Middle East war stuck in 'cycle of enhanced risk' as US and Iran exchange strikes
The US has bombed Iran for a tenth consecutive night, following the killing of American soldiers in Jordan and Iraq. Washington continues to call for an end to Iranian attacks on vessels in the Strait of Hormuz. For its part, Iran says it is at 'full scale war' with the US. Experts are concerned that there is no easy off-ramp, although both countries show signs that they are looking to de-escalate.

Highest measles cases in US since 1991
WASHINGTON: The United States has recorded its worst measles outbreak since 1991, according to official figures released on Friday, a serious uptick in cases as vaccine hesitancy grows. In just seven months of the current year, 2,318 confirmed cases of the highly contagious illness have been recorded, according to the Centers for Disease Control and Prevention. That surpasses the total for 2025, a year that had already shattered records, posting 2,289 cases and three deaths including two young children. A total of 9,643 cases were reported in 1991. “We are witnessing an avoidable crisis that disproportionately hurts children,” said Andrew Racine, president of the American Academy of Paediatrics. Measles causes fever, respiratory symptoms and skin rashes. In some cases, it can also lead to more severe complications including pneumonia and brain inflammation, which can lead to serious long-term impacts and death. Published in Dawn, July 25th, 2026

Oman is cozying up to China as US throws Mideast into disarray
Earlier this month, Chinese Vice Foreign Minister Miao Deyu met with Omani National Security Council Secretary-General Idris Abdulrahman Al Kindi. The pair reaffirmed support for each other’s core interests, discussed deepening cooperation between the Belt and Road Initiative and Oman Vision 2040, and talked about regional security issues. During the visit, Al Kindi also met with Chinese Communist Party (CCP) official Jin Xin. Both sides expressed interest in expanding bilateral exchanges and cooperation, while Oman said it hopes to learn from the CCP’s governance experience and strengthen collaboration in trade, investment, industrial parks, and tourism. The meeting was notable for the level of representation. The participation of Oman’s National Security Council secretary-general suggested that bilateral engagement is expanding beyond trade toward political and strategic consultation. It also sent clear messages to Beijing that China is becoming a broader strategic partner, and to Washington that Muscat intends to preserve its foreign policy independence. “Oman survives by ensuring that no single relationship can hold its sovereignty hostage,” said Hamed S. Al Ghaithi, senior research associate at Country Risk Solutions, in an interview with RS, noting that diversification of partnerships is the “oldest instinct in modern Omani statecraft.” “What the war has done is convert a preference into a necessity,” he said. As tensions with Washington rise and the fallout from the Iran war reverberates across the Middle East, Oman is seeking greater strategic autonomy by diversifying its international partnerships. Its expanding relationship with China is a critical part of that agenda, as Muscat seeks to gain greater flexibility without abandoning its longstanding security ties with the United States. At stake is a fundamental question about the extent to which the U.S. will show flexibility to smaller states that seek to navigate among competing centers of power in an increasingly multipolar world rather than align exclusively with Washington. Oman, known for its independent foreign policy, has long balanced relations among regional states and global powers, embracing the role of a neutral mediator and partner. It is not seeking a grand pivot away from the West. But it is hoping to preserve strategic autonomy and strengthen its resilience in an increasingly multipolar world. Within this context, Oman’s relationship with China warrants particular attention. Diversifying without realignment Recent events have reinforced Omani concerns about excessive dependence on Washington. Particularly concerning from Oman’s point of view were the Trump administration’s decision to sabotage Omani-facilitated diplomacy with Tehran in late February by launching a reckless war on Iran, as well as Trump’s subsequent threat to “blow up” Oman amid reports that Muscat was in talks with Tehran to impose a joint toll on the Strait of Hormuz. “From Muscat’s perspective, a country that has acted for decades as a reliable mediator and maintained constructive relations with Washington should not be publicly threatened merely because it refuses to surrender its independent foreign policy,” said an Omani geopolitical analyst who spoke to RS on the condition of anonymity. “Oman is therefore likely to