuss the energy situation, the Elysee Palace said. It was not immediately clear if G7 countries had agreed to France’s proposal on the volumes of fuel to be released. US diesel futures extended their price losses after reports of the stock release discussions, and were down more than four per cent to $4.4491 a gallon. Benchmark European diesel futures fell by over $100 a metric ton. The discussions underscore growing pressure on Europe as Trump considers a potential ban on US diesel exports to help lower domestic fuel prices ahead of Nov 3 midterm elections. In weighing its response, the EU needs to balance the need to ease soaring fuel costs against preserving emergency reserves to safeguard against uncertain supply from Gulf producers due to disruptions caused by the Iran war. French President Macron spoke with Trump overnight, emphasising the need to work together to combat rising fuel prices and ensure the global availability of refined products, the Elysee Palace said. France currently holds the G7 presidency. US pressure on Europe According to sources, the Trump administration had told Germany and France to draw down emergency diesel inventories or face a potential US diesel export ban. The US had demanded that large European countries release 100m barrels of diesel within a 20-day window, the sources said. Global diesel supply has been hit by the Iran war and a Russian ban on exports after Ukraine damaged many of its refineries. Chinese refiners have also suspended fuel exports to bolster domestic stocks. The proposed 50-million-barrel release equates to approximately 17pc of the EU’s total emergency stocks of diesel and gasoil, Eurostat data showed. It reflects around 3pc of the bloc’s annual consumption of the fuel. Europe used to rely on Russian and Middle Eastern diesel imports, but has increasingly relied on imports from the United States in recent years. “Having been caught dragging their feet on promised strategic stock releases earlier this year and now jarred by possible US export restrictions, European countries will likely release more diesel and possibly crude from their stocks,” said Bob McNally, president of Rapidan Energy Group. “European strategic stock releases are a necessary, if not sufficient, condition to prevent US export restrictions, which would still remain on the table given acute political anxiety in the White House about high pump prices.” Published in Dawn, October 3rd, 2026

    Israel wants US-led force to disarm Lebanon's Hezbollah

    Fearing a security vacuum if UN peacekeepers leave southern Lebanon when their mandate expires December 31, the Lebanese government is desperately seeking an extension of the United Nations Interim Force (UNIFIL) or the creation of a European-led multinational force to take its place. Israel, which has occupied dozens of villages south of the Litani River since its latest invasion of the country earlier this year can't wait for the Blue Helmets to leave. It has long lobbied against UNIFIL’s extension, deeming it ineffective in taming and disarming Hezbollah, the Iran-backed militia. But Tel Aviv hasn't opposed an international force once UNIFIL leaves; it just doesn’t want one tied to the UN. Israel is lobbying for a U.S.-led force, while the Lebanese government prefers a European-led mission to aid the Lebanese army if UNIFIL’s mandate is not renewed or extended. An even bigger question is how exactly any such force can subdue battle-hardened Hezbollah, the country’s most powerful armed force. The group has long enjoyed widespread support in the Shiite community, which makes up about a third of the country’s total population. Days before the UN General Assembly meeting in New York this week, Lebanese President Joseph Aoun visited Paris where he met with French President Emmanuel Macron and Jordan's King Abdullah. They discussed the need for the continued presence of foreign troops and the importance of making that clear to President Donald Trump. Israel rained bombs on a region inhabited mostly by Shiite Lebanese and forced them to flee to other parts of the country. A ceasefire was inked first in November last year although Israel never fully stopped bombing. Clashes broke out again in March after U.S. and Iran assassinated Iran's Supreme Leader Ayatollah Khamenei and Hezbollah attacked Israel, offering it an excuse it needed to keep the war going and a justification to hold the occupied territory. The Lebanese Armed Forces (LAF) are ill-equipped to push back against the Israel Defense Forces (IDF) in the south. Residents there fear that UNIFIL's withdrawal could leave them vulnerable to a prolonged or even permanent Israeli presence. UNIFIL's exit would also mean losing a neutral party and "the world's eyes and ears" in a region where misunderstandings can quickly escalate into armed conflict. Roughly 7,500 troops from 46 countries have monitored airspace violations and land incursions, offering a vital de-escalation liaison since the 2006 Israeli-Hezbollah war. Moreover, UNIFIL troops have served as a lifeline for people in Lebanese villages who refused to leave their homes after the Israelis arrived and established their “security zone.” For instance, UN troops navigate Israeli checkpoints to deliver humanitarian aid, medicine, and food convoys to the residents of a Christian town called Rmeich. Their departure could halt the delivery of supplies and sever the link between these