    Analysis: Agriculture tax reform stalls at the farm gate

    Source: FBR THE first year of Pakistan’s unified agriculture income tax regime has exposed a stark gap between policy ambition and revenue collection, with provincial tax authorities collecting barely 2 per cent of the agricultural income declared by taxpayers during fiscal year 2025-26. The figures raise fresh questions about the effectiveness of the landmark reform introduced last year under a fiscal restructuring programme backed by the International Monetary Fund. Despite a harmonised legal framework and uniform tax rates across all four provinces, provisional data shows that around 445,000 taxpayers declared Rs306 billion in agricultural income in tax year 2025, while provincial governments provisionally collected only Rs5.62bn in agriculture income tax (AIT) during the outgoing fiscal year. Structural weaknesses, weak enforcement, political considerations and the influence of large landowners continue to undermine the provinces’ ability to collect AIT. Although the four provinces agreed on a harmonised legal framework and tax rates, each has adopted a different approach to implementing the tax. Agriculture income tax collection equals barely 2pc of declared income For fiscal year 2026-27, Sindh has aligned its super tax on agricultural income with the federal regime while abolishing the advance tax provision. Punjab and Khyber Pakhtunkhwa have taken the opposite course. Punjab has instead increased advance tax rates, signalling a greater reliance on advance tax collection, while KP has abolished super tax on high-income earners and retained its zone-based fixed tax per acre system. Balochistan has yet to disclose its AIT policy for the new fiscal year, as the provincial government has not shared its budget white paper 2026-27 and other documents despite repeated requests. Former chief economist Dr Mohammad Ahmed Zubair said agricultural income taxation sits at the heart of Pakistan’s most entrenched political economy fault lines. Provincial governments are effectively captured by the landed class, so any attempt to tax agricultural income becomes a tax on the governing coalition itself. “IMF pressure exposes the contradiction but cannot resolve it,” he remarked. “The reluctance to tax agricultural income reflects a deeper state-capacity deficit: provinces lack both the administrative machinery and the political autonomy to confront powerful rural constituencies,” the chief economist said, adding that the IMF programme has exposed the gap between formal policy commitments and the political will needed to enforce them. A province-wise analysis of the provisional data shows considerable room to improve AIT collection. Punjab accounted for the largest share of agricultural income declared in tax year 2025, yet it collected tax equivalent to only 1.56pc of that income. Sindh recorded the highest collection ratio at 3.22pc, followed by Balochistan at 2.41pc. KP collected tax equivalent to 1.49pc of declared agricultural income. The weak collection ratios suggest that agriculture income tax remains one of the few untapped sources of provincial revenue at a time when provinces are under increasing pressure to mobilise their own resources from direct taxes. Associate Professor of Economics at LUMS, Dr Ali Hasnain, said provinces would have to rely more on constitutionally assigned taxes, particularly AIT, as the federal government’s fiscal space narrows and development spending comes under pressure. He cautioned, however, that taxing agricultural income would remain challenging because of weak land records, fluctuating farm incomes and the political influence of large landowners. He argued that an effective system could protect small farmers while ensuring large commercial farmers and absentee landowners contribute a fair share of taxes. Despite administrative reforms, structural challenges continue to limit the effectiveness of AIT in the provinces. Political patronage, weak land title clarity, and the entrenched patwari culture within revenue departments remain key obstacles to enforcement. Data gaps persist, with land and crop records often incomplete or inconsistent even under digitisation initiatives. Officials claim the agriculture sector is no longer serving as a tax shelter, though concerns remain about reporting of expenditures and losses, and uneven implementation. Punjab Punjab presents the clearest example of the gap between declared agricultural income and actual tax collection. The province had originally projected Rs10.5bn in AIT collection for fiscal year 2025-26 but later revised the target downward to Rs3.9bn in the 2026-27 budget, implying a shortfall of Rs6.6bn, or nearly 62pc. The achievement of the revised collection will not be clear until final figures are compiled at the end of June. Despite missing the original target by a wide margin, the province has set an even higher collection target of Rs12.5bn for fiscal year 2026-27, signalling stronger enforcement measures to improve compliance. Official data shows that around 396,000 taxpayers in Punjab declared Rs293bn in agricultural income in their federal income tax returns for tax year 2025. Although agricultural income is exempt from federal income tax and falls under provincial jurisdiction, the declarations provide a clear indication of the taxable base available to provincial authorities. The wide gap between declared income and actual tax collection points to significant untapped revenue potential among land-owning elites in the province. According to the Seventh Agriculture Census 2025, Punjab had about 5.05 million farms spread over 31.04m acres, of which 29.6m acres were under cultivation. The average farm size was 6.1 acres, with 5.9 acres cultivated. These indicators suggest a substantial portion of agricultural income remains outside the effective tax net in the province. In the 2026-27 budget, the main policy measure was an increase in advance tax rates. Landholdings exceeding 12.5 acres will now pay a flat advance tax of Rs1,000 per acre, replacing the previous slab-based system under which rates ranged from Rs300 to Rs500 per acre. Advance tax on irrigated orchards has also been increased from Rs600 to Rs1,000 per acre, while the rate for non-irrigated orchards has risen from Rs300 to Rs500 per acre. At the federal level, the government has raised the super tax exemption threshold to Rs500m while reducing the