As Ukrainian Strikes Hit Hard, Moscow Seeks Deeper Defense Ties With Central Asia
As the war in Ukraine drags on, the Kremlin is looking beyond its borders for help sustaining its military machine. Russian President Vladimir Putin has recently ordered negotiations to revise military cooperation agreements with Kazakhstan and Uzbekistan.

A ceremony to exchange Russia-Myanmar documents signed during the official visit of the President of the Republic of the Union of Myanmar to the Russian Federation took place in the presence of both leaders. The Declaration of the Russian Federation and the Republic of the Union of Myanmar on Ways and Means to Counter, Mitigate and Redress the Adverse Impacts of Unilateral Coercive Measures was signed. The signed documents include, in particular, interagency memoranda of understanding and cooperation in the electric power industry and the oil-and-gas sector, the electronics industry, digital technologies, information and communication technologies, culture and the arts, satellite navigation and manned space exploration, as well as in the field of the Cospas-Sarsat search and rescue system and the automated warning system for hazardous situations in near-Earth space (ASPOS). Furthermore, a Memorandum of Cooperation was signed between the Federal Anti-Monopoly Service of the Russian Federation and the Competition Commission of the Republic of the Union of Myanmar, along with protocols on the implementation of the Memorandum of Cooperation between RC-Investments Fund of the Russian Federation and the Ministry of Electricity and Energy of the Republic of the Union of Myanmar of April 16, 2026 (regarding long-term supplies of liquefied natural gas (LNG)). * * * President of Russia Vladimir Putin: Mr Min Aung Hlaing, ladies and gentlemen, friends, We are very pleased to extend a warm welcome to our dear friend, President of the Republic of the Union of Myanmar Min Aung Hlaing, on his official visit. Russia and Myanmar are bound by truly strong, time‑tested ties of friendship, partnership, and mutual support. Our shared history encompasses a wealth of experience in multifaceted cooperation, founded upon the principles of equality, mutual benefit, respect for and consideration of each other’s interests. In the 1950s and 1960s, our country did a great deal to support the nation-building of Myanmar. Russia also contributed to its economic and social development, and to the strengthening of its defence capabilities. Large-scale infrastructure projects, medical and educational facilities constructed with the involvement of Soviet specialists continue to operate successfully to this day, bringing tangible benefits to the people of Myanmar. Most importantly, Russia-Myanmar relations continue to strengthen steadily and are being enriched with new, specific substance. The intergovernmental commission is functioning effectively; regular dialogue takes place through the foreign ministries and security councils; interparliamentary and interparty contacts are deepening; and a number of major joint projects are currently being worked out and implemented. All these matters have been discussed in detail today. We have also exchanged views on current regional and international issues. As you have seen, a substantial package of intergovernmental and commercial agreements has been adopted. We prioritise economic ties. Reliable financial settlement mechanisms have been established, with two-thirds of commercial transactions now conducted in Russian rubles. Energy is an important area of cooperation between our two countries. Joint construction of a power plant and an oil refinery in southern Myanmar is under consideration. Russian companies are also ready to participate in hydrocarbon exploration and production, including offshore. There are good prospects for exporting liquefied natural gas to Myanmar, both for domestic consumption and for transit to neighbouring countries. Last year, an intergovernmental agreement was signed on the construction of a Russian-designed nuclear power plant in Myanmar. This is truly a flagship bilateral project. I would also like to highlight a number of promising joint projects in industry, transport, and logistics. An ironworks and an organic fertiliser production facility are currently under construction in Myanmar. Plans are also being discussed to build a deep-water seaport on the country’s southern coast capable of handling large-capacity vessels. Partnerships in high-tech sectors are also developing. Russian companies are ready to introduce their unique cutting-edge digitalisation, cybersecurity, and data storage technologies in Myanmar. Cooperation is also being developed under the Intergovernmental Agreement on Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes and Manned Spaceflight, signed in 2025. The two countries have traditionally maintained strong humanitarian ties. Scientific, academic, youth, tourism, and sports exchanges are expanding, facilitated in no small measure by the visa-free regime between our countries. To be continued.