deepen relations not only with China, but also with European powers, India, Russia, and other Asian states. The objective is not to replace one dependency with another. It is to create a wider network of economic, diplomatic, technological, and security partnerships that gives Oman greater room to maneuver,” he explained, adding that a “more openly multipolar Omani foreign policy” could become the outcome. “Oman’s neutrality and mediation role will remain central, but Muscat may become more assertive in defending its sovereignty and less willing to accommodate pressure to choose sides.” Oman generally avoids dramatic realignments. Instead, Muscat is seeking to expand relationships incrementally, preserving longstanding Western security ties while deepening diplomatic, economic and political engagement with China and other Asian partners. “Oman is not exchanging one patron for another,” said Al Ghaithi. “It is redistributing risk so that it never again faces a moment where a single capital can dictate its choices.” The broadening China-Oman partnership While energy remains the foundation of Sino-Omani relations, the partnership is likely to broaden into more investment and partnerships in logistics, manufacturing, renewable energy, and digital infrastructure, reflecting the alignment between Oman Vision 2040 and China’s connectivity ambitions. As a credible and effective intermediary in the Middle East, Oman pursues a diplomatic approach to regional security dilemmas that gives Beijing ample reason to view Muscat as a valuable partner. As China constantly works to build up its image as a champion of political dialogue and international law, as well as a constructive stakeholder in the Middle East, Beijing and Muscat’s cooperation stands to extend into new domains including crisis management, maritime governance, and the facilitation of post-conflict regional diplomacy. That both countries, along with Iraq, used their diplomatic leverage to help bring Saudi Arabia and Iran to renormalization of formal relations in March 2023 underscored such synergies between Oman and the Asian giant. “China and Oman share an interest in preventing the Strait of Hormuz from becoming either a battlefield or an instrument of political coercion. China requires uninterrupted energy flows, while Oman requires stability, freedom of navigation and respect for the sovereignty of the states bordering the Strait. This creates a strong basis for maritime and diplomatic coordination,” the Omani analyst told RS. “China may also find Oman useful as a diplomatic bridge. Oman maintains experience in mediation and communication with parties that often refuse to speak directly to one another. China, meanwhile, seeks to present itself as a supporter of diplomatic settlements and a significant political actor in the Middle East. Cooperation between the two countries could therefore extend into conflict de-escalation, maritime arrangements and post-war regional dialogue,” he added. As bilateral ties strengthen, security cooperation is also likely to expand in areas like maritime security coordination, cybersecurity, counterterrorism, military education, intelligence exchanges on non-traditional threats, and limited defense procurement in areas where Chinese systems offer practical advantages. However, such cooperation is likely to remain confined within clear boundaries. Muscat favors selective diversification on security issues rather than alliance commitments or permanent military basing. Balancing great powers without choosing sides Oman’s longstanding defense relationships with the U.K. and U.S. make it highly unlikely that China will replace Western partners as Muscat’s principal security guarantor. Instead, recent regional instability has reinforced Oman’s preference for balanced partnerships that preserve strategic autonomy while expanding its diplomatic and economic options. Muscat will take necessary steps to avoid too much economic dependence on China, which could undermine the Sultanate’s sovereignty. This balancing strategy reflects a broader Omani view that strategic autonomy depends not on choosing one external partner over another, but on maintaining the flexibility to work with multiple powers while protecting national interests. “Oman is the test case for whether small states can preserve multi-alignment in a bifurcating order and whether the United States can tolerate partners rather than merely clients,” Al Ghaithi said. “If the current pressure succeeds in forcing Oman to choose, Washington will not gain a more obedient ally; it will lose the region’s most useful diplomatic instrument, and China will inherit, at no cost, a partnership Americans spent two centuries building.” “The question worth asking is not whether Oman is drifting toward China, but why American policy is doing so much of the pushing.”