maximum rate to 8pc from 10pc. However, corresponding changes do not appear in the Punjab Finance Bill 2026, and there are unconfirmed reports the province may abolish the agriculture income super tax altogether. Repeated requests to the Senior Member of the Board of Revenue for clarification remained unanswered. According to the provincial budget white paper 2026-27, reforms since 2024 include revised tax slabs, stronger enforcement powers, enhanced penalties, longer reassessment periods and greater use of digital systems to improve transparency. The white paper also acknowledges that revenue collection will remain vulnerable to higher input costs, changing cropping patterns, export disruptions and climate-related shocks, all of which could limit AIT collection in the short term. Sindh Sindh’s agriculture income tax performance also remains well below potential, with a wide gap between declared farm income and actual tax collection. The province had set an AIT target of Rs6bn for fiscal year 2025-26 but revised it downward to Rs1.9bn in the 2026-27 budget, reflecting a sharp revenue shortfall. For the new fiscal year, the target has been reset at Rs6bn. Unlike the other three provinces, where the Board of Revenue administers AIT, Sindh has assigned the responsibility to the Sindh Revenue Board (SRB). Even so, tax compliance remains weak. Around 45,000 taxpayers declared agricultural income of Rs44bn in their tax returns for tax year 2025, suggesting the province has a much larger taxable base than current collections indicate. As in Punjab, land-owning elites in Sindh pay a negligible tax compared with what is actually due on their incomes. The Seventh Agriculture Census 2025 also points to significant untapped potential. Sindh has about 1.83m farms spread across 8.1m cultivated acres, including 7.3m irrigated acres. The average farm size is 5 acres, with 4.4 acres under cultivation. Despite this sizeable agricultural base, tax collection remains modest. The Sindh government has opted for a different policy approach from Punjab. In the 2026-27 budget, it aligned the super tax on agricultural income with the revised federal rates, reducing the maximum rate from 10pc to 8pc for income exceeding Rs500m. It has also abolished the advance agriculture income tax, signalling a shift towards assessment-based taxation, and rationalised penalties for late filing to encourage compliance, while adopting the federal income tax slabs, including the annual exemption threshold of Rs600,000. Officials at the SRB say the board has accelerated efforts to document a sector that has historically remained outside the tax net, using online registration and return-filing systems supported by data-sharing arrangements with federal and provincial agencies. They add that the board is using active taxpayer lists, satellite imagery and drone surveys to verify cultivated land, and plans to introduce risk-based audits and integrate bank and mill data on growers from the next fiscal year. Whether these reforms translate into higher revenue will only become clear over time. Khyber Pakhtunkhwa KP has shared a similar performance with other provinces in generating revenue from AIT, with collections remaining well below the sector’s apparent potential. The province had projected AIT collection of Rs130m for fiscal year 2025-26 but had collected only around Rs80m by the end of May, making it unlikely the target will be achieved. For fiscal year 2026-27, the target has been raised modestly to Rs160m. Official data shows that about 14,000 taxpayers declared agricultural income of nearly Rs9bn in their federal income tax returns for tax year 2025, suggesting a substantial portion of taxable agricultural income remains outside the provincial tax net. As in other provinces, the land-owning elite is largely unwilling to pay taxes due on its income. The Seventh Agriculture Census 2025 also indicates considerable untapped potential. KP has about 4.17m farms covering 8.8m acres, of which 7.2m acres are under cultivation. The average farm size is 2.1 acres, with 1.7 acres cultivated, reflecting high revenue potential relative to declared income. Unlike the other provinces, KP has abolished the super tax on high-income agricultural earners in the 2026-27 budget, while retaining its zone-based fixed agriculture income tax system with an exemption threshold of 12.5 acres. Punjab, Sindh and Balochistan continue to impose super tax on higher agricultural incomes. Officials at the Board of Revenue said the province has developed an agriculture income tax web portal to digitise tax administration and ensure cashless payments, though the portal has yet to be launched. Until stronger enforcement and digital systems become fully operational, the province is likely to continue struggling to translate declared agricultural income into actual tax revenue. Balochistan Balochistan’s AIT performance reflects not only weak revenue collection but also a lack of transparency in fiscal reporting. Unlike the finance departments of the other three provinces, the Balochistan government has yet to release its budget white paper for fiscal year 2026-27, despite repeated requests from the media and the legal requirement to make key budget documents public. Senior officials of the finance department did not respond to requests for comment. The province had set an AIT target of Rs1.25bn for fiscal year 2025-26 but had collected only about Rs92m by the end of May, leaving a substantial revenue gap. A finance department official said the target for fiscal year 2026-27 would be doubled, although he could not provide the exact figure, as the absence of the budget white paper has left the official target unavailable. Official tax data also points to considerable untapped revenue potential. Around 2,600 taxpayers declared nearly Rs4bn in agricultural income in their federal income tax returns for tax year 2025, suggesting a significant share of taxable agricultural income remains outside the provincial tax net, while administrative capacity to enforce compliance remains limited. According to the Seventh Agriculture Census 2025, Balochistan has about 630,000 farms with the country’s largest average farm size at 16.1 acres, although only 12.2 acres per farm are under cultivation. The large average landholding indicates potential for agriculture income taxation, even though cultivated acreage remains relatively low. Officials say the province broadly follows the harmonised agriculture income tax framework adopted by the other provinces, but details of its implementation remain unclear in the absence of official budget documents.     NA panel seeks report on railway encroachments, update on ML-1

