Nziv analizinde, Mısır'ın Somali'deki varlığının Etiyopya'ya karşı stratejik bir denge oluşturma amacı da taşıdığı öne sürüldü. ‘GÜÇ MÜCADELESİNDE YENİ BOYUT’ Nziv’E göre bölgedeki dengeleri daha da karmaşık hale getiren gelişme ise İsrail'in Somaliland kararı oldu. İsrail, Aralık 2025'te Somaliland'ı bağımsız bir devlet olarak tanıyan ilk ülke oldu. Somali yönetimi karara sert tepki gösterirken, Türkiye ve Mısır Somali'nin toprak bütünlüğüne destek veren tutumlarını sürdürdü. Aden Körfezi'ne kıyısı bulunan Somaliland'ın konumu, bölgedeki deniz ticaret yolları ve Kızıldeniz bağlantısı nedeniyle stratejik önem taşıyor. İsrail'in bu bölgede yeni bir ortaklık kurması, Afrika Boynuzu'ndaki güç mücadelesini doğrudan yeni bir boyuta taşıdı. TÜRKİYE'NİN GÜCÜ İSRAİL'İN HESABINDA Analize göre denklemin en dikkat çekici aktörlerinden biri ise Türkiye olurken “Ankara'nın Mogadişu'daki TURKSOM askeri üssü, Türkiye'nin denizaşırı en önemli savunma merkezlerinden biri olarak öne çıkıyor. Türk Silahlı Kuvvetleri burada Somali güvenlik güçlerinin eğitimine katkı sağlarken, Ankara ile Mogadişu arasındaki savunma ilişkileri deniz güvenliği ve askeri iş birliği alanlarında da giderek genişliyor” ifadeleri kullanıldı. Ayrıca Türkiye’nin Somali'nin deniz güvenliğinin güçlendirilmesine yönelik kapsamlı anlaşmalarla Hint Okyanusu'ndaki varlığını artırdığına dikkat çekilerek “Ankara'nın Somali'deki hamlesi yalnızca askeri kapasiteyle sınırlı değil. Mogadişu'nun yaklaşık 70 kilometre kuzeyindeki Vahşeyh bölgesinde Türkiye'nin bir uzay fırlatma tesisi inşa ettiği bildiriliyor. Yaklaşık 350 milyon dolarlık proje, Türkiye'nin bağımsız uzaya erişim hedefinin önemli parçalarından biri olarak değerlendiriliyor” denildi. ‘ÖNEMLİ AVANTAJ’ Tesisin ekvatora yakın konumuna vurgu yapılan analizde “Türkiye'ye önemli bir coğrafi avantaj sağlıyor. Ekvatora yakın bölgelerden gerçekleştirilen fırlatmalar, Dünya'nın dönüş hızından daha fazla yararlanılması sayesinde yakıt ve taşıma kapasitesi açısından avantaj sağlayabiliyor” değerlendirmesinde bulunuldu. ‘ANKARA VE KAHİRE AYNI DENKLEMDE’ Nziv analizinin dikkat çektiği asıl nokta ise Türkiye ile Mısır'ın Somali'de farklı alanlarda artan varlığının aynı stratejik denklemde buluşması. Analizde “Türkiye, askeri eğitim, savunma teknolojileri, deniz güvenliği ve uzay alanındaki kapasitesiyle bölgede uzun vadeli bir yapı oluştururken, Mısır daha fazla kara gücü ve asker konuşlandırmaya hazırlanıyor. Böylece Ankara'nın teknoloji ve savunma kapasitesiyle Kahire'nin askeri gücü, Somali'nin güvenlik denkleminde aynı sahada kesişiyor” denildi. ‘YAKINDAN TAKİP EDİLMELİ’ İsrail merkezli Nziv'in analizinde, Türkiye ve Mısır'ın Somali'deki artan varlığının İsrail'in Somaliland üzerinden oluşturduğu yeni denklem açısından yakından takip edilmesi gerektiği savunuldu. Analize göre İsrail açısından temel soru, Somaliland ile kurulan yeni ilişkinin nasıl korunacağı ve aynı zamanda Kahire ile doğrudan bir gerilimin önüne nasıl geçileceği. Öte yandan Türkiye'nin Somali'deki varlığı, yalnızca bugünün askeri dengeleri açısından değil, uzun vadeli teknoloji ve savunma kapasitesi bakımından da dikkat çekiyor. Afrika Boynuzu böylece bölgesel bir güvenlik alanının ötesine geçerek Kızıldeniz, Aden Körfezi ve Hint Okyanusu'nu birbirine bağlayan stratejik bir hatta dönüşüyor. ‘YENİ CEPHE’ Analizde yer alan “yeni cephe” vurgusunun temelinde de bu değişen denklem bulunuyor: Türkiye'nin Somali'de yıllardır adım adım kurduğu askeri ve teknolojik altyapı ile Mısır'ın yeni askeri hamlesi, İsrail'in Somaliland üzerinden attığı adımlarla aynı coğrafyada kesişiyor. The department did not say when the consular services would resume. “Consular services in the US Embassy and consulates in Brazil will be suspended starting Friday, October 2, due to security concerns,” it said in a statement. “US citizens seeking emergency assistance during this time should not come to the Embassy, the consulates, or other US diplomatic facilities.” Brazil’s foreign ministry did not immediately reply to a request for comment. EU agrees to release diesel stocks after US pressure

