The National Disaster Management Authority (NDMA) on Wednesday is-sued a Glacial Lake Outburst Flood (Glof) alert for the Hoper and Hisper valleys in Nagar district. Authorities said the ongoing heatwave across Gilgit-Baltistan has accelerated glacier melt, leading to swelling rivers and streams. Floods and mudslides damaged link roads, bridges, electricity infrastructure, agricultural land and public and private property in several remote areas. A suspension bridge over the Hushe Nallah was submerged, cutting off access for local communities. Flooding also blocked the Siachen, Chorbat and Ghowari roads, although the Siachen and Chorbat roads were later reopened temporarily. Deputy Commissioner Ghanche Waliullah Fallahi said the situation was under control and heavy machinery had been deployed to restore damaged roads and bridges. A flash flood also blocked the Karakoram Highway (KKH) at the Ghoor Hill section near the Khunjerab Pass on the Pakistan-China border, disrupting cross-border traffic. Police said a large number of passengers, including domestic and foreign tourists, as well as cargo vehicles, remained stranded for several hours before traffic was restored. In Ghizer district, flooding damaged homes, crops and link roads in Matramdan village in Ishkoman valley and disrupted electricity supply. Authorities also expressed concern over the rising water level in an artificial lake formed by last year’s floods, fearing it could inundate nearby houses. River erosion continued in Maulaabad village, where the river changed course and entered several homes. Rising water levels in the Ishkoman River also threatened a newly constructed bridge linking Chatorkhand and Dain villages, prompting residents to demand immediate protective measures. Residents in downstream areas fear further Glof events and flash floods as rising water levels and heavy mudflow continue to threaten lives and property. Meanwhile, Rescue 1122 Gilgit-Baltistan issued a public advisory warning that intense heat, coupled with a westerly weather system, had accelerated glacier melting, increasing the risk of Glofs, flash floods, landslides and damage to roads and bridges. The advisory urged residents and tourists to avoid unnecessary travel during adverse weather, stay away from rivers, streams, glaciers and fast-flowing water, and refrain from bathing, fishing, taking selfies or collecting wood near riverbanks. It also advised against attempting to cross flooded roads, drains or streams and urged parents not to allow children near rivers or other hazardous areas. The advisory warned that floods and glacial lake outburst floods could occur without warning and stressed that precaution was the best protection. In its alert, the NDMA said hydrometeorological conditions indicated a significant increase in river discharge in the Hisper-Hoper Nallah catchment due to rising temperatures and ongoing precipitation. The authority warned that the area faced the risk of rapid glacier and snowmelt, flash floods, debris flows, severe riverbank erosion and damage to roads, bridges, irrigation channels and other infrastructure. It also cautioned that downstream communities could face increased risks and transport links could be disrupted. On the recommendation of intelligence agencies, the Punjab government has suspended the Metro Bus Service between Rawalpindi and Islamabad on Friday. Officials said the mourning procession would pass along Murree Road from Bhabra Bazaar to Committee Chowk beneath the metro track, creating security concerns. An important meeting chaired by Punjab Minister Malik Sohaib Ahmed Bherth was held at the Commissioner’s Office to review Muharram arrangements and the route of the main Ashura procession. Commissioner Abdul Aamer Khattak, RPO Babar Sarfraz Alpa, Deputy Commissioner Dr Hassan Waqar Cheema, CPO Khalid Hamdani and representatives of civic and emergency departments attended the meeting. The provincial minister said maintaining law and order was a collective responsibility and that the Punjab government had adopted a zero-tolerance policy towards violations of the Muharram code of conduct. He directed authorities to continue cleanliness drives on procession routes and ensure the availability of drinking water, facilitation centres, washrooms, streetlights and drainage facilities for mourners. He said a foolproof security plan had been implemented, including aerial surveillance of processions and sensitive locations, installation of anti-drone systems and mobile jamming arrangements at selected points. Officials informed the meeting that 155 processions and 1,332 religious gatherings had been held between 1st and 8th Muharram. It will include processions from Imambargah Hefaz Ali Shah, Imambargah Shaheedan-e-Karbala, Imambargah