    ISLAMABAD: The National Assembly’s Standing Committee on Railways on Thursday directed Pakistan Railways to submit a detailed report on encroachments along various sections of the railway network, particularly in Karachi, Hyderabad and other parts of the country. The committee also directed the Ministry of Railways to provide a comprehensive briefing at its next meeting on the progress of the restructuring and revival plan, as well as the Main Line-1 (ML-1) project and the proposed freight corridor from Pipri to Karachi. The meeting of the National Assembly’s Standing Committee on Railways was held at Parliament House, with MNA Ramesh Lal presiding in the absence of the chairman. The committee reviewed matters relating to railway safety, the implementation of previous recommendations and the overall performance of Pakistan Railways. It confirmed the minutes of its previous meeting held on Jan 14 and reviewed in detail the implementation status of its earlier recommendations. Pakistan Railways officials gave a comprehensive briefing on recent railway accidents, including the collision involving the Shalimar Express at Lakha Road Station in the Sukkur Division and the derailment of the Tezgam Express on the Lodhran-Bahawalpur section. The committee was informed about the causes of the accidents, the findings of departmental inquiries and the disciplinary action initiated against officials found responsible. It was also briefed on the restructuring, revival and growth plan for Pakistan Railways. The briefing covered the strategic direction, governance framework, institutional reforms and implementation strategy envisaged under the plan. The committee reiterated its direction to the ministry to provide a comprehensive briefing at its next meeting on the progress of the restructuring and revival plan, as well as the ML-1 and freight corridor projects. The meeting was attended by MNAs Ibrar Ahmed, Waseem Qadir, Muhammad Numan, Sadiq Ali Memon, Dr Mehreen Razzaq Bhutto, Syed Waseem Hussain, Ahmed Saleem Siddiqui and Muhammad Ilyas Choudhary. The secretary of the Ministry of Railways, secretary of the Pakistan Railways Board, chief executive officer of Pakistan Railways, along with other senior officers and officials of the ministry and Pakistan Railways, also attended the meeting. Separately, a high-level meeting chaired by Federal Minister for Railways Hanif Abbasi reviewed the ongoing digital transformation of Pakistan Railways and digital projects planned for the next financial year. The meeting was attended by the secretary railways, the chief executive officer of Pakistan Railways, members of the IT team and other senior officials. Participants reviewed the progress of ongoing digitalisation projects and discussed targets for the next financial year. Speaking on the occasion, Mr Abbasi said that, in line with the prime minister’s vision, Pakistan Railways was undergoing the biggest digital transformation in its 78-year history and making significant progress in adopting digital technologies. The meeting was informed that ticket booking for more than 100 trains was currently available through the Pakistan Railways’ Rabat application, while rapid progress was being made on cashless e-ticketing, free Wi-Fi at major railway stations, a freight management system, rolling stock tracking and other modern facilities. Participants were also informed that 60 major railway stations across the country had been digitalised, while the Railway Helpline 117 had been activated round the clock, with trained IT staff providing assistance to passengers. It was further informed that free Wi-Fi had been provided at major railway stations, covering about 70 per cent of passenger traffic so far. The meeting also reviewed plans to establish smart and safe stations at other major railway stations following the inauguration of the Smart and Safe Railway Station in Rawalpindi.     Two get death sentence for ‘blasphemous’ Facebook post in Sahiwal

    SAHIWAL: Two men were awarded a death sentence on Thursday for making a blasphemous post on Facebook in 2024. Along with the death penalty, AntiTerrorism Court Special Judge Ziaullah Khan also awarded the convicts seven-year imprisonment and a fine of Rs1.5 million each. According to the police, both men were booked in the FIR under the PPC Section 295-C, sections 7 and 9 of the Anti-Terrorism Act (1996), and sections 10 and 11 of the Prevention of Electronic Crimes Act (2016). The case was registered on Sept 22, 2024, with Chichawatni Saddar Police Station on the complaint of Assistant Sub-Inspector Shamasul Hasan Sabri. The police alleged that ASI Sabri, along with constables Imran Hyder and Mudasir Jahangir and driver Wakeel Ahmed, was on patrol duty when he saw a blasphemous post on the Facebook account of the man, a resident of a Chichawatni village, and the post was also shared by the other man, a resident of Talagang, on his own Facebook account too. The police went to Talagang to arrest the man. The police alleged that the post had hurt the Muslims’ sentiments and tried to create religious hatred among communities. In his verdict, the judge convicted and sentenced the men to death and seven-year jail term and imposed a fine. Both convicts were shifted to the Central Prison, Sahiwal.     Three women held for drug trafficking in Dera Ghazi Khan

