Meeting with President of the Republic of South Africa Cyril Ramaphosa
President Vladimir Putin held a meeting with President of the Republic of South Africa Cyril Ramaphosa on the sidelines of the BRICS summit in India. The Russian delegation at the meeting included Foreign Minister Sergey Lavrov; Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin; Deputy Chief of Staff of the Presidential Executive Office and Presidential Press Secretary Dmitry Peskov; Aide to the President Yuri Ushakov; Minister of Agriculture Oksana Lut; Minister of Economic Development Maxim Reshetnikov; Director of the Federal Service for Military Technical Cooperation Dmitry Shugayev; Special Presidential Representative for Investment and Economic Cooperation with Foreign Countries and Chief Executive Officer of the Russian Direct Investment Fund Kirill Dmitriev; First Deputy Minister of Energy Pavel Sorokin; President of the Russian Fertiliser Producers Association, member of the Board of the Russian Union of Industrialists and Entrepreneurs and Head of the Russian Segment of the BRICS Business Council Andrei Guryev, and Director General of the State Atomic Energy Corporation Rosatom Alexei Likhachev. * * * President of Russia Vladimir Putin: Mr President, friends, I am very glad to see you. Our previous discussions also took place at the BRICS summit, in Kazan, yet we remain in constant contact – as do our respective teams. Last year, we had the opportunity to compare positions on the full spectrum of current issues with your Vice-President, who, at your instruction, participated in the St Petersburg International Economic Forum. Relations between the Russian Federation and the Republic of South Africa are developing successfully. Just last week, on September 5, we marked the 20th anniversary of our basic treaty, signed in 2006 – the Treaty on Friendship and Partnership between our states. Political dialogue and inter-parliamentary ties are developing, with the heads of our foreign ministries maintaining regular contact. Trade may not be increasing at a rapid pace, but it continues to grow and remains at a solid level. We have traditionally developed cooperation in the cultural and educational spheres, particularly in personnel training and education. For the 2026–27 academic year, the state quota has been increased to 100 scholarships for your young people to study in Russia. We note the similarity of our approaches to key international and regional issues, and we are grateful for South Africa’s support for Russian initiatives at the United Nations. Naturally, Russia attaches great importance to the comprehensive development of relations with African countries as a whole. We are preparing, in a robust manner, for the third Summit Russia-Africa, which will take place in Moscow from October 28 to October 29. Among the main subjects are digital technologies, artificial intelligence, peaceful use of freedom, and food security. And we do expect to have a representative delegation from your state. Mr President, my dear friend, I am most delighted to see you. President of the Republic of South Africa :Cyril Ramaphosa Thank you very much, President Putin. It’s always a real pleasure to see you, because that gives us an opportunity to continue to strengthen our relations and also advance the various areas in which Russia and South Africa have dealings. And I wish to thank you once again for Russia’s support for South Africa’s G20 presidency, and for your country’s support for South Africa’s priorities. Many people believe that the G20, that was held in South Africa, was very successful, and in large measure this was also due to the support that we received from Russia. It was not an easy summit, but we were able to overcome the challenges from those who did not want to fully participate. But it was a good summit. And I wish to convey our appreciation for the continuing significant progress in our bilateral relations. Trade obviously needs to be much better, but it is continuing in the right number of areas in which our trade relations can improve, and we need to focus on that as well. And thank you very much for receiving our Vice President, who came to the Investment Forum. The discussions that took place there have helped to strengthen relations between our two countries, and in a number of areas we find that our two governments cooperate well. The 18th Session of the Intergovernmental Committee on Trade and Economic Cooperation (ICTEC), which took place in Moscow in April 2025, that, too, extended our relations. It was an important opportunity to also review the progress and to identify new areas of collaboration. The appointment of South Africa’s ambassador to Moscow has been outstanding, but we will be appointing an ambassador soon. And I am honoured by your invitation to attend the Russia–Africa Summit during the October month in Moscow. We are having local government elections exactly a few days thereafter, so I will be in the middle of a very vigorous campaign, and I will therefore not be able to honour the invitation. However, South Africa will be represented, and we obviously are very interested in hearing from you about the developments that continue to take place in the various conflicts that are happening in the world. And we are also grateful that we’ve been invited to participate in the Pathways to Peace Second International Conference that will be taking place in Canada. So we want to hear your views on that as well, because we would like to attend, to see how best we can continue advancing our relations. Now, South Africa will continue working with yourselves in various international forums to contribute to the broader international efforts aiming at securing peace around the world, and we know that Russia also would like to see that objective achieved. Then we also take this opportunity to thank you for continuing to give our country support when it comes to the training of our students.