US walks out on France at UN Security Council
WASHINGTON: A rare public confrontation between two Western allies unfolded at the United Nations Security Council on Monday evening when the United States delegation walked out as the French ambassador began speaking. The dramatic gesture followed a sharp diplomatic exchange over human rights, the United Nations system and Washington’s decision to oppose the extension of the mandate of UN High Commissioner for Human Rights Volker Turk. While Washington and Paris exchanged sharp accusations over human rights and the future of the UN system, Pakistan chose not to enter the dispute, focusing instead on the Ukraine war and the need for diplomacy. The US protest was triggered by criticism from France after a General Assembly vote on extending Turk’s four-year mandate. The resolution received overwhelming support, with 144 countries voting in favour. The United States was among only 10 countries that opposed the extension. Pakistan stays out of US-France dispute, focusing instead on Ukraine conflict Following the vote, France’s UN Mission in Geneva publicly criticised Washington’s position, saying: “The US used to be a beacon of human rights. Not anymore.” The French statement also highlighted that the United States had voted against the resolution alongside countries including Russia and North Korea, a comparison that provoked an angry response from Washington. The Trump administration argued that the UN human rights system had become politically selective, accusing the High Commissioner’s office of focusing disproportionately on democratic countries such as the United States and Israel while failing to adequately challenge authoritarian governments. US Representative Jeff Bartos warned that the decision would have “consequences” and said it would lead to a broader reassessment of American funding for UN institutions. The dispute moved from public statements to the Security Council chamber. As French Ambassador Jerome Bonnafont took the floor, the American delegation staged a brief walkout in protest. After returning to the chamber, Alternate US Representative Dan Negrea sharply criticised the French comments, describing them as “disingenuous grandstanding” and “politicised drivel.” He said Washington would continue to skip French statements until Paris withdrew what he called “condescending and disrespectful rhetoric.” US Ambassador Mike Waltz also defended the move, accusing France of shifting attention away from its own decisions and claiming that Paris had chosen to “coddle some of the world’s worst human rights abusers” by supporting Turk’s reappointment. France, however, defended its position and the independence of the United Nations human rights system. Ambassador Bonnafont did not directly address the American walkout during his remarks. Instead, he emphasised the historic relationship between France and the United States, noting recent joint celebrations marking America’s 250th anniversary, while reiterating France’s commitment to maintaining an independent multilateral order. The clash reflected a wider disagreement between Washington and some of its traditional partners over the role of international institutions. Pakistan, meanwhile, maintained a careful distance from the confrontation. Speaking at the same Security Council meeting, Pakistan’s Ambassador to the United Nations, Asim Iftikhar Ahmad, focused entirely on the Ukraine war. Pakistan expressed “deep concern” over the continued escalation of the conflict, warning that attacks on civilians and critical infrastructure were causing an unacceptable humanitarian toll and affecting global food and energy security, particularly in developing countries. US govt advises Americans to leave Mideast
• US embassies urge citizens to ‘consider departing’ the region • Iran says any country acting as US defensive shield will be engulfed by flames of war • Official insists Tehran planning for worst-case scenarios • 30 commercial vessels redirected by US naval blockade, says Centcom • Tanker struck by ‘unknown projectile’ off Oman; Kuwait destroys hostile drones • Houthis deny plans to impose fees on ships sailing through Red Sea TEHRAN: United States embassies in capitals across the Middle East urged American citizens to beware of an “unforeseen escalation” in the regional conflict and asked them to be ready to leave on Saturday as Iran’s military accused the US of “escalating tensions” in the region and warned countries against cooperating with Washington. US embassies in Bahrain, Egypt, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia and the United Arab Emirates posted the alerts online. “Americans in the region should consider departing, or be prepared to depart should there be escalation,” said the security alert. The messages urged citizens to check flight details and to follow safety advice from local authorities. “Americans currently in the Middle East should exercise caution and heightened vigilance and should be prepared for flight cancellations, periodic airspace closures, and potential travel disruptions,” it said. Americans in Jordan were told not to visit US military bases there, which have recently come under Iranian missile attack, and in Israel they were urged to seek the location of the nearest bomb shelter. “The Iranian regime is unpredictable, as seen by its recent decisions to attack