    DERA GHAZI KHAN: Three women, including two sisters, were arrested in DG Khan for alleged drug trafficking and over 6.8kg of crystal meth was also recovered from them. The Gaddai Police arrested the three women in separate anti-narcotics operations and claimed to have recovered more than 6.8kg of crystal meth (ice) worth millions of rupees. According to the police, the arrests were made during an ongoing crackdown against drug traffickers in different areas of the city. Separate cases have been registered against the accused under the Anti-Narcotics Act and further investigations are underway. Police said that two operations were conducted in the Shehzad Colony, near the general bus stand, on the basis of information provided by an informer. 6.8kg of crystal meth recovered In the first raid, police arrested Sana and recovered 2,200 grams of ice from her possession. In a separate raid, her sister Kiran was arrested with 2,150 grams of ice. In the third operation carried out in the City Garden, police arrested Humaira alias Sabira Sultana on a tip-off. During the raid, 2,450 grams of ice was allegedly recovered from her possession. Police said investigators were questioning the suspects to trace the drug supply network, identify facilitators, and arrest other individuals involved in the illegal trade. Police also claimed that two drug smugglers were arrested after the Sakhi Sarwar Police foiled a bid to smuggle 43kg of narcotics from Balochistan to Punjab in two separate operations. Police claimed the recovered drugs included 3kg of crystal meth (ice) and 40kg of hashish. It is pertinent to mention that the alleged smugglers had crossed at least three checkposts of the border military police, including Bewata, Khair and Rakhi Gajj, after entering Punjab before being caught at the Sakhi Sarwar checkpost. In the first operation, the Sakhi Sarwar Police claimed that during a routine checking operation Ijaz Ahmed, a resident of Ziarat district of Balochistan, was arrested and 3kg of ice was recovered from his possession. In another operation, police arrested Akhlaq, a resident of Kohlu District, Balochistan and 40kg of hashish was recovered from him. Police said separate cases have been registered against both suspects under the Anti-Narcotics Act. Investigators were working to trace the inter-provincial drug trafficking network, identify facilitators, and apprehend other individuals involved in the smuggling operation, police said.     Blast at Damascus cafe leaves six dead

    BEIRUT: A bomb blast at a crow­ded cafe in central Damascus killed at least six people and wounded 22 others on Thursday, Syrian state media reported. There was no immediate claim of responsibility. Syrian state television said an explosive device had been planted at the cafe, near the Palace of Justice in the centre of the capital. Damascus Governor Maher Idlibi said the blast was caused by a crud­ely made improvised explosive devi­­ce, according to Syrian state media. Videos that circulated on social media showed wounded people and blood on the floors of a cafe, purportedly the site of the blast. A correspondent saw ambulances weaving through traffic with their sirens blaring as they headed to the site, and security forces cordoned off the area of the blast. “The explosion that occurred in a cafe near the Palace of Justice in Damascus resulted from an explosive device planted in the location,” state television said. Nour Khayyat, 40, who owns a shop selling batteries for solar panels near the site, said that “at about 3pm, I heard a powerful blast and the storefront shook”. “People rushed to the cafe and called ambulances,” he added. Mohammed al-Dahabi, the owner of a glasses shop next to the targeted cafe, was trembling as he described the explosion, telling this news agency: “I felt strong pressure, and the whole place shook”. “I ran to the place and saw people lying on the floor with blood pooled around them everywhere,” he added, saying the scenes recalled the bombings Damascus experienced during Syria’s nearly 14-year civil war. ‘Malicious parties’ Arriving at the scene, Damascus governor Maher Eldibi said an investigation had been launched. “Those responsible for this bloodshed will be punished,” he said. “Each time the country sees a period of stability, malicious parties try to destabilise it.” Since the toppling of longtime ruler Bashar al-Assad in December of 2024, Syria’s new authorities led by President Ahmed al-Sharaa have sought to exercise full control, restore security and reunify the country. Damascus has been the site of multiple attacks and incidents since the new authorities took over. The attack presents another security challenge to the Syrian government of President Ahmed al-Sharaa, who took control after overthrowing former President Bashar al-Assad in late 2024. Assad’s ouster effectively ended more than 14 years of civil war. Damascus has witnessed a handful of security incidents since then, including a car bomb that killed one Syrian soldier and wounded at least 18 people outside the defence ministry in May. Although no group claimed responsibility for Thursday’s blast, the militant Islamic State group has sought to exploit the security vacuum created by Assad’s ouster by reactivating sleeper cells, recruiting fighters and moving weapons as the new government extends its authority across the country, security officials had said. The group announced earlier this year what it described as a new pha­se of operations against Sharaa’s government. The group is far weak­­er than when it controlled lar­ge parts of Syria and Iraq before the collapse of its self-declared caliphate in 2019.     Two get death sentence for ‘blasphemous’ post in Sahiwal

    SAHIWAL: Two men were awarded a death sentence on Thursday for making a blasphemous post on Facebook in 2024. Along with the death penalty, AntiTerrorism Court Special Judge Ziaullah Khan also awarded the convicts seven-year imprisonment and a fine of Rs1.5 million each. According to the police, both men were booked in the FIR under the PPC Section 295-C, sections 7 and 9 of the Anti-Terrorism Act (1996), and sections 10 and 11 of the Prevention of Electronic Crimes Act (2016). The case was registered on Sept 22, 2024, with Chichawatni Saddar Police Station on the complaint of Assistant Sub-Inspector Shamasul Hasan Sabri. The police alleged that ASI Sabri, along with constables Imran Hyder and Mudasir Jahangir and driver Wakeel Ahmed, was on patrol duty when he saw a blasphemous post on the Facebook account of the man, a resident of a Chichawatni village, and the post was also shared by the other man, a resident of Talagang, on his own Facebook account too. The police went to Talagang to arrest the man. The police alleged that the post had hurt the Muslims’ sentiments and tried to create religious hatred among communities. In his verdict, the judge convicted and sentenced the men to death and seven-year jail term and imposed a fine. Both convicts were shifted to the Central Prison, Sahiwal.     Senate panel calls for probe into foreign-funded power projects