villages and the rest of the country. Considering the circumstances, an extension of six months to a year appears to be a reasonable ask. But Israel is preoccupied with disarming Hezbollah and seemingly unconcerned about Lebanon’s internal political dynamics. It has long derided UNIFIL as ineffective and has been waiting for it to leave. It got its wish last year, when, under U.S. pressure, the UN Security Council extended UNIFIL's mandate only until the end of this year. Since it was created in 1978 after the first Israeli invasion of Lebanon, UNIFIL has always been an irritant for Israel. It was reinforced after the 2006 war under UN Security Council Resolution 1701, which called for the area between the Blue Line — the de facto Israel-Lebanon border — and the Litani River to be completely demilitarized apart from deployments there by the LAF and UNIFIL. Israel, which was supposed to withdraw its forces from the area as the LAF and UNIFIL deployed there insists that the peacekeepers never fully enforced the resolution, while UNIFIL argues it was never tasked with forcibly disarming Hezbollah. This has been a source of major tension between Israel and the UN, and, by extension, with Lebanon. Now, Israel wants a force empowered to disarm Hezbollah, militarily if necessary, and prefers a U.S.-led mechanism to carry that out. A problem with that plan, however, lies in Washington’s unwillingness to deploy its own troops. Europeans, on the other hand, are willing to provide troops, as they have in the past, but prefer to deploy them under a UN mandate. However, if Israel manages to convince Washington to keep the UN out – which Washington can do by virtue of its veto power on the Security Council – the Europeans will likely resort to a “coalition of the willing” model – mustering a group of countries willing to deploy troops and aid the LAF on a multilateral basis. Several European countries have already established an Italian-led technical military support group to aid the LAF and enhance its capacity. The European Union (EU) has said that more than 10 countries are ready to contribute troops to a post-UNIFIL international force. The UN itself has tabled three options with varying numbers of uniformed soldiers constituting the actual force who would also be accompanied by armed soldiers for force protection. It has also listed requirements for monitoring equipment such as radars, helicopters, and satellite imagery. The proposal calls for a deployment that ranges from 2000 to 5000 troops, depending on the plan. Under the first option, UN troops could potentially conduct joint operations with the LAF even north of the Litani River, closer to Beirut. The second option proposes "some" joint operational activities with the LAF, only south of the Litani, although it also offers verification of any violations of UNSCR Resolution 1701 north of the river "on a limited basis." The third would have more limited means, and limited capacity to coordinate between the IDF and the LAF. The key question, however, remains unanswered: What kind of joint operations are European nations willing to carry out alongside the LAF? Israel does not trust the LAF’s willingness or ability to disarm Hezbollah and wants an international force capable of carrying out a door-to-door search and seizure of Hezbollah's weapons. That is a risky undertaking for any international forces, however. EU Foreign Policy Chief Kaja Kallas said the objective of such a force is to "strengthen the Lebanese armed forces and the ability of the Lebanese state to provide security across its territory." That presumably covers less dangerous tasks, such as training and providing key equipment. There is no clarity on what an international post-UNIFIL force would eventually look like. But several plans could potentially merge: the U.S. could join a UN-led mission composed of European forces. Israel hopes that Washington will at least provide its state-of-the-art satellite surveillance systems to ensure Hezbollah’s adherence to UNSCR 1701. And it demands that any post-UNIFIL force operate with a much stronger mandate and more teeth than either the EU or the UN have so far proposed. But the kind of force Israel wants – one that will go door to door to disarm Hezbollah – is a nightmare for the Lebanese government which is worried. A large number of Shiites in the country support Hezbollah. Any such force may have to confront Hezbollah’s supporters and that may lead to civilian casualties, even a civil war. Moreover, Shiites are a part of the LAF, a coercive disarmament could lead to mutiny. And if Israel’s plan is to occupy southern Lebanon indefinitely, as some top Israeli officials have suggested, Tel Aviv risks strengthening Hezbollah and its calls for resistance, while weakening the state authorities. Improving ties with Beirut is Tel Aviv's best shot at achieving a mutually acceptable arrangement that ushers in a functioning peace. Disarming Hezbollah is not solely a military endeavor; it will require a painstaking intra-Lebanese political process that eases concerns among the Shiites about their standing in a deeply sectarian society. Regional actors, such as Turkey and Saudi Arabia, will also want a say. And the elephant in the room will have to be addressed at some point. Iran will not just walk away and abandon Hezbollah, an ally, especially not when it appears to be winning the war started by the US and Israel.