The never-ending myth of a looming Ukrainian 'breakthrough'
For those casually observing the war in Ukraine, the failure of Kyiv’s recent strikes on Russian territory to impact the battlefield might be disappointing, even inexplicable. For those who have paid close attention to the war, it is just the latest demonstration that there is no feasible military solution to the conflict. Earlier this summer, Ukrainian President Volodymyr Zelensky announced a 40-day campaign of deep strikes in Russia, with the stated goal of pressuring Russian leadership to end the war. Mainstream media wrote triumphantly about the pain Ukraine was inflicting with its U.S.-assisted drone attacks inside Russia, claiming that Ukraine was “now turning the tide,” had a “decisive upper hand,” and was even “winning the war.” But detailed analyses of the actual battle lines showed that, when the 40-day clock expired earlier this month, little had actually changed on the ground. In fact, Russia had made some minor territorial advances, while Ukraine’s severe manpower, demographic and economic crises continued to deepen. Worse, the drone attacks have elicited the most severe Russian retaliation yet. Moscow has markedly stepped up its strikes on Ukraine, including one of the largest ballistic missile attacks of the entire war, at the precise time the United States and Europe are running low on interceptors to defend it. With Russia now attacking Ukraine’s port facilities and commercial vessels in the Black Sea, the country is being starved of billions of dollars of revenue, and its GDP could drop by as much as 1.5%. At the same time, it seems that the underlying goal of the Ukrainian drone strikes — convincing a skeptical President Donald Trump that Ukraine is winning and thus deserving of ongoing U.S. military support — has not succeeded: the Atlantic reported that, though the campaign initially seemed to have changed Trump’s mind, progress on this front had “fizzled in a matter of days.” On top of all this, Russian President Vladimir Putin has now reportedly hardened his negotiating demands and refuses to return any occupied territories in future talks. In other words, the ultimately unsuccessful Ukrainian drone assault is something we have now seen over and over again: Kyiv embarks on an audacious, headline-grabbing military gambit; Western media and officials seize on it to claim the tide is turning; and then when the smoke clears, it turns out nothing has been achieved but an escalation of the war. Ukraine winds up battered even worse, and with less favorable negotiating terms on the table. In late 2022, when Ukraine partially destroyed Putin’s prized Kerch bridge connecting the Russian mainland to Crimea, there was rapturous celebration on the Ukrainian side and among its Western backers. “Putin’s Regime Faces the Fate of His Kerch Strait Bridge,” blared the headline of a piece by the Atlantic’s Eliot Cohen, who told us it marked “the moment when Russian elites began to understand that they are losing.” “Russian propagandists are beginning to signal that they understand deep down that the Kremlin is losing the war,” wrote an analyst from the hawkish, weapons manufacturer-funded Center for European Policy Analysis (CEPA). Of course, this is not what happened. The attack did, however, give Russian hardliners an upper hand in Moscow and consequently elicit a major Russian escalation that badly damaged Ukraine’s energy infrastructure just as winter was about to set in. Then there was the much-hyped Ukrainian counteroffensive of summer 2023. “Ukraine’s coming counteroffensive has a good chance of succeeding,” said a fellow at the similarly hawkish, similarly arms manufacturer-funded Atlantic Council. “Ukraine’s current counter-offensive likely will be slower, deadlier, and less impressive in making immediate territorial gains. But be patient — that does not mean it will not be a success,” cautioned CEPA. When initial results were indeed underwhelming a month later, Time magazine assured readers that “the Ukraine counteroffensive can still succeed.” Sure enough, after five months the counteroffensive was definitively determined to be a “disaster,” as Zelensky’s own former adviser put it. Between that January and September, Ukraine had gained only 143 square miles compared to Russia’s 331 square miles, and had done so at the cost of tens of thousands of lives, according to official U.S. estimates. Two months later, Ukraine’s top military commander at the time, Valery Zaluzhny, declared the war a “slatemate.” The following year saw Ukrainian forces launch a daring incursion into Russian territory, taking 28 settlements and 300 square miles in the border region of Kursk. “Ukraine’s gamble in Kursk restores belief it can beat Russia,” went the headline from Chatham House. “Ukraine can use the occupied territories [in Kursk] as a bargaining chip for a territorial swap,” one expert proffered. It had revealed “critical truths,” wrote the American Foreign Policy Council’s Elliott Petroff, one of which was that Ukraine “can still find ways to break the stalemate and win this war.” Once again, none of this came to pass. The Kursk gambit ended up being a hugely costly operation for Ukraine that exposed the actual frontline to Russian forces, who then made significant advances into Ukrainian territory at the very time pundits were lauding the move, and ended up expelling Ukrainian forces from Russian territory anyway. It also scuttled ceasefire talks that would have halted further attacks on Ukraine’s energy infrastructure, which instead escalated. It’s a consistent pattern: a combination of wishful thinking and misinformation does just enough to keep the idea of a military victory alive, undermining the chance for painful but necessary negotiations, and ultimately rebounding in ever worsening ways on Ukraine and its people. The major human, economic, and social costs for Ukraine of continuing war, meanwhile, remain invisible to much of the Western public, which is instead fed a recurring diet of headlines and rhetoric assuring it that victory is close at hand. Ukraine supporters’ unwillingness to let go of the fantasy of a military breakthrough is understandable. Ukraine is the victim, after all, and it feels inherently unjust that the aggressor state would come away unpunished or even having gained something from a flagrantly illegal and immoral act. But this fantastical thinking has served Ukraine poorly, to say the least, every time it has prevailed. It is not clear that either side is ready at this moment for serious peace talks. But when that chance comes again, we mustn’t be lured away from it by yet another media campaign promising one weird trick to defeat Russia.