    • Decision taken unanimously by Senate Standing Committee on EAD • Division says it cannot directly order FIA, NAB inquiry into another ministry’s projects • Senators criticise EAD letter questioning committee’s jurisdiction ISLAMABAD: The Senate Standing Committee on Economic Affairs Division on Thursday decided to brief the prime minister on irregularities and alleged corruption in foreign-funded projects in the power sector and directly ask the Federal Investigation Agency (FIA) and the National Accountability Bureau (NAB) for detailed investigations. The decision was taken unanimously by the committee, presided over by Senator Saifullah Abro, after the Economic Affairs Division apparently expressed its inability to order an inquiry into projects of another ministry. Senator Kamran Murtaza expressed displeasure that an EAD section officer had written a letter stating that the matter did not fall within the committee’s jurisdiction. He said the committee should first determine whether it had the authority to proceed, adding that if it lacked jurisdiction, there would be no purpose in continuing the meeting. Senator Kamil Ali Agha termed the letter an attempt to create confusion and divert attention from significant irregularities and alleged corruption identified by the committee in various foreign-funded projects across the country. He observed that the letter reflected an adversarial approach towards parliamentary oversight and expressed concern that such actions could undermine the committee’s efforts to ensure transparency, accountability and pro­per utilisation of foreign-funded resources. He maintained that the Senate’s constitutional role was to monitor state institutions. He said the wording of the letter gave the impression that those responsible for obtaining foreign loans believed they alone were entitled to decide how those funds would be used without parliamentary scrutiny. Chairman Senator Saifullah Abro questioned whether EAD Secretary Humair Karim was satisfied with the contents and wording of the letter issued by the section officer. The EAD secretary accepted full responsibility for the letter and its contents. However, he said, there was no element of disrespect towards parliament in the letter and that Senate recommendations had always been implemented. He explained that the committee had earlier directed his division to write to the FIA and NAB regarding matters related to the Power Division. However, he said, the EAD could not directly write such a letter against another ministry and had therefore sought legal opinion from the Ministry of Law to determine the procedure applicable to the EAD under the Rules of Business. He also acknowledged that the wording of the letter could have been drafted with greater care and sensitivity. Senator Murtaza said if the EAD secretary accepted the contents of the letter, it implied that senators had exceeded their authority. He said the committee did not object to the ministry seeking legal opinion and would respect the legal opinion once received. He also appreciated the EAD secretary for accepting responsibility. Senator Murtaza said foreign-funded loans were largely utilised for projects in Punjab, while the financial burden arising from cost escalations and corruption was ultimately borne by provinces, including Balochistan and Khyber Pakhtunkhwa. He said designs in foreign-funded projects were frequently altered after loan approvals, no action was taken against responsible officials and contract prices were deliberately kept low initially so that costs could later be increased. Senator Dilawar Khan said the committee had identified major irregularities in projects financed through foreign loans. He said the EAD facilitated foreign borrowing while project implementation remained the responsibility of executing ministries. He questioned why the EAD felt the need to seek legal opinion instead of acting on the committee’s recommendations. He also maintained that the mandate of the ministry, as defined in the Rules of Business, 1973, consisted of internal administrative rules and did not require legal opinion for implementing Senate committee directives. Chairman Senator Abro stated that alleged corruption in foreign-funded projects had been established during previous committee meetings atten­ded by EAD officials as well. He reca­lled that the committee had instructed the EAD to refer projects involving allegations of corruption to NAB and the FIA for further investigation. He asserted that the Senate committee itself had the authority to directly refer matters to the Public Accounts Committee, NAB and the FIA, but had instead asked the EAD to act in order to strengthen its oversight role in foreign-funded projects. He observed that the prime minister had suspended nine senior officers and four members of the National Highway Authority on the basis of the committee’s findings and had not sought legal opinion from the Ministry of Law and Justice before taking action. The chairman warned that the committee would express regret in its communication to the PAC, NAB and FIA by specifically mentioning the non-cooperation of both the EAD and the Power Division. Abro said the senior EAD management had the responsibility to ensure institutional accountability and effective governance. He directed the EAD to advise its officials to extend full cooperation to parliamentary committees and facilitate their proceedings rather than creating procedural impediments in the discharge of their oversight functions. Senators Mahmoodul Hassan, Syed Waqar Mehdi, Kamran Murtaza, Kamil Ali Agha, Haji Hidayatullah Khan and Ahmed Khan proposed that the committee’s investigation report and recommendations be forwarded to the prime minister, PAC, NAB and FIA for necessary action. The committee then unanimously decided to write directly to NAB and the FIA, seeking inquiries into two Power Division projects and other projects. It also directed the EAD to submit, within three days, all correspondence exchanged with the ministry concerned along with its implementation report. Tatari, 2011 yılında başlayan gösterilerin ilk aşamada tamamen barışçıl olduğunu vurgulayarak, halkın silahlı mücadeleden özellikle kaçındığını söyledi. Tartus'ta sokaklarda insanların devrim bayraklarıyla kutlamalar yaptığını anlatan Tatari, yıllarca cezaevinde kalmasına rağmen dışarıdaki insanların da büyük bir baskı altında yaşadığını düşündüğünü dile getirdi. ‘SABIRLI OLALIM’ Suriye halkına da mesaj veren Tatari, ülkede yaşanan geçiş sürecinde sabırlı olunması gerektiğini söyledi.     A massacre is looming in Sudan. Can the US stop it?