Shah Chan Chirag and Imambargah Yadgar-e-Hussain. The 11th Muharram procession will start from Naseerabad and culminate at Imambargah Sakhi Shah Pyara via Chur Chowk. Authorities said triple-layer security comprising police, Rangers and Army personnel had been arranged for processions and gatherings. Two video monitoring control rooms, one at the Punjab Safe Cities Authority and another at the Rawalpindi Municipal Corporation, will continuously monitor processions, gatherings and sensitive locations. Commissioner Khattak said Rescue 1122 and health institutions would deploy 57 ambulances, while 537 beds had been reserved in public and private hospitals to deal with any emergency. The meeting also reviewed social media monitoring, coordination with peace committees and stakeholders, surveillance of suspicious activities and measures to promote sectarian harmony. Section 144 will remain in force across the district, while the activities of 14 individuals included in the Fourth Schedule will be closely monitored. Later, the provincial minister, accompanied by the deputy commissioner, visited the main procession route, Safe City Control Room, Central Control Room and Raja Bazaar to review arrangements. Meanwhile, Rawalpindi police said more than 8,000 personnel would perform security duties during Muharram, including 5,500 deployed for the main Ashura procession. Over 1,200 traffic police officials will manage traffic, while more than 1,000 volunteers will assist police. According to a police spokesman, roads and streets along procession routes will be sealed, snipers will be deployed on rooftops, and participants will undergo body searches before entering processions. Women participants will be checked by female police personnel, while metal detectors and walk-through gates will be used for screening. More than 2,000 Safe City and other CCTV cameras are monitoring the city, with surveillance continuing from Safe City and the central control room. Special pickets have also been established at entry and exit points of the city. Police have also developed a mobile application for the identification and scanning of identity cards at pickets and bus terminals. Officials said strict implementation of the Punjab government’s code of conduct and standard operating procedures would be ensured. Finance Bill 2026 laid before Senate amid opposition uproar
ISLAMABAD: Finance Minister Muhammad Aurangzeb on Friday laid a copy of the Finance Bill 2026 containing the Annual Budget Statement before the Senate amid a noisy protest by opposition members who chanted slogans rejecting the proposed budget. Moving that the Senate make recommendations, if any, to the National Assembly on the bill as required under Article 73 of the Constitution, Mr Aurangzeb faced full-throated slogans from the opposition benches. Senate Chairman Syed Yousaf Raza Gilani said members could submit notices for proposals, with reasons, to the Senate secretary by June 15. “These recommendations should be with reference to the Finance Bill 2026 containing the Annual Budget Statement. Any recommendation having no relevance to the bill is outside the purview of Article 73 and hence not admissible,” the chairman explained. Gilani sets June 15 deadline for proposals Mr Gilani said that a member could not propose changes relating to expenditure charged upon the Federal Consolidated Fund under Article 82(1). Proposals for the Finance Bill will be sent to the Senate Standing Committee on Finance and Revenue. Recommendations pertaining to the PSDP will go to the Standing Committee on Planning, Development and Special Initiatives, which must forward them to the finance committee by June 17. The finance committee will incorporate those recommendations and present its report to the House by June 18. The Senate will discuss the bill and adopt the committee’s report, making final recommendations to the National Assembly on June 19. Parliamentary party leaders have been asked to provide names of their speakers in order of preference. As decided by the Business Advisory Committee, the Leader of the Opposition will open the budget debate. Party leaders may speak for up to 15 minutes, other members for up to 10 minutes. The chairman said that guidelines for submitting budgetary recommendations had been placed on members’ desks, and the Pakistan Institute of Parliamentary Services had set up a budget desk at the National Assembly secretariat to assist lawmakers during the session. USB drives containing complete budget documents, provided by the government, were also placed on members’ tables. At the outset, the Senate chairman welcomed Jian Chan, Jun Gochu and other delegates from the World Peace Forum of China. The House will meet again on Monday at 12:30pm.
