Rome, Prague call for temporary ETS measures to counter energy-price shocks
(ANSA) - ROME, 01 OTT - Rome and Prague on Wednesday sent the European Commission an informal document, which ANSA has seen, with proposals for temporary measures to reduce the impact of the EU's Emissions Trading System (ETS) carbon market on energy prices ahead of the European Summit of October 15-16. The proposals include greater flexibility in the allocation of allowances, and a postponement of the entry into force of ETS 2 for transportation and buildings. Premier Giorgia Meloni discussed the ETS during a meeting with Czech Prime Minister Andrej Babiš in Prague on Tuesday after referred to joint proposals on it in the press conference that followed the encounter. "We have spoken about this many times before and, on several occasions, we have denounced how the carbon taxation system's current mechanisms create imbalances and end up artificially inflating prices," she said. "We have therefore put down in writing a number of proposals which we believe can effectively address this issue, calling in particular for: protection for sectors that are most exposed to international competition, by taking action on ETS allowance allocation mechanisms; limits on how carbon costs are passed on to electricity prices; greater transparency and monitoring of the ETS allowance market; a postponement of ETS 2's entry into force, as this also risks negatively impacting a system that, at present, above all, needs freeing up instead".