    Massad Boulos, the Trump Administration's top adviser for Africa and point man on Sudan, recently spoke before the United Nations Security Council and warned that the international community “cannot sit back” while El Obeid, a city of over roughly half a million people, becomes another El Fasher. El Fasher was the last major city in Sudan’s Darfur region still outside the control of the Rapid Support Forces (RSF), a paramilitary force that has been fighting Sudan’s national army, the Sudanese Armed Forces (SAF), in a civil war that recently entered its fourth year. The war has morphed into a regional proxy conflict, with the United Arab Emirates (UAE) backing the RSF, while Egypt and Turkey have emerged as the army’s primary backers, providing weapons, drones, and training. When El Fasher fell in October 2025, more than 6,000 civilians were killed in three days. The U.N. said the campaign bore the “hallmarks of genocide.” The Biden administration also determined that the RSF had committed genocide in other parts of Darfur in 2024. The same day that Boulos spoke before the Security Council, the U.S. Treasury Department announced sanctions on individuals and entities linked to both sides of Sudan’s civil war. Four days before that, State Department Spokesman Tommy Piggot warned that “mass atrocities could be imminent” in El Obeid. At the time of these warnings from Trump administration officials, Secretary of State Marco Rubio had just completed a Gulf tour, reassuring allies shaken by the U.S.- Iran war. During the trip, Rubio told reporters in Kuwait that Washington “continues to engage” on Sudan with Gulf states at every opportunity. At a Senate Foreign Relations Committee hearing weeks earlier, Rubio acknowledged that Sudan’s war had “turned into a proxy war” where “the divisions between the UAE and Saudi Arabia have truly complicated our ability to bring that to an end.” But rather than take the lead in resolving those differences, his proposed solution was identifying safe zones for aid distribution. Saudi Arabia backs Sudan’s military politically, while the UAE is the RSF’s principal supplier of arms and mercenaries — a finding that Washington effectively endorsed through its own sanctions, having designated multiple UAE-based companies in January 2025 for providing the RSF with weapons and financial cover. Despite Washington’s own warnings of what's to come, the political inaction means that the situation for the people of El Obeid is bleak. The RSF has set its sights on El Obeid because of its strategic location, linking Darfur to the Nile Valley and the capital, Khartoum. Whoever controls the city controls the central axis of movement across Sudan. The RSF has been striking the city with drones for weeks, destroying the main power transformer, fuel stations, bridges and supply routes into the city. Food and water prices have risen dramatically and a hunger crisis looms. Against this background, Britain and six European Governments issued a joint call for an immediate halt, stating that “this is a critical moment, and the international community must act.” The U.N. secretary-general’s personal envoy for Sudan, Pekka Haavisto, called the RSF’s leader directly. The RSF commander assured him that civilians would not be targeted. He said the same to diplomats before the genocides of El Fasher and El Geneina. Friday’s Treasury sanctions, meanwhile, reflect how much Washington knows and how little it chooses to act. On the RSF side, the Treasury sanctioned the middlemen who recruit Colombian mercenaries to fight for the RSF, but those designations ignore the Abu Dhabi-based security company that recruited, trained, and transported them from Emirati airports to the battlefields of Darfur. An investigation by The Sentry found that Ahmed al-Humairi, a senior Emirati official, founded and once fully owned the company at the center of that network. He has since divested his shares, but he remains closely linked to the company’s current CEO, fellow Emirati businessman Mohamed Hamdan al-Zaabi. The UAE denies all of this, but members of Congress and Secretary of State Marco Rubio have all openly acknowledged the UAE’s role in arming the RSF. Despite the fact that this is now public knowledge, arms sales to the UAE have not been conditioned, nor has Abu Dhabi faced any real consequences from Washington. The reason is not hard to find. The UAE has pledged $1.4 trillion in investment in the U.S. — a commitment reaffirmed even as the U.S-Israel war on Iran left UAE infrastructure dangerously exposed to Iranian strikes. At the G7 summit in mid-June, President Trump met Emirati President Mohammed bin Zayed, called him a “warrior,” and marveled at his wealth, saying: “when you’re that rich, you can speak that low.” The United Kingdom is running the same calculation as Washington. This has prevented any serious action at the U.N. Security Council, where the U.K. holds the most consequential position as Sudan’s penholder, meaning it is the country formally responsible for leading the international response. In recent testimony before a British parliamentary committee, Yale Human Rights investigator Nathanial Raymond revealed that the Foreign, Commonwealth & Development Office has suppressed evidence linking the UAE to the RSF due to its prioritization of “economic, security, and diplomatic relationships with the UAE above preventing the intentional starvation, forced displacement, and the genocidal slaughter of tens of thousands of civilians living in El Fasher and its surrounding communities.” But Raymond’s testimony implicates Washington equally. He shared information linking UAE facilities to the RSF directly with the U.S. Treasury and State Departments, which in turn used the data to sanction RSF-linked companies in 2025. The Guardian reported separately that the State Department had blocked its own intelligence assessments on El Fasher that would have produced a formal genocide determination — one that would have potentially triggered mandatory government-wide responses under the Elie Wiesel Genocide and Atrocities Prevention Act, a law that President Trump himself signed into law in 2019. A source told the Guardian that the assessment was stopped in order to protect the strategic relationship with the UAE. Given the inaction at the executive level, it has fallen to Congress to try to force a different accounting. So far, it has failed. In the House, the U.S. Engagement in Sudanese Peace Act, led by Rep. Gregory Meeks (D-N.Y.) alongside 32 Democratic co-sponsors, would require the administration to name the countries arming the RSF and stop selling them weapons. It also demands a report tracing how American weapons ended up in Sudan. But the same legislation contains a presidential waiver. If sanctioning a country is deemed against the national interest, the president notifies Congress within fifteen days and walks away. The bill, it seems, was designed to corner the UAE, but the waiver also allows it to escape actual consequences. The Senate’s Preventing External Aggression and Conflict Escalation in Sudan Act of 2026, known as the PEACE in Sudan Act, is even softer on foreign arms suppliers. Where the House bill mandates sanctions, the Senate bill gives the president discretion: he “may” impose sanctions, according to the language of the bill. The national interest waiver is also present here. At a Senate Foreign Relations Committee markup in mid-June, Sen. Chris Van Hollen (D-Md.) tried to harden the government's obligations, when he introduced an amendment to the PEACE in Sudan Act that would have barred arms transfers to the UAE explicitly while it continues supplying the RSF. It failed in a 15-7 vote. Van Hollen’s response was the most concise summary of American policy on Sudan offered by a government official: “The United States shouldn't just be talking about ending the slaughter in Sudan. We should actually be using our leverage." Despite the growing movement at the congressional level, the administration has shown at every turn that Gulf relationships come first. The civilians of El Obeid know none of this will save them. They are simply listening for drones and hoping they are not the next El Fasher.

