The push towards it underscores Moscow’s enduring manpower advantage, even as Ukrainian mid-range drone strikes on logistics have weakened its fighting capabilities, analysts said. “The effect [of mid-range strikes] hasn’t been so great that it would have forced the Russians to suspend their offensive,” said Emil Kastehelmi of the Black Bird conflict analysis team in Finland. “So even though Russia has been taking increasingly heavy losses in the rear, they are still able to continue their offensives, at least in certain sectors.” Occupying Kostiantynivka would provide Russian forces a foothold from which to move north along the belt, now the central axis of their campaign. But any advance would likely be long and bloody for its forces, in a possible echo of other costly sieges of eastern cities like Pokrovsk and Avdiivka. President Vladimir Putin has insisted Russia must control all of Donetsk before the war ends. Ukraine still holds around a fifth of the region after more than four years of fighting. ‘Stakes rising each day’ Putin said last week Russia was close to capturing Kostiantynivka, whose pre-war population of nearly 70,000 has fallen to around 2,000. In comments to Ukrainian media, senior commanders of Kyiv’s 19th Army Corps dismissed that claim as an exaggeration and said their troops were picking off small groups of Russians that had managed to enter. Drone-infested skies Reuters recently joined members of the “Predator” rifle brigade under the National Police, assigned to patrol the embattled route against drones and remotely dropped mines. Strands of fibre-optic cable, used to guide first-person-view drones, are strewn across anti-drone netting draped over the road, glistening under the scorching sun. MOSCOW: Omsk oil refinery, Russia’s largest, has halted operations following a Ukrainian drone attack, two industry sources said on Tuesday. Monday’s strike on the refinery, deep in Siberia, was one of Ukraine’s longest-range attacks of the conflict, now well into its fifth year. The halt in operations at the plant, which is Russia’s top producer of petrol, is likely to exacerbate fuel shortages across the country. “Facilities at the Omsk oil refinery were damaged as a result of (Monday’s) attack. No plant personnel were injured,” Anatoly Seryshev, President Vladimir Putin’s representative in Siberia, said in a statement on Tuesday. “Damage assessment is currently under way, and competent services have organized restoration work,” Seryshev said, without spelling out how the refinery’s operations were affected. Gazprom Neft, which owns the refinery, did not immediately reply to a request for comment. According to the sources, a crude distillation unit, CDU-10, which accounts for around 38pc of the plant’s production capability with a capacity of 24,580 metric tons a day, caught fire and was damaged in the attack. Omsk refinery has stopped selling gasoline and diesel on the Saint Petersburg International Mercantile Exchange since Tuesday, according to data from the exchange. The sources said another primary processing unit, CDU-11, was also halted. It accounts for 37pc of the plant’s capacity and is able to process 24,000 tons of oil per day. While the unit was not hit, some network links essential to its operation were damaged, the sources said. They said CDU-11, which entered operation in 2023, could resume work in the near future. Omsk refinery has two mothballed primary refining units, CDU-7 and CDU-8, with a production capacity of 10,000 tons each. In theory, the plant could restart them. According to the source-based information, Omsk oil refinery processed 22 million tons of oil, or around 440,000 barrels per day, in 2024, producing 5 million tons of petrol and 8 million tons of diesel. MOSCOW: Waves of Ukrainian explosive-laden drones on Saturday pounded e-commerce warehouses in the Moscow and Tambov regions, killing eight people and causing large fires that blackened the skies with thick smoke for hours. Kyiv has in recent months intensified its strikes on Russian territory, disrupting the lives of ordinary Russians — strikes it calls retribution for more than four years of bombardments against its territory. The campaign, which Kyiv calls “long-range sanctions”, has mostly targeted Russia’s oil infrastructure and triggered a full-blown fuel crisis in one of the world’s biggest oil-producing countries. This time, Ukraine struck two key warehouses of Russia’s biggest online retailer Wildberries, killing eight night-shift workers and sparking fires that all but destroyed the facilities. “A terrible night, terrible events for our company and for our country. It is a pain that cannot be put into words,” said Wildberries CEO Tatiana Kim. Moscow endures fuel shortages A journalist saw thick black smoke rising over the Moscow region on Saturday morning, which lingered until at least late afternoon. “Seven night-shift employees were killed when enemy UAVs (unmanned aerial vehicles) hit a Wildberries logistics centre,” said Evgeny Pervyshov, the governor of the Tambov region, about 500 kilometres (300 miles) southeast of Moscow. In the Moscow region — where an oil depot was struck in addition to another Wildberries warehouse — one person died in hospital, said regional governor Andrei Vorobyov. Firefighters were still battling the blaze in the Moscow region’s Elektrostal, while the fire in Tambov had been extinguished, regional authorities said. In Elektrostal, an empty kindergarten was also hit, without any casualties, added Vorobyov. Almost 60 people were wounded in the attacks on the two regions and taken to hospital, authorities said. More than 370 drones were launched toward the Moscow region overnight, said the mayor of the Russian capital, Sergei Sobyanin. Between July 11 and 18, almost 1,892 Ukrainian drones heading towards Moscow were intercepted, he added. Fuel shortages Russian couple Yelena and Dmitry passed four petrol stations before finally finding one that actually had fuel as they returned to the city of Vologda, some 300 miles (480 kilometres) north of Moscow, from their country allotment plot. Like all but a few Russian regions, Vologda is suffering from fuel shortages, as intensifying Ukrainian strikes on Russian depots disrupt ordinary life more than at any point since the conflict began in 2022. The crisis is unprecedented in Russia — one of the world’s top oil producers — where fuel had until now been readily available and far cheaper than in Europe. But for several weeks, queuing for petrol has become a staple of life during the dragging Ukraine conflict, causing impatience at petrol stations. “What a horrible situation,” fumed Yelena, as the couple waited in their car. “Now we wait. We’ll see if there’s any petrol left.” The Kremlin has downplayed the crisis, saying it was not critical, with President Vladimir Putin warning Ukraine was trying to divide Russians and cause panic. But, far from the corridors of power, drivers were unhappy. Cars are the main mode of transport in most regions of the world’s largest country, where distances to cover are huge. Since June, more than 90 percent of Russian regions have experienced fuel rationing or shortages, according to a tally based on media reports and official statements. As a result, Fahad Hussain died after being buried under the rubble while Arif and Mahmood were seriously injured. Rescue sources confirmed that Noor Fatima (8) and Usman (6) died on the spot while their mother, Nasreen, was critically injured. In Lahore, four workers were injured after the roof of a factory collapsed near Band Road in the Gulshan-e-Ravi area. Plastic bottles were being manufactured in the unit and four workers were present when the incident happened. Rescue 1122 said four workers who got trapped under the debris were recovered with minor injuries. It said that the injured were provided first aid on the spot. Heavy rain lashed several parts of Lahore. Nishtar Town recorded the highest rainfall at 84mm, followed by Johar Town with 51mm, the airport with 36mm, Kahna 34.4mm and Upper Mall with 33mm.