With the limits of his power exposed, Trump has begun facing pushback from world leaders on issues ranging from the crisis in the Middle East to Russia’s war in Ukraine, leaving the impression of a foreign policy agenda that has stalled. This comes as Trump’s Republican Party faces midterm elections in November that could further constrain him politically. Even so, Trump’s speech to the United Nations on Tuesday was a stark reminder of how, since returning to the White House last year, he has shaken up the rules-based global order that Washington helped to create from the ashes of World War Two. Standing atop the rostrum of a world body dedicated to peacemaking, he issued a fresh threat to annihilate Iran if it did not agree to a deal, defended his coercive approach to OPEC member Venezuela by asserting to the victor belong the spoils, and signaled he may not be done deploying the US military to achieve his international aims. Despite that strident stance, Trump’s talks with Xi on Thursday put the US president up against a Chinese counterpart who appeared to be in stronger position, overseeing a surge in his country’s trade with the world while the US grapples with the economic fallout from the Iran conflict. Limited results from Xi summit That was the backdrop for a state visit by Xi that was heavy on pomp and ceremony but light on substance, despite a host of thorny issues such as AI, trade, Taiwan and Iran. The most tangible outcome appeared limited to a two-month extension of a trade truce, originally due to expire in November, between the world’s two biggest economies. While Trump showed little interest in publicly airing any differences between the two powers, Chinese state media reported that behind closed doors Xi urged him to oppose independence for Taiwan. The democratically governed island claimed by China remains the most contentious topic in relations between Washington and Beijing. Iran’s defiance, despite the economic and military beating it has taken, has become the most intractable foreign policy challenge of Trump’s second term. Trump used his address at the UN to defend his attack on Iran and to declare that America is back, stronger than ever. But after a string of early foreign policy achievements, including a Gaza ceasefire and the capture of Venezuela’s leader, Trump’s record in his second term in office is increasingly defined by stalemates.     Palestine in focus

    ISRAEL’S barbaric violence in Gaza, as well as rampages by extremist Jewish settlers in the West Bank, have earned the Zionist state the opprobrium of several states during the ongoing UN General Assembly. While the impassioned speeches will not be enough to stop the violence against the Palestinian people, they do indicate that even some of Israel’s allies in the West are having a difficult time justifying its monstrous behaviour. French President Emmanuel Macron said the “spectacle” in Gaza should “shame us all”. He also highlighted the grim situation in the West Bank. Similarly, Turkish President Recep Erdogan termed Gaza an “inhumane … concentration camp”. At a separate meeting on the two-state solution, Deputy Prime Minister Ishaq Dar slammed the Israeli “machinery of occupation”. At the same event, UN Secretary-General António Guterres said “time is running out” for the two-state solution. Perhaps the outgoing UN head was being overly optimistic — Israel has done all possible to ensure a viable Palestinian state does not emerge. Not too far from these meetings the Board of Peace was also holding a session, pledging $2.45bn for Gaza’s ‘recovery’. While the promise of these funds should be welcomed, the reality in the occupied Strip tempers any hopes for Gaza’s betterment. After all, since last year’s ceasefire Israel has murdered some 1,400 people in Gaza, mostly