    Suriye Devlet Başkanı Ahmed el Şara, geçici parlamentonun 70 üyesini atayarak sekiz aydan uzun süredir devam eden meclis kurma sürecinde kritik bir aşamayı tamamladı. Suriye'de geçici parlamentonun kurulması için sekiz ay önce başlatılan süreçte yeni bir aşamaya geçildi.     3 Chakwal Crime Control Department officials sacked over extortion charges

    CHAKWAL: Three officials of the Crime Control Department (CCD) Chakwal were dismissed from service after allegations of misuse of authority were proven against them. The three officials are: ASI Masood Ahmed, Head Constable Mohsin Shah, and Constable Ahsan Javed. Two senior CCD officers confirmed the dismissal of the three officials to Dawn. “All three were dismissed from service,” CCD Regional Officer Rawalpindi SSP Hassan Jahangir Watoo told Dawn. A departmental inquiry was underway against the three officials following a complaint by Nasir Mehmood, a resident of Attock. The inquiry was assigned to SP Afzal Shah by the regional officer. The inquiry found the three officials guilty of misuse of authority and serious violations of departmental rules. Mr Mehmood had filed an application (copy available with Dawn) with the SHO of Kallar Kahar, stating that on the night between May 7 and 8, his employee Gul Zaib and driver Ameer Zaib were taking 30 cartons of cigarettes from Mardan to Lahore in a vehicle when three police officials stopped them near Kallar Kahar. A call was made from Gul Zaib’s number to Mr Mehmood’s business partner Mohammad Zaib, and one of the police officials demanded Rs3 million, saying, “Bring 3 million rupees and take your men and vehicle.” Mr Mehmood and Mr Zaib left Attock for Kallar Kahar and negotiated Rs1.4 million over the phone with the police officials. According to Mr Mehmood, at around 9am on May 8, he and Mr Zaib reached Kallar Kahar with Rs1.4 million. The police officials told them to exit at the interchange and come to Jheel Road. They stopped in front of Rescue 1122 office when three officials arrived in an unregistered Honda Civic. The three officials took Rs1.4 million from Mr Mehmood and Mr Zaib and said, “Your two men and the vehicle will arrive within ten minutes.” A short time later, Gul Zaib and Ameer Zaib arrived with their vehicle. According to Mr Mehmood, the three officials were from CCD Chakwal and were identified as ASI Masood Ahmed, Head Constable Mohsin Shah, and Constable Ahsan Javed. On Mr Mehmood’s complaint, District Police Officer Kashif Zulfiqar assigned the inquiry to SDPO Saddar Circle ASP Zaman Ali. According to sources, the inquiry proved the allegations and an order was also issued to register an FIR against them. The FIR was almost typed when senior CCD officials intervened and said that, as per SOPs, CCD itself would take departmental action against its personnel. Because of this, the FIR was not registered and the inquiry against the three officials was handed over to the CCD regional officer Rawalpindi, who assigned it to SP Afzal Shah.     Lahore Arts Council embarks on artistic heritage conservation project

    LAHORE: The Lahore Arts Council, Alhamra, has embarked on a conservation initiative to safeguard invaluable artistic heritage through the Museum Collection Conservation & Re-framing Project at the Alhamra Museum of Modern Arts. Supported by the Embassy of Germany, the project marks a significant milestone in the museum’s ongoing transformation into a modern cultural institution committed to international standards and the long-term preservation of the artistic treasures. The project forms a central component of renovation and upgrade of the Alhamra Museum of Modern Arts. An assessment of the museum’s collection identified 52 artworks requiring conservation intervention, including 19 masterpieces designated as “high priority for their historical and artistic significance”. Detailed documentation and condition assessments have been completed, establishing a scientific foundation for conservation treatment and long-term collection management. The first phase focuses on 20 exceptional works of Anna Molka Ahmed, including rare sketches and works on paper. Each artwork will be preserved using archival-quality materials and internationally accepted preventive conservation techniques. Alongside the conservation framing programme, Alhamra has significantly strengthened the museum’s preservation infrastructure by introducing a temperature-controlled storage environment. The installation of a dedicated air-conditioning system has substantially improved environmental conditions, minimising the risks posed by heat and humidity. Alhamra Executive Director Muhammad Nawaz Gondal said, “Museums are the custodians of a nation’s collective memory. Every painting entrusted to Alhamra carries the creative spirit of its time, and preserving these masterpieces is not simply a conservation exercise; it is a responsibility to history, to artists, and to future generations. Through this landmark initiative, Alhamra is building a lasting bridge between Pakistan’s artistic legacy and internationally recognised museum conservation practices”. Conservation framing of the first group of artworks is currently underway while continuous environmental monitoring and planning for future phases remain integral components of the initiative.     Six cases of boys’ rape complainants, victims booked for changing statements in Gujrat

    GUJRAT: Police in Gujrat have registered at least six cases against the complainants, victims and witnesses in boys’ rape cases, for withdrawing or changing statements against the suspects before the court of law. All the cases have been lodged with the Kakrali police station in Kharian tehsil of Gujrat district in a single day. Official sources say that the cases were lodged against the complainants, victims and witnesses following a written complaint by the public prosecution after its deputy director sent the matter to Gujrat district police officer (DPO), who took notice and referred the matter to the concerned police station. The sources says that at least 13 people, mostly fathers of the victims, and some witnesses, had been nominated in the fresh cases lodged on June 29. In one such case, the mother of a victim has been nominated as an accused, they added. All these cases have been registered under sections 213 of the Pakistan Penal Code (PPC) and 