Meeting with President of Egypt Abdel Fattah el-Sisi
President Vladimir Putin met with President of the Arab Republic of Egypt Abdel Fattah el-Sisi. On the Russian side, the meeting was attended by Foreign Minister Sergei Lavrov, Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office and Presidential Press Secretary Dmitry Peskov, Aide to the President Yury Ushakov, Minister of Agriculture Oksana Lut, Minister of Economic Development Maxim Reshetnikov, Director of the Federal Service for Military-Technical Cooperation Dmitry Shugayev, First Deputy Minister of Energy Pavel Sorokin, and CEO of the State Atomic Energy Corporation Rosatom Alexei Likhachev. * * * President of Russia Vladimir Putin: Mr President, It has been a long time since we last met. I am very pleased to see you again. Indeed, these are turbulent times, and a great many events are unfolding. We remain in contact, as do our colleagues, and our key initiatives are pressing ahead, with plans being implemented. Bilateral trade is growing, and its structure is steadily improving. I would like to reiterate that major projects are being carried out – strictly according to plan – despite any challenges. We are in constant contact on the international agenda. And we are very pleased to see Egypt, our long-standing and reliable friend in the region, growing stronger under your leadership. I recall how, under your leadership – back in Sochi – we established the new Russia–Africa format. The next summit in this format is being held this year, and we would be delighted to welcome you to Moscow this autumn, in October, for these events. Mr President, Many developments are unfolding both in the region and across the globe. For me, it is not merely interesting but of great importance to know your position on all these issues. You know that we take Egypt’s stance into account in our practical policy-making; today’s meeting is therefore highly valuable. I am very pleased that we can hold consultations today on the sidelines of the BRICS summit on both bilateral issues and the international agenda. President of Egypt Abdel Fattah El-Sisi (retranslated): Thank you very much, Mr President. I am always happy to see my dear friend, President Putin. As you mentioned, the volume of trade between our two countries has exceeded $10 billion, and we are delivering major projects – such as the El Dabaa Nuclear Power Plant. We are grateful to you, Mr President, for your assistance in this matter and the efforts being made by Rosatom. Turning to the regional situation, it is certainly crucial to achieve stability – particularly with regard to the security of maritime areas and shipping lanes, and freedom of navigation. Also, Mr President, you are well aware that Egypt imports large quantities of grain from Russia and Ukraine. Naturally, ensuring the stability of these supplies is of great importance to us. We would like to achieve stability – to steady the situation through our joint efforts. I am very grateful to you, Mr President. Allow me to extend my best wishes in advance – prematurely, I know – on your upcoming birthday in October. Thank you, Mr President. Vladimir Putin: Thank you.

Meeting with New Development Bank President Dilma Rousseff
The President of Russia held a meeting with President of the New Development Bank Dilma Rousseff on the sidelines of the BRICS summit. On the Russian side, the meeting was attended by Deputy Chief of Staff of the Presidential Executive Office, Special Representative of the President of the Russian Federation for Financial and Economic Cooperation with BRICS States and Interaction with the New Development Bank Maxim Oreshkin; Deputy Minister of Finance Ivan Chebeskov; and Deputy Governor of the Central Bank Vladimir Chistyukhin. * * * President of Russia Vladimir Putin: Ms Rousseff, I am very glad to see you – this time here in India. We met not long ago in Moscow, where we discussed matters relating to our cooperation with the New Development Bank and the Bank’s involvement. The Bank is operating energetically, doing much to advance the organisation’s development, and expanding its activities in key areas. We are very pleased that such an instrument was created at some point. We advocate the involvement of as many participants as possible in its work, and for its programmes to be broader in scope – covering a greater number of economic sectors within the BRICS member countries. You are also aware of our proposals regarding the creation of new platforms, including investment-oriented and digital ones, to expand the Bank’s capabilities and make them more versatile, enabling the Bank, together with its participants and shareholders, to achieve even greater results. I would like to thank you for our joint work, and to express the hope that not only will all our agreements be implemented, but that – working with our partners in the Bank’s member countries – we will find new instruments to boost the operations of this vital financial institution. I am very glad to see you here in New Delhi, and I am confident that today’s meeting will benefit our cooperation. Thank you very much. President of the New Development Bank Dilma Rousseff (retranslated): Mr President Putin, It is a great honour for me to be here again and to speak with you in person, Mr President, because I believe that the Russian Federation’s participation in the NDB is vitally important – both for strengthening the Global South and for the BRICS organisation as a whole. I am very optimistic about the future, as we have taken steps to address the difficulties and the profound injustice the Russian Federation faced on the part of the Bank. After all, the Russian Federation has always played a pivotal role and acted with integrity towards the Bank. Unfortunately, for various reasons, things unfolded as they did. Yet now, it seems to me, we have found the right path to putting this injustice right. I believe that the projects we have adopted within the Bank will benefit all partner countries – as well as Russia and all other members.