civilians, while Tel Aviv has refused to end its occupation of the Strip, even though Hamas agreed to give up its arms. Meanwhile, illegal settlements have exploded in the West Bank, with Jewish settlers growing more vicious in their attacks by the day. Therefore, throwing money at Gaza will do little if the Palestinians remain under siege, and the theft of their land continues. If conscientious members of the international community are serious about their concern for Palestine, they must back their talk with action. Israel must be held to account for its genocidal violence in Gaza, while settlers in the West Bank should be punished for their occupation of Palestinian land, and frequent physical attacks on Arabs. All illegal settlements need to be uprooted. Sadly, while calls for a two-state solution continue, the current Israeli regime — and whatever dispensation emerges after the coming elections in the Zionist state — will remain hell-bent on preventing a sovereign Palestinian state from emerging. Meanwhile, Israel’s most powerful foreign patron — the US — seems utterly uninterested in making Tel Aviv commit itself to the peace process. PR stunts under the Board of Peace are one thing; genuine pressure on Israel to end the occupation is another. YouTube çocuk güvenliği konusunda Meta'nın 'uzlaşma' yolunu izlemeyecek Hatırlanacağı gibi 1 Ekim 2024 tarihli TBMM Grup Toplantısında yapmış olduğum konuşmada; “Birleşmiş Milletler ve Güvenlik Konseyi yapısı yeni baştan ve derhal reforme edilmelidir. Bu reform ihtiyacının gecikmesi çok ciddi ve sancılı gelişmelere sebep olacaktır.” demiş, “Aynı zamanda, ülkelerin eşit katılım ve oy hakkını ihtiva eden alternatif dünya birliği konusunda çalışmalar hızlanmalı ve dünya beş ülkenin ağzına bakmaktan kurtulmalıdır.” ifadelerini kullanmıştım. Diğer yandan 30 Nisan 2024 tarihli TBMM Grup Toplantısında yaptığım konuşmada da özetle; “Güvenlik Konseyi’ndeki veto sistemi makul çözüm arayışlarını devamlı tıkamakta, demokratik olmayan, ahlaki ve şeffaflıktan yoksun olarak kabul edilmekte, bu da Birleşmiş Milletlerin temel ilkeleriyle çelişmektedir. Konsey, yapısı ve daimî üyelerin veto yetkisi nedeniyle dünya barışı ve çatışmaların önlenmesi için bir umut olmaktan bugünkü haliyle çok uzaktır. Konseydeki üyelik şartlarının ve veto yetkilerinin değişikliği için BM Antlaşması’nda değişiklikler yapılması zorunluluğu ertelenemez düzeydedir. Fakat bunun sağlanabilmesi için Genel Kurulda üçte iki çoğunluk sağlanması ve daimî 5 üyenin onayı gerekmektedir. Tarihsel sürece bakıldığında veto yetkisinin karar alma mekanizmalarını neredeyse her krizde kısıtlamış olması, bu yetkinin kaldırılması ya da sınırlandırılması gerekliliğinin dünya genelinde kabul görmesiyle sonuçlanmıştır.” demiştim. Bu kapsamda Cumhurbaşkanımızın milletimizi ve insanlığı ferahlatan makale ve konuşması bizi de ziyadesiyle memnun etmiştir. Bize göre; “Dünya 5’ten büyüktür” çağrısı, Güvenlik Konseyi’nin mevcut üye yapısına yönelik bir eleştiri yanında dünya nüfusunun, farklı coğrafyaların ve farklı medeniyetlerin küresel karar alma süreçlerinde daha adil biçimde temsil edilmesi gerektiğine yönelik kapsamlı bir reform çağrısıdır. Zira Güvenlik Konseyi’nin beş daimî üyesine tanınan veto yetkisi, uluslararası toplumun ortak iradesini çoğu zaman birkaç ülkenin kararına bağımlı hâle getirmekte; bu durum özellikle savaş, çatışma ve insani kriz dönemlerinde Birleşmiş Milletlerin etkinliğini ve güvenilirliğini zedelemektedir. Dünya barışını korumakla görevli bir mekanizmanın, barışın tesisi konusunda karar alamaz hâle gelmesi kabul edilebilir değildir. BM reformu şüphesiz ki Güvenlik Konseyi’nin üye yapısının değiştirilmesinden ibaret görülmemelidir. Genel Kurulun etkinliği, temsil adaleti, karar alma mekanizmalarının şeffaflığı, hesap verebilirlik ve uluslararası hukukun uygulanmasında