22- 2 (b) of the Anti Rape (Investigation and trial) Act 2001, on the report of ASI Imtiaz Ahmed of Kharian Saddar police station. However, police sources say that no arrest could be made in these cases as further investigation was underway. It is learnt that the rape cases under sections 375A and 376iii of PPC had been registered against different suspects by Kakrali police during the last few months of 2025. Now the police have booked the complainants, victims and some witnesses in the aforementioned cases for giving statements in favour of the suspects after reconciliation with them. In 2025, Gujrat police had lodged at least a dozen cases in different police stations of the district against the complainants in rape cases for withdrawing their statements. arrested: The Federal Investigation Agency (FIA), Gujranwala and Gujrat circles, claimed to have arrested at least 14 suspects allegedly involved in human trafficking and fraud cases during the last one week. An FIA spokesperson says that during the last week, the FIA’s Gujranwala circle arrested nine suspects, whereas Gujrat circle arrested five suspects. Meanwhile, at least 25 passports, cheque books and travel documents were also recovered from two travel agencies during an ongoing crackdown against human trafficking in the region. The spokesman says that 10 alleged human traffickers, including two proclaimed offenders, involved in human trafficking have been arrested. He says that one of the arrested suspects, Adnan Saleem, had allegedly received Rs7 million from a man on the pretext of sending him to Spain.     LAHORE: In a legislative retreat, Chief Minister Maryam Nawaz has directed a complete reconsideration and redraft of the Punjab Control of Habitual Offenders and Anti-Social Behaviour Bill 2026, in response to stiff opposition to the proposed law, including from within the party in the provincial assembly. The announcement was made by Punjab Assembly Speaker Malik Muhammad Ahmad Khan during a session that commenced over two hours behind schedule. The speaker informed the House that the Assembly Secretariat will return the bill to the law department, which will then refer it to the provincial cabinet for necessary amendments. The bill will be entirely redesigned and represented to the Punjab Assembly for approval, Speaker Khan stated, noting that while legislation regarding anti-social behaviour exists in the UK, the Punjab government wants to refine the law to address public and human rights concerns. Speaker says govt wants to refine the law to address concerns He acknowledged that opposition member Rana Aftab Ahmed had formally written to the Secretariat regarding the bill, which had also seen detailed discussions within the standing committee. The session saw heated moments when opposition lawmaker Rana Shahbaz strongly protested alleged medical negligence at the tehsil headquarters (THQ) hospital in Ahmadpur Sial. Shahbaz claimed a gunshot victim tragically bled to death because of delayed medical aid, adding that doctors at government hospitals routinely neglect patients. Meanwhile, minority member Phelbus Christopher protested the district administration’s recent takeover of the Ewing Hall (Neela Gumbad Hostel) of FC College Lahore. In response, Education Minister Rana Sikandar Hayat assured the house that the Walled City Authority was merely renovating the dilapidated building, shut for 20 years, and it would be handed back to the college management once completed.     Petitioner approaches SC to overturn IHC’s acquittal of accused in domestic violence case

    ISLAMABAD: A domestic violence case landed at the doorstep of the Supreme Court on Tuesday, as the victim petitioner moved to overturn the Islamabad High Court’s (IHC) Feb 24, 2026 acquittal of an accused. The controversy stems from a case of domestic violence committed against the petitioner who was then residing at her matrimonial home but subjected to cruelty at the hands of her in-laws for a considerable period prior to the occurrence. The criminal appeal was moved by senior lawyer Syed Ishfaq Hussain Naqvi before the Supreme Court on behalf of the victim complainant. On June 13, 2023 at about 6:37am, a violent occurrence took place within the limits of Police Station Nilore, Islamabad when the petitioner was attacked inside her house during a domestic dispute. Naheed Ahmed – respondent No. 2 and brother of the petitioner’s husband – specifically assaulted her, dragged her, threw her to the ground and caused repeated blows to her, as a result of which she sustained serious injuries and lost consciousness. The petition stated that the injuries sustained by the petitioner were grave in nature and she remained under treatment; her injuries were medically examined and brought on record during trial. The petition claimed that Naheed Ahmed was not a first-time offender in relation to acts of violence against women within the family. Previously, Munazza Shaheen, wife of Abdul Waheed (elder brother of Naheed Ahmed) had lodged FIR on Aug 1, 2013 at Women Police Station Islamabad under Sections 354, 343 and 34 PPC on allegations of assault, wrongful confinement and maltreatment. The said matter was subsequently compromised under family and social pressure after which the accused escaped penal consequences. On the complaint of Mohammad Younas, father of the petitioner, an FIR was lodged with Police Station Nilore, Islamabad. After a full-dressed trial, the judicial magistrate on Nov 27, 2025 convicted Naheed Ahmed for the proved hurt offences and directed payment of Diyat and Arsh to the injured petitioner. Though co-accused was acquitted, Naheed Ahmed alone was held responsible. Feeling aggrieved, Naheed Ahmed preferred criminal appeal before additional district and sessions judge-II, East-Islamabad. After reappraisal of the evidence, the appellate court maintained the conviction on merits on Dec 11, 2025 though modified the mode of payment by allowing the amount of Diyat and Arsh to be paid in installments. While dismissing the appeal on merits, the appellate court specifically noted that Mohammad Younas, father of the petitioner, was not an eye-witness and that his testimony was hearsay, whereas the conviction stood supported by the testimony of the injured petitioner herself, by PW-2 Saeed Ahmed and by the medical evidence. Naheed Ahmed thereafter filed