BRUSSELS: European countries agreed to release diesel stocks on Friday after the White House pressured governments to do so, in a bid to cool surging fuel prices linked to the Iran war. “Europe has just agreed to release a massive amount of their heavily stocked diesel oil. The process will begin immediately,” President Donald Trump wrote in a post on Truth Social. Trump’s statement followed talks on Friday among EU governments, who discussed a proposal by France for European countries to release 50 million barrels of diesel, and for International Energy Agency members to release 50m barrels of crude oil, according to sources. Under the proposal discussed by European governments, Europe would release part of the diesel volumes in a 20-day period, responding to Trump’s demand for a rapid release of fuel stocks. French President Emmanuel Macron chaired a videoconference with G7 leaders on Friday afternoon to discuss the energy situation, the Elysee Palace said. It was not immediately clear if G7 countries had agreed to France’s proposal on the volumes of fuel to be released. US diesel futures extended their price losses after reports of the stock release discussions, and were down more than four per cent to $4.4491 a gallon. Benchmark European diesel futures fell by over $100 a metric ton. The discussions underscore growing pressure on Europe as Trump considers a potential ban on US diesel exports to help lower domestic fuel prices ahead of Nov 3 midterm elections. In weighing its response, the EU needs to balance the need to ease soaring fuel costs against preserving emergency reserves to safeguard against uncertain supply from Gulf producers due to disruptions caused by the Iran war. US pressure on Europe According to sources, the Trump administration had told Germany and France to draw down emergency diesel inventories or face a potential US diesel export ban. The US had demanded that large European countries release 100m barrels of diesel within a 20-day window, the sources said. Global diesel supply has been hit by the Iran war and a Russian ban on exports after Ukraine damaged many of its refineries. Chinese refiners have also suspended fuel exports to bolster domestic stocks. The proposed 50-million-barrel release equates to approximately 17pc of the EU’s total emergency stocks of diesel and gasoil, Eurostat data showed. It reflects around 3pc of the bloc’s annual consumption of the fuel. President Claudia Sheinbaum has defended the initiative, which would also apply to state governors and the Mexico City mayor as a safeguard against foreign interference. “Presidents of Mexico can only have one flag, one homeland, one people to defend,” Sheinbaum said during her daily news conference on Wednesday. Its critics, however, say it erects hurdles for dual-national politicians and could hamper generational succession within Sheinbaum’s ruling Morena party and those of its allies, where several figures hold foreign passports. The constitutional changes were swiftly approved this week by a majority of Mexico’s 32 state legislatures, backed by Morena lawmakers and their coalition after passing both chambers of the national Congress. Lawmakers must now issue a formal “declaration of constitutionality” before publishing the text in the official gazette. Mexico’s current constitution does not explicitly bar presidents and governors from holding dual citizenship. In Latin America, only two countries have such bans: Cuba and Venezuela. The United States allows dual citizens to become president, but the issue has proven politically sensitive. Ted Cruz renounced his Canadian citizenship in 2014 ahead of his 2016 presidential run. Patriotism or political subterfuge? Sheinbaum and her administration say that the citizenship proposal is part of the party’s broader emphasis on defending national sovereignty amid mounting pressure from the administration of US President Donald Trump. But its critics have questioned both the speed of its passage and its political intentions ahead of the 2030 presidential election. The requirement would take effect for prospective candidates in 2028, meaning it would not affect current state governors or candidates competing in the 2027 midterms. Sheinbaum’s office did not respond to requests for comment. Mexican billionaire Ricardo