Tajani stressed that the loan only has been "reserved" and that the government will decide by the end of the year how much actually to take, if any, as he reported to a joint session of the defence and foreign affairs committees of the Lower House and Senate over the recent NATO summit in Ankara. Economy Minister Giancarlo Giorgetti, who is trying to get Italy's deficit-to-GDP ratio under 3% to emerge from an EU excessive-deficit procedure, will have a say. SAFE is a €150 billion EU financial instrument created to accelerate European defence readiness and strengthen the European Defence Technological and Industrial Base (EDTIB) by providing long-maturity, low-interest loans to Member States for large-scale, joint defence procurement. "SAFE is an alternative to BOTs (state bonds) for Italy," said Defence Minister Guido Crosetto. "Clarity is needed as soon as possible," the spokesperson said. "If anything were to change regarding the funds, then we would be in an even more urgent situation because those funds would have to be reallocated. "There is no time to waste. "Waiting until December for Italy to sign the SAFE loan agreement is not a suitable timeframe for us. "We must proceed much faster because, if there is even the slightest possibility that Italy will accept less than this €14.9 billion, then we have a legal deadline set by the regulation that obliges the Commission to relaunch a new plan and reallocate those funds by this year."