areas in the region without warning or provocations as well as to expand attacks to areas not previously targeted [such as Egypt],” said a post on the US Embassy Jerusalem site. The US embassy in Beirut said that the mission remained on “ordered departure status”, meaning that non-emergency US government personnel were still relocated outside of Lebanon. Iran’s warning “The United States is rapidly moving down the path of escalating tensions in the region,” said Ali Abdollahi, head of Iran’s military central command. “Any country serving as a defensive shield for criminal and aggressive America will be engulfed by the flames of war,” he said in a statement read on state television. The remarks came after US President Donald Trump reiterated threats to hit Iran “very hard”. US media reported he was considering renewed heavy attacks as soon as this weekend, including against energy infrastructure targets. This week, Iran and the US resumed overnight exchanges of fire after a days-long lull in fighting although there were no reported strikes overnight Friday to Saturday. Mohammad Mokhber, adviser to Iran’s supreme leader, also warned against any attacks on Iranian infrastructure. “You calculate through military equations, but we respond with the logic of history,” he wrote on X. “Attacking Iran’s infrastructure directly awakens the fault lines on which 250 years of your hegemonic architecture have been built.” Iranian President Masoud Pezeshkian praised the Iranian people as “heroes” for enduring the US-Israeli war on the country, Al Jazeera reported. Despite having endured “wars, pressure, and relentless hostilities”, Pezeshkian wrote on X, “The future of Iran will be shaped by the people of Iran.” Separately, Iran’s First Vice President Mohammad Reza Aref was quoted by the semi-official Fars news agency as saying that the country was preparing supplies for the next two years, without elaborating on the types of supplies, Al Jazeera reported. The official said maintaining peace among the people would continue to be the main priority and that the government was planning “even for the worst conditions”. Kuwait ‘destroys hostile drones’ On Wednesday a drone struck a US-owned gas vessel moored in an Egyptian port, causing a fire. Egypt is investigating but has not yet accused any group of launching the attack. Meanwhile an “unknown projectile” struck a tanker off the coast of Oman, a British maritime agency said on Saturday, as the United States and Iran vie for control of the Strait of Hormuz. Kuwait’s army also said on Saturday it had detected and destroyed hostile drones in the country’s airspace since dawn, and that what it described as an Iranian attack had targeted several vital facilities. A government facility in northern Kuwait and civilian property belonging to a company on Bubiyan Island were hit, it said, adding that falling shrapnel caused material damage but no casualties. Iran has effectively maintained control over navigation through Hormuz since the outbreak of the war, requiring vessels to obtain permission and pay transit fees before using the waterway. Maritime trade tracking firm Kpler said on Friday that traffic through the Hormuz strait has dropped “sharply”. US Central Command (Centcom) said that as part of the naval blockade of Iranian ports, American forces have redirected 30 commercial vessels, boarded two and disabled two others. Meanwhile, a merchant vessel safely passed through the Red Sea under the protection of the Italian frigate Bergamini, the European Union naval mission ASPIDES said on Saturday. ASPIDES, the EU’s defensive maritime security operation in the Red Sea, did not identify the vessel or disclose its flag, ownership or cargo details. Houthis deny plans to impose fees Separately, Yemen’s Houthi-run maritime coordination body denied on Saturday that it planned to impose fees on commercial ships transiting the Bab al-Mandeb strait, saying no such decision had been taken and that passage through the strategic waterway remained free. The Houthi-run Humanitarian Operations Coordination Center (HOCC) said its “safe transit service was a voluntary and cost-free service”. “The HOCC categorically confirms that any individual or entity requesting the payment of money in exchange for transiting the Bab el-Mandeb strait does not represent the Republic of Yemen or HOCC in any capacity whatsoever,” it said in a statement. “The HOCC urges shipping companies not to make any payments or provide any information to unauthorized individuals or entities,” it said. ABD G20'de Çin'in ticaret fazlasını hedef aldı
ABD Hazine Bakanı Scott Bessent, G20 Maliye Bakanları ve Merkez Bankası Başkanları toplantısında Çin'in küresel ticaret fazlasını hedef alarak "aşırı dengesizliklerin" refahı baltaladığını söyledi. Açıklama, Çin Devlet Başkanı Xi Jinping'in Washington'da ABD Başkanı Donald Trump ile yapması beklenen ikili zirveden haftalar önce geldi. Bessent'in Çin'in ticaret fazlasına yönelik eleştirisi, iki ülke arasındaki ekonomik gerilimin zirve öncesinde yeniden gündeme taşındığını gösteriyor. G20 platformunda yapılan bu çıkış, ABD'nin küresel ticaret dengesizliklerini ikili görüşmelerin ana başlıklarından biri haline getirebileceğine işaret ediyor. Toplantıda Çin tarafının konuya ilişkin resmi bir yanıtı haberde yer almadı. Maduro ABD Mahkemelerinin Uluslararası Hukuka Mesafesini Test Edecek