Salinas, a prominent tycoon and fierce critic of the administration who has repeatedly hinted at political ambitions, has railed against the bill and suggested that it was designed specifically to thwart his possible run. “Are they willing to screw over millions of Mexicans who migrated north… solely out of a sick desire to block a Mexican whom they fear and hate from the presidency?” Salinas wrote in a social media post in August. On Monday, Salinas appeared to reverse course, writing on social media that he did not hold dual citizenship; Reuters could not confirm whether he holds a second citizenship. A spokesperson for Grupo Salinas declined to comment, describing his citizenship status as a private matter. A source within the Morena party, speaking on condition of anonymity, told Reuters the reform was aimed at hampering a possible run by Salinas. How American Political Campaigns Are Using AI—and What They’re Spending on the Tools

This essay was written with Nathan E. Sanders, and originally appeared in The Guardian. New campaign finance disclosure data shines a light on which US political campaigns are using AI tools and how much they are spending on them. Candidates’, parties’ and committees’ spending reveals that AI is fast becoming an essential tool of politics. The candidates themselves are quiet about how they are using the technology in their own campaigns. It’s a sensitive issue that we have been tracking closely since we started writing our book, Rewiring Democracy, which examined how AI is beginning to influence politics. A September 2025 Pew survey of Americans found that more than 70% would think less of a candidate if they used AI to help write a speech. Itemized expenditure disclosure data from the US Federal Election Commission, dating back to 2020, reveals at least $17m in disclosed spending on AI technology vendors across 523 federal candidates and campaigns. Data from four states, California, Colorado, Massachusetts and Washington, provides a more localized picture going back to 2022. Beginning with the AI behemoths, at least 80 federal campaigns and committees have reported spending with OpenAI since 2024. The total spending is not huge: only about $50,000 reported, skewing slightly more Republican than Democratic. The Republican National Committee is the largest overall buyer, with nearly $10,000 in reported expenses. Top individual users include the campaigns of Republicans Mike Lawler, John Kennedy and Bill Cassidy, as well as the California Democrats Ro Khanna and Ted Lieu. Most of these expenses are listed as office expenses, subscriptions to ChatGPT for staff, or research tools, rather than as specific political services. The company’s policies prohibit some political uses of their ChatGPT tool. OpenAI’s biggest competitor, Anthropic, has rapidly built a similar level of usage, but with a different split. At least 65 candidates or committees now report paying the Claude maker in 2026, up from essentially zero in previous years, with a nearly two-to-one Democrat-to-Republican ratio. However, the largest individual user is the campaign of Tom Cotton, a Republican senator from Arkansas, who reported more than $4,000 in spend on Anthropic software in his June filing. Other major users are the Montana independent Senate candidate Seth Bodnar and Jason Knapp, who lost a Democratic House primary in Virginia, and the Democratic Alaska Senate candidate Mary Peltola. Candidates use either Claude or ChatGPT, rarely both, according to the disclosures. Only about 12% of campaigns or committees using either tool reported expenditures to both vendors. The Democratic lean of Anthropic usage may reflect the company’s alleged liberal skew and clashes with the Trump administration. In contrast, Elon Musk’s xAI caters to Republican interests and, accordingly, its meager usage comes almost entirely from the political right. Just seven federal and two state-level candidates or committees have reported paying xAI, a total of about $5,000, the majority of which was spent by the presidential campaign of RFK Jr in 2024, but also includes Republicans Dave McCormick and Thomas Massie. More dollars go to the vendors specializing in