The Governor reported to the President on the Nenets Autonomous Area’s socioeconomic development. First of all, Irina Gekht thanked the President for signing an executive order on celebrating the region’s 100th anniversary, noting that this decision inspired all people living in the region, from reindeer herders to oil industry workers. She said that the area, with its vast territory, is one of the key regions in Russia’s Arctic zone, despite the fact that its population is relatively small. In fact, this is where major oil and gas reserves are located, and only 34 percent of oil reserves and 2 percent of prospective natural gas deposits have been developed. Two new fields are expected to be launched this year: the Layavozhskoye field, which is a joint project by Gazprom and LUKOIL, and the Komandirshorskoye field, where LUKOIL will start producing oil in September. The regional government carries out social projects together with oil companies. For example, there is a project with Zarubezhneft on developing small-scale power generation. Despite the economic challenges faced by the region and the entire country, all social commitments were met in 2025, including the priority objective to support special military operation participants. There are 14 support measures as set out in the Presidential Executive Order, as well as 38 additional financial measures to this effect. In addition, the Nenets Autonomous Area has been sponsoring and accompanying the Kamensk-Dnieprovsky District in the Zaporozhye Region, which lies on the line of contact. This included, among other things, buying generators for veterans in order to ensure that they have a steady power and water supply. As for the Nenets Autonomous Area, the discussion focused on education, healthcare and social policy. Education accounts for about 24 percent of the regional budget, economic matters take up 54 percent, while healthcare and social policy have a 12-percent share in the regional economy. The region may have a diversified economy, but minerals and fossil fuels still account for over 80 percent, however, SMEs have been expanding their operations too. In the first six months of 2026, the industrial production grew by 2.5 percent. Irina Gekht went on to mention the Indiga deepwater port on Cape Rumyanichny as another major project with about 10 billion rubles in investment. This is a year-round port with a depth of over 20 metres. Considering its convenient location in a bay, it actually needs no icebreaker support. The project has been included in the comprehensive development plan. Irina Gekht specified that reindeer breeding remains one of the key traditional industries. The Nenets Autonomous Area remains self-sufficient when it comes to meat supplies. The region provides 179 types of social benefits and plans to expand the scope to stimulate demographic growth. In particular, the plan is to increase maternity capital and student capital, and to open a multi-purpose family centre. There has been some progress in public healthcare development. The region is implementing a plan for opening more cultural centres, post offices and bakeries. The President and the Governor also discussed transport logistics. The region relies on two modes of intra-regional transport: helicopters and Antonov An-2 aircraft. The concession agreement regarding the renovation of a runway in Naryan-Mar is in its drafting stage. The Governor reported that last year brought a breakthrough in telecommunication infrastructure development. Remote villages are being connected to stable communication. There is a promising optical fibre communication line project for which Irina Gekht requested support as part of the area’s co-financing in order to complete the project within two or three years. The Governor also asked the President for support in addressing the crucial issue of the Naryan-Mar – Usinsk motorway with a bridge across the Kuya River that has to be lifted during the flooding season, cutting the area off land-based transportation for six weeks. A project design has been prepared for a bridge and access roads that will cost around eight billion rubles. The region has allocated funds from the budget starting in 2029 but the funds are limited to 5.3 billion. Irina Gekht believes this strategic facility deserves support. Finally, Ms Gekht reported on local historians’ initiative to promote Naryan-Mar for the title of the City of Labour Glory. The title was established to eternalise the heroic deeds of home front workers during the Great Patriotic War of 1941–1945. The Governor mentioned a remarkable story of reindeer transport battalions, when 700 reindeer-team drivers and 10,000 reindeer went to the front, to the Karelian Isthmus. Local women also built an airfield in Naryan-Mar. The White Sea Flotilla, which escorted lend-lease cargo, was also based there. The city produced reindeer meat and fish. All residents laboured for the benefit of the front. Vladimir Putin promised to review the submission.

Putin, dün Rusya yönetiminde olan ancak Japonya’nın kendi toprağı olarak kabul ettiği “80 yıldır tartışmalı” Iturup Adası’nı ziyaret etti. Burada bazı tesisleri gezen ve yerel hakla birlikte olan Putin’in ziyaretine, Tokyo’dan tepki gecikmedi. Japonya Dışişleri Bakanı Toşimitsu Motegi, söz konusu adaların “hem tarihsel olarak hem de uluslararası hukuk açısından Japonya’nın ayrılmaz toprakları” olduğunu savundu, ziyaret nedeniyle Rusya’ya “şiddetli protesto” iletildiğini açıkladı. Rusya Dışişleri Bakan Yardımcısı Aleksandr Gruşko ise, Putin’in ziyareti nedeniyle Japonya’da duyulan memnuniyetsizliği ‘Tokyo’nun ziyarete gösterdiği tipik bir tepki’ olarak niteledi, Kuril adalarının Rusya toprağı olarak kalmaya devam edeceğini savundu. 80 yıldır sorunlu Rusların 2. Dünya Savaşı sonunda ilhak ettiği Kuril Adaları’nın egemenliği, onlarca yıldır Moskova-Tokyo arasındaki başlıca sorunlardan. Bu nedenle savaştan bu yana iki ülke kapsamlı barış anlaşması imzalayamadı. Kuril Adaları, Rusya açısından stratejik önemde.