çifte standartların ortadan kaldırılması da reform gündeminin ayrılmaz parçaları olmalıdır. Krizler karşısında etkili karar alabilen, temsil kabiliyeti yüksek, hesap verebilir ve uluslararası hukuku bütün devletler bakımından eşit şekilde uygulayan daha adil bir küresel düzenin inşa edilmesi; barış, huzur ve adalet bekleyen insanlık gibi bizim de acil beklentimizdir. İhtiyaç duyulan şey, güçlünün hukuk oluşturduğu bir anarşizm yerine hukukun gücünü esas alan; birkaç ülkenin iradesine bağımlı olmayan; farklı kıtaların, milletlerin ve medeniyetlerin söz sahibi olduğu; barışın, adaletin ve insan onurunun merkezde bulunduğu yeni ve hakkaniyetli bir uluslararası düzendir. Sonuç olarak; Birleşmiş Milletler ve uluslararası sistemin mevcut yapısının, bugünün dünyasının ihtiyaçlarına cevap verebilmesi için kapsamlı, adil ve gerçekçi bir reforma tabi tutulması ertelenemez bir zorunluluktur. Temsilde adaletin güçlendirilmesi, veto imtiyazının kaldırılması veya sınırlandırılması, farklı coğrafyaların küresel karar alma süreçlerine etkin biçimde dâhil edilmesi ve uluslararası hukukun herkes için eşit şekilde işletilmesi, ayrıca daha insani ve ahlaki bir düzen; küresel düzlemde kalıcı barış ve adaletin temel şartlarıdır. The presentation in New York coincided with the UN General Assembly, where world leaders like French Presi­dent Emmanuel Macron and Turkish President Recep Tayyip Erdogan took aim at the humanitarian situation in Gaza and called for action to end the conflict. The proposal involves 66 projects spanning over six months, covering temporary housing and efforts toward economic recovery. Trump is the chairman of the Board of Peace, which was initially designed to oversee a Gaza truce and the territory’s reconstruction following the war between Hamas and Israel. Nickolay Mladenov, the board’s high representative for Gaza, urged backing for the plan.     Deputy Prime Minister and Foreign Minister Ishaq Dar on Wednesday called for an end to Israel’s occupation of Palestinian territories at a high-level meeting convened by France, the United Kingdom (UK) and Canada. Dar delivered Pakistan’s statement at the High-Level International Meeting on the Two-State Solution, titled “The Road Ahead: One Year After the New York Declaration and the Comprehensive 20-point Peace Plan”, the Foreign Office (FO) said. The meeting was convened by France’s President Emmanuel Macron, Canada’s Prime Minister Mark Carney, and the UK’s PM Andy Burnham. The opening statements were also delivered by Saudi Foreign Minister Prince Faisal bin Farhan and United Nations Secretary-General António Guterres. Highlighting several initiatives that Pakistan has been a part of on the Palestine issue, Dar said: “Ultimately, all these efforts must converge on one objective: ending the occupation and realising the Palestinian people’s inalienable right to self-determination.” He reiterated Islamabad’s call for an independent, sovereign and contiguous State of Palestine on the pre-1967 borders, with Al-Quds Al-Sharif as its capital. “Pakistan will continue to play its constructive role towards this objective,” the deputy premier reaffirmed. “Diplomacy must respond to the realities on the ground,” he emphasised to the attendees, which included various heads of states and Palestinian President Mahmoud Abbas (via video). PM Shehbaz appreciated Gates Foundation’s engagement with Pakistan to support polio eradication, maternal and child health, nutrition, immunisation, digitisation and financial inclusion, the Prime Minister’s Office (PMO) said in a post on X. “The prime minister complimented the Gates Foundation for being a trusted partner in Pakistan’s socio-economic development and expressed interest in broadening collaboration in areas including public health, agriculture, digital innovation and AI,” PMO said.
