    Vladimir Putin sent a message of greetings to the participants, organisers, and guests of the 3rd Council of Regions of Russia and Uzbekistan. The message reads, in part: “It is symbolic that this major event is being held in Fergana – a beautiful ancient city that has throughout history played an important role in international trade. Relations between our countries continue to develop successfully in the spirit of strategic partnership and alliance. A key component of these ties has consistently been interregional cooperation, which is becoming increasingly dynamic and multifaceted. Almost 80 regions of the Russian Federation maintain trade, economic, scientific, technical and cultural ties with their Uzbekistani counterparts. Hundreds of joint projects are being steadily implemented, including the construction and operation of enterprises in a wide range of industries, industrial and technology parks, and important infrastructure and social facilities. Exhibitions and presentations are held regularly, showcasing the achievements and potential of the regions of Russia and Uzbekistan. Your Council is a highly sought-after and effective mechanism for direct and informal dialogue, bringing together heads of regional and municipal authorities, representatives of business and civil society, university rectors, and prominent figures in science and culture from our countries. I am confident that the plenary session, thematic sessions and meetings of expert groups will provide an opportunity for substantive and productive discussions, helping to identify new, promising forms and areas of mutually beneficial cooperation. I would like to sincerely thank the organisers of the forum and wish all its participants every success and productive work – for the benefit of our countries and peoples.”
