    Additional fuel excise relief for the month of July

    The Albanese Government will extend fuel excise relief for another month, making petrol and diesel 16 cents per litre cheaper versus normal prices for July, saving Australians around $11 per tank.     Australia, Vanuatu sign deal barring foreign military base on Pacific island

    Australia and Vanuatu signed a sweeping economic and security agreement on Monday that bars the establishment of any foreign military base in the Pacific nation. Vanuatu is at the centre of strategic rivalry between China and US allies in the South Pacific, and Australia has expressed concern that Beijing is seeking a permanent security presence in the region. The agreement commits Australia to $345 million in support for Vanuatu, whose largest external creditor is China, and it stops a foreign military power establishing a base there. “What this does is to provide certainty for Australia that there will be no foreign military base,” Prime Minister Anthony Albanese told reporters after signing the deal in Canberra with his Vanuatu counterpart Jotham Napat. “We have concluded a balanced agreement that will protect our collective and individual security and our sovereignty,” he said. China’s navy has made repeated port calls to Vanuatu. Beijing also funded the expansion of a wharf in Luganville, once the largest US military base in the South Pacific, fuelling concern in Canberra and Washington that China wanted a navy base. China and Vanuatu previously said the wharf was for cruise ships. The “Nakamal Agreement” commits Vanuatu to rejecting the militarisation of infrastructure, Napat said. Military infrastructure The agreement, viewed by AFP, states that “Vanuatu shall not permit its territory to be used for any foreign military base or infrastructure”. Australia will help Vanuatu develop ports, digital, aviation and energy infrastructure, with Vanuatu agreeing to keep such infrastructure free from “foreign interference” or militarisation. It also recognises Australia as “Vanuatu’s longstanding primary policing partner”, and says Vanuatu will prioritise policing requests to other members of the Pacific Islands Forum regional bloc. China formed policing ties with Vanuatu in 2023, and has donated equipment including drones, patrol boats and vehicles to its police force. The agreement says Australia and Vanuatu will elevate assistance in “police training and equipment, policing, maritime security, cyber security, intelligence cooperation, and infrastructure”. The Vanuatu treaty is the latest in a string of agreements Australia has struck with Pacific island nations, seeking to curb China’s expanding security influence. Chinese police have maintained a presence in Solomon Islands since signing a secret security pact in 2022. Vanuatu has said it is separately negotiating an economic agreement with China, which has built roads and government buildings in the South Pacific nation over a decade. Contest for influence The Nakamal Agreement does not stop Vanuatu partnering with China on infrastructure, but says the Pacific nation will consult Australia when it engages a third-party. A former Australian diplomat in the Pacific, James Batley, said the contest for influence between Beijing and Canberra would continue. “Vanuatu’s long tradition of non-alignment means that it won’t simply abandon its relationship with China. Nor will China abandon its attempts to undermine Australia’s interests in Vanuatu,” he told AFP. Anna Naupa, a Pacific security researcher with the Australian National University, said the signing was a “significant milestone” after a prolonged period of uncertainty since the agreement went unsigned during Albanese’s visit to Vanuatu last year. Vanuatu has sought better access for its citizens to Australia for travel and work, and agreed to differentiate foreign-born Vanuatu citizens who gained a passport through a controversial investment scheme. Workers from Vanuatu made a significant contribution to Australia’s horticultural sector, Naupa told AFP.

    Australia to double fine on platforms for flouting teen social media ban

    Australia will double the financial penalty on platforms flouting its world-leading social media ban for under-16s to stem widespread evasion of the restrictions, the government said on Saturday. New legislation will lift the maximum fine to Aus$99 million ($68 million) for systemic breaches of the regulation and arm the eSafety online watchdog with greater powers to curb the platforms, it said. The independent regulator was “actively investigating” potential non-compliance by Facebook, Instagram, Snapchat, TikTok and YouTube, the government said in a statement. “It’s clear big tech are not doing enough to comply with the law — there are still too many children on social media,” Prime Minister Anthony Albanese said. “These changes reflect the seriousness with which we take any failure by social media companies to comply.” Underage users have been dodging the restrictions by using accounts registered to older people, setting up fake accounts, or by logging into private browsers. The success of the Australian restriction is of intense interest to a growing number of nations that have introduced or are mulling similar bans — including Britain, Indonesia, the United Arab Emirates and New Zealand. One of the first peer-reviewed evaluations of the Australian measure, published this month in the British Medical Journal, found “insufficient evidence” that it had much impact on social media use by youngsters. The researchers surveyed more than 400 young people immediately before the restrictions came into effect, and again three months after, finding “substantial circumvention” of the rules. There was little change for users aged 12-13, a slight decrease for the 14-15 age group and an increase in use for those aged 16 and older. ‘Bare minimum’ The government says it is clear the regulator needs more powers even though more than five million accounts held by under-16s have been blocked since the ban came into force on December 10. Under the new laws, the eSafety Commissioner will be able to compel social media companies to provide evidence of what they have done to prevent under-16s from getting an account. It will be empowered to demand information and documents from the social media companies and also from third parties such as age assurance or app store providers to help it check the platforms’ claims. Communications Minister Anika Wells said she was not satisfied the platforms were doing enough. “Based on the regular updates I receive from the eSafety Commissioner, it is clear to me that social media platforms are adopting tricks straight out of the big tech playbook and doing the bare minimum to get by,” Wells said. “Social media platforms are some of the richest and most powerful companies in the world, and we’re serious about holding them to account,” she said. “These tough new penalties and powers show we will not back down. Instead, we are doubling down on our efforts to hold big tech to account.” A growing body of research suggests too much time online is taking a toll on teen well-being, and Australia’s ban has been hailed as a godsend for parents sick of seeing children glued to their phones. Although platforms have pledged to abide by the laws, they have warned the measures could instead push teenagers into dark, unregulated corners of the internet. Social media companies bear sole responsibility for checking that Australia-based users are 16 or older, and must prove they have taken “reasonable steps” to weed out young teenagers. Some platforms are using AI tools to estimate ages based on photos, while users can also choose to prove their age by uploading a government ID.

    Punjab police, CCD admit 'mistake' in Chakwal girl shooting, assure incident will not be covered up or defended

    Admitting the Crime Control Department’s (CCD) mistake in the shooting of a young girl in Chakwal earlier this month, the Punjab police and the CCD said on Thursday that the incident would neither be defended nor covered up under “any circumstances”. They also described the shooting as a case of “criminal negligence”, saying that the CCD official’s lack of training had contributed to his inability to assess the situation correctly. A nine-year-old girl, Hania, was killed and her father and brother were injured last week after officials of the CCD opened fire on their car in the Chakwal city area, mistaking it for that of robbers. Addressing a press conference on the incident on Thursday, Punjab Inspector General of Police (IGP) Abdul Karim described the incident as “deeply tragic”. He said it would be thoroughly investigated and that the negligence behind the CCD’s actions would be placed on record to ensure those responsible were brought before a court of law. Karim added that no institution could earn public trust without acknowledging its mistakes and assured that the investigation would proceed independently. Meanwhile, Punjab CCD Additional Inspector General (AIG) Sohail Zafar Chattha said that the family’s trust was of utmost importance to the police. He said public confidence in the CCD was also important because society had high expectations of the department and often believed it did not make mistakes. The official added that the tragic incident had caused embarrassment to both the CCD and the Punjab police. “Now, it is the right time to learn from this criminal negligence and rectify the blunders of the individuals in CCD to prevent such incidents in the future,” Chattha said. Both the IGP and the AIG noted that, due to a lack of training, the CCD official involved had failed to assess the situation correctly and had made a “huge blunder”, emphasising that training and capacity-building within the department needed to be improved. They said a plan had been outlined to address shortcomings and gaps in training to prevent similar incidents in the future. “We will not defend this criminal negligence in any circumstances,” he said, adding that the CCD stood with the family of the victim. He made it clear that the cop nominated under murder charges would not get sympathy from the police. In response to a question, Chattha added that the challan of the arrested personnel would be completed within a week and presented before the court for further legal proceedings. The press conference was held after Australian Prime Minister Anthony Albanese on Monday demanded a “transparent” investigation into the killing of Hania. Following public outcry, the Australian premier flagged the importance of a detailed inquiry into the incident, saying, “These circumstances do need to be examined.” He added that the facts must be examined in a transparent way, so that everyone could know “the family is more important than anything”. “My heart goes out to the family and friends of the slain girl,” the Albanese said, adding that he would express solidarity with the Pakistani-Australian community.

    Islamabad’s mediatory role, as well as those of other countries, was in the limelight on Monday as world leaders welcomed a much-awaited agreement between Washington and Tehran to de-escalate tensions and eventually end a war that began more than three months ago and crippled the world economy. The preliminary agreement, first announced by Prime Minister Shehbaz Sharif, is being hailed as a significant diplomatic breakthrough that could restore peace in the Middle East, reopen the Strait of Hormuz, and ease global economic pressures.