political campaign applications of AI. For years, AmplifAI, which provides automated text messaging, essentially a new iteration on robocalling technology, was a dominant target of spending, soaking up $4.7m in campaign spending in the 2022 cycle alone. It was used heavily by Democratic candidates including Mark Kelly, Joe Biden, Bernie Sanders and Adam Schiff. Spending on AmplifAI, now owned by the troubled media conglomerate Triller, seems to have tapered off in the years since 2022. The new rising Democratic solution for AI-powered text messaging is Daisychain, which has so far garnered about $300,000 in reported candidate spend in the 2026 cycle—up from only about $50,000 reported in 2024. More than half of this year’s spending comes from the Senate campaign of Democrat Abdul El-Sayed in Michigan. The closest equivalent on the Republican side has been Campaign Nucleus, associated with former Trump campaign manager Brad Parscale. The AI-powered voter engagement tool has attracted six-figure spending from the Republican National Committee, multiple PACs aligned with Donald Trump, and five-figure investments from Mike Johnson, Kari Lake and other candidates. It is displacing the legacy Republican-serving texting vendor Prompt.io, which has retained about $375,000 in 2026 spending to date, down from more than $500,000 in the 2022 cycle. But it continues to be used: the A More Affordable California PAC sponsored by Uber has single-handedly spent more than $1m on Prompt.io in 2026. The Republican Massachusetts gubernatorial nominee Michael Minogue has been a recurring customer, as has the failed Republican California gubernatorial candidate Ché Ahn and Republican-aligned Super PAC Neighbors for a Better Colorado. At the state level At the state level, the AI spending is smaller but growing fast. Across the four states studied, we found a total of at least $92,000 in spending confidently attributable to modern generative AI vendors since 2022. The spending is spread across at least 108 candidates and committees. The growth has been explosive; there has already been about 10 times the amount of state-level AI spending reported in 2026 as there was in all of 2024. Much of the state spending mirrors federal patterns. Daisychain again has the highest overall spend, and OpenAI and Claude dominate among the general-purpose AI vendors. DonorAtlas—the AI-powered prospect research tool—sticks out for its usage in these states, sitting behind only Daisychain and OpenAI and buoyed up by nearly $4,000 in spending by the California Democratic party. Even though it has dominated so much media conversation, few candidates seem to be reporting spending on AI tools designed specifically to create synthetic audio and video, also known as “deepfakes”. We found just six federal candidates or committees reporting spending on the popular AI audio generator tool from ElevenLabs, with total spending of about $1,400 led by independent candidate for Colorado’s sixth congressional district Samir Witta. The AI image generator service Midjourney has five reported federal campaign or committee users reporting about $1,600, led by Sholdon Daniels, the Republican primary runner-up in the Texas 30th district. Combined, those two firms had less than $100 in reported spend across the four states. However, recent data from the Wesleyan Media Project shows that at least 164 political ads in this cycle have included AI-generated media, supported by at least $80m in ad spending. What this illustrates is that candidate and committee disclosure reports are just the tip of the iceberg. They don’t cover spending on AI by political consultants, media firms and other vendors hired by the campaigns or by PACs, or independent committees raising and spending money aimed at boosting candidates’ campaigns. Those entities aren’t required to disclose detailed expenditure reports, and are very likely where the bulk of campaign AI usage is happening. Since a large fraction of all spending in the campaign cycle will happen in the final weeks leading to November, much remains to be seen about the totality of how campaigns will leverage AI and what impact its use will have on voters’ decisions.