I know that yesterday your country celebrated the New Year 2019 according to the Ethiopian calendar, and I would like to congratulate you and the entire friendly Ethiopian people on this holiday. Our today’s meeting is taking place on the sidelines of the BRICS Summit. We have just delivered our speeches; everyone has spoken and described our association. Today, BRICS is a fully fledged strategic partnership designed to consolidate the positions of the global majority and shape the outlines of a just, multipolar international order. Since January 1, 2024, Ethiopia has been a full-fledged member of the group and we are very glad about it. It is symbolic that the beginning of our Ethiopian friends’ practical work within the BRICS mechanisms coincided with the beginning of Russia’s chairmanship. Since then, Ethiopia has been making a constructive contribution to its diverse activities. As for the bilateral relations, as you mentioned, we have now discussed almost everything while we were riding in the car, and I would like to point out again that Ethiopia is a long-standing and reliable partner of Russia on the African continent. I can state with satisfaction that Russian-Ethiopian ties continue to develop based on the principles of equality and mutual benefit. I want to thank you, Mr Prime Minister, for your personal contribution that you are making to strengthen our ties. We have achieved a rapid growth in mutual trade. In 2025, it more than tripled and continues to grow. This is a good indicator. We pay considerable attention to humanitarian cooperation. More than 20,000 of your citizens have received an education in Russia and this provides a very good foundation for our future humanitarian ties. Of course, Russia attaches particular importance to the comprehensive development of relations with African countries in general. Ethiopia has actively participated in the Russia-Africa summits. This year, as we agreed, we look forwards to your visit for the third summit, which is to be held in Moscow on October 28–29, and we will hold another bilateral meeting. Today, we have the opportunity to discuss the entire range of our relations. I am very glad to meet with you. Prime Minister of Ethiopia Abiy Ahmed: Mr President, as always, it is a great honour to have the opportunity to see you. We have been discussing so many critical issues. Mr President, I valued our time together in Moscow. Since our last meeting, things have been going so well. Our trade has grown several times. I hope there is a big room to grow still. A month ago, the Minister of Foreign Affairs of Russia, Mr Lavrov, came to Ethiopia. We sent him back with a “seven-year discount”. He was old when he came, but he came back younger because we are in 2019. He came as 2026, and he went back younger, ready to serve you for longer. Mr President, things have been going very, very well since our last meeting. In terms of our military cooperation, trade exchange, investment and, as you have said, scholarships for students, we are very grateful for our bilateral relationship, as well as in the multilateral aspect. Mr President, without your support, Ethiopia cannot be a member of the BRICS. We are always grateful for that. We know what you have done and we are grateful. I am sure we will pay back when the time comes. Thank you very much for our meeting, Mr President. Mr President, as always, it is a great honour to have the opportunity to see you. Meeting with Head of Rospotrebnadzor Anna Popova
Vladimir Putin held a working meeting with Anna Popova, Head of the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) – Chief State Sanitary Physician of Russia. The Head of Rospotrebnadzor briefed the President on the Service’s performance in the sphere of consumer protection, its readiness for the vaccination campaign, Russian medical solutions for use in the zone of the special military operation, and international cooperation. The meeting was held on the Day of the Federal State Sanitary and Epidemiological Oversight Service, which is marked on September 15. * * * President of Russia Vladimir Putin: Ms Popova, September 15 is the Day of the Federal State Sanitary and Epidemiological Oversight Service. I would like to extend my greetings to you and everyone else who performs this vital function in the sphere of sanitary and epidemiological oversight. This is an extremely important mission; we have very good traditions and an excellent school, and you can report good results in your work both domestically and in your contacts with foreign colleagues throughout the world. How would you describe the current situation, especially considering that we are approaching flu season? It is a complicated autumn and winter period when it comes to maintaining control of the situation, people’s health, the readiness of our services, the availability of vaccines, and so forth. Head of Rospotrebnadzor Anna Popova: To begin with, I would like to thank you for your attention to our tasks and problems. The current sanitary and epidemiological situation in the country is stable. It is true that we are at the beginning of the seasonal epidemic rise in acute respiratory viral infections and flu. The flu will definitely be around this year, as it is every year, but we are preparing for it together with the national healthcare system. A special feature of this season is that the composition of flu vaccines has been completely changed for all three virus types: influenza A (H1N1), influenza A (H3N2), and influenza B virus subtypes. The vaccine now includes absolutely new components. This means that we have never encountered such flu types before. Of course, it is very important for the people of Russia to get vaccinated. Russia is unique in that it is the only country in the world allocating so much federal funding for vaccinating over half of its aggregate population. These vaccines have been prepared in accordance with relevant recommendations. We have very good quadrivalent and trivalent vaccines for all expected flu strains. These vaccines now feature an entirely new antigenic composition, in accordance with recommendations. They are being sent to the regions; there are enough of them, and our readiness for the vaccination campaign is quite high. We are confident that we will be able to vaccinate the entire target population within two to two and a half months. Last year, the target was 55 percent of the aggregate population and nearly all risk groups, which is very important. We will primarily vaccinate medically vulnerable individuals, children, senior citizens, and people in high-contact professions, who constitute high-risk groups. In short, our readiness for this is high. The Russian Federation, where a large percentage of the aggregate population is vaccinated every year, has navigated this situation much more calmly in the past few years than many other countries. We are confident that we will do this again this year. We still have a little time left – about two to three weeks – to fully prepare to help people who are not feeling well. Regrettably, this happens every year. That is what I can tell you about this season. To be continued.