Red scare: Solid GOP districts reeling from war, price backlash

On Monday, as the war with Iran crossed the seven-month mark, Governor Greg Abbott declared a statewide disaster in Texas as a result of a massive increase in diesel prices and a deepening fuel shortage. Texas is hardly alone. Diesel prices have climbed nationwide since the war began, with the national average now around $6.45 per gallon, up from $3.76 when the war began in late February, according to data from AAA. A number of other states have recently taken steps to try to ease the costs of gas and diesel amid the ongoing war. As the midterm elections near and the war’s costs hit voters’ wallets, Abbott's declaration is a window into a larger problem for Republicans across the country, including some in deep red states. An increasing number of Republicans are being forced to spend money and political capital defending seats that they carried easily in recent elections. “The Iran War is proving to be a drag on Republicans, even in solidly Republican states,” Brian Darling, a Republican strategist and former counsel to Sen. Rand Paul (R-Ky.), told Responsible Statecraft in an email, noting that because inflation, caused in part by the war, is driving independent voters toward Democratic candidates. “These states are exposed to the consequences of the Iran War because the candidates are not distancing themselves, nor providing an off ramp, to President Trump on ending the war,” Darling added. In Texas, two September polls showed Abbott trailing Democratic state Rep. Gina Hinojosa for the first time in the race. Emerson, the only firm in the New York Times polling tracker to have surveyed voters both before and after the start of the war, showed a five-point swing toward Hinojosa. Since August, the nonpartisan Cook Political Report has shifted Senate races in five states — Texas, Iowa, Kansas, Georgia, and South Carolina — toward the Democratic party, though some remain likely GOP holds. Three states that President Donald Trump won by double digits in 2024, namely Texas, Iowa, and Ohio, are currently rated as “toss-ups” in the Cook ratings. This week, Trump added Nebraska, which he won by more than 20 points, to his midterm speaking tour. Independent polling in the state is sparse, but the race appears to be tightening, and populist independent challenger Dan Osborn has been a vocal critic of the war. The war itself is broadly unpopular, giving Republicans another reason to worry that its economic costs could become politically damaging. But so far, analysts say, the economic effects appear to be registering more clearly with voters than the conflict itself. The economic exposure may be especially acute in Republican territory. Much of the GOP coalition rests on rural voters, who tend to drive greater distances, according to Joshua Blank, the research director for the Texas Politics Project at The University of Texas at Austin. These voters' local economies are also more dependent on farming, trucking and other fuel-intensive industries. That does not mean the war is solely responsible for voters’ economic pain. Political columnist Peter Roff told RS that its effects have been overstated, pointing to lingering inflation and other structural factors that are more to blame for keeping fuel prices elevated. But he acknowledged that such distinctions can be difficult to sell politically when voters see prices rising at the pump. As Jack Hunter wrote in RS last week, Republicans in tight races around the country are increasingly taking note and trying to distance themselves from the war’s economic fallout, with some beginning to call for the conflict to end. But that rhetorical opposition has yet to turn into action. When given opportunities to constrain Trump’s war-making authority, most Republican lawmakers have continued to stand behind him. Only five Republican Senators have voted in favor of any of the 14 legislative efforts to constrain Trump’s ability to wage war without congressional approval. Only one of those five — Susan Collins of Maine — is up for re-election in November. Two will already be leaving the Senate come January. Luke Nicastro, a senior editor at the American Conservative, argued last week that Republicans (outside of the five senators) who are today talking about affordability are hoping voters don’t pay attention to the fact that they couldn’t muster the courage to actually vote against the war, which is causing the gas and grocery prices to spike in the first place. Such a strategy can only work if voters can be counted on to actually separate the affordability issue and the ongoing war in their minds as they head to the polls. “Those Republican candidates are in a jam because they only have a few weeks to engage in intense electoral cognitive therapy to get these voters to compartmentalize their reality,” Charles McElwee, an editor at RealClearPolitics, told RS. Democrats have certainly noticed the hypocrisy. The party’s Senate campaign arm put out a press release in September listing the past statements and votes of strong support for the war from thirteen GOP nominees, including those in Florida, Iowa, Mississippi, Ohio, South Carolina, and Texas. “Despite national backlash, nearly every Senate Republican, including those in tight races in key Senate battleground states, just voted to continue the price-hiking war in Iran,” the press release reads, adding that this “comes after GOP Senate candidates shamelessly and desperately scrambled to paper over their extensive records supporting, advocating for, and defending the unpopular war.” In some cases, the about-face from candidates has been remarkably swift. Rep. Ashley Hinson, the GOP nominee for Senate in Iowa, recently said her constituents “shouldn’t have to foot the bill” for the war in Iran. As recently as last month, she called the same war “out of sight, out of mind for so many Americans” because it is “thousands of miles away.” Depending on the the district, some Democratic candidates have made explicit the connection between the war and the economy, while others have centered affordability without putting the war itself at the heart of their message. For example, in the fight for the Senate seat vacated by the late Lindsey Graham in ruby red South Carolina, Democrat Annie Andrews is only trailing Graham's sister, Darline Nordone Graham, by 2.5 points in the Real Clear Polling average. She talks more about gas and diesel and has only criticized Graham once for not voting to invoke war powers during her very short time in office. For Republicans, that leaves little room for error as election day approaches. While experts say that costs for goods like diesel are expected to stay elevated even after any wind-down of the war, Darling says that progress toward a negotiated agreement “would give hope to many that there is a plan to get diesel prices down.” But the political pressure will only grow if prices continue climbing. “Every gas station in America posts the current price of gas,” Darling added, “and that is a daily advertisement on the progress President Trump is making to resolve the Iran War.”

Şu anda Orta Doğu’ya doğru yol alan gemi grubu, toplamda 7 binden fazla denizci ve 2 bin deniz piyadesi taşıyor. Bu gruba, USS Theodore Roosevelt uçak gemisi saldırı grubu ve iki amfibi çıkarma gemisinden oluşan USS Makin Island amfibi hazırlık grubunun da dahil olduğu belirtiliyor. ‘DAHA FAZLA ATEŞ GÜCÜ SAĞLACAKTIR’ ABD’nin iki uçak gemisi (USS George H.W. Bush ve USS George Washington) halihazırda Orta Doğu’da bulunuyor. Roosevelt’in varışından sonra Washington’ın bölgede kalması halinde, 28 Şubat’ta başlayan çatışmaları geçici olarak sona erdiren ve İran ile ABD arasında imzalanan kırılgan ateşkesin yürürlüğe girdiği nisan ayından bu yana ilk kez bölgede üç uçak gemisi saldırı grubu bulunacak. Söz konusu ateşkes çöktü ve o zamandan beri iki taraf aralıklı olarak çatışmaya devam ediyor. Bölgede üçüncü bir uçak gemisinin kalması, Trump'ın saldırmaya karar vermesi durumunda daha fazla seçenek ve ateş gücü sağlayacaktır. Trump'ın reddettiği teklif, dünyanın petrolünün yaklaşık beşte birinin normalde aktığı önemli su yolu olan Hürmüz Boğazı'nın yeniden açılmasına ve İran'ın nükleer emelleri konusunda görüşmelerin yeniden başlamasına yol açacaktı; karşılığında ise ABD, İran limanlarına uyguladığı ablukayı kaldıracaktı. ABD Başkanı Donald Trump, Flydubai uçağında kaptan pilota yönelik saldırının arkasında İran’ın bulunduğunun kanıtlanması halinde Tahran’ın “çok ağır bir darbe” alacağını söyledi. Trump, İran’ın olayla bağlantılı olduğunu düşündüğünü, ancak soruşturmanın henüz sonuçlanmadığını belirtti.

Flightradar24 internet sitesine göre yolcular, uçağın bir anda irtifa kaybetmesinin ardından kokpite koşarak uçağın kontrolünü ele geçirmek için yaşanan mücadeleye katıldıklarını anlattı. Uçağın yaklaşık bir dakika içinde 17 bin fit (yaklaşık 5 bin 200 metre) irtifa kaybettiği belirtildi.

Machchhar hem Netanyahu hem de Hindistan Başbakanı Narendra Modi tarafından kahraman ilan edildi. Modi, “Hindistan, Kaptan Machchhar ile gurur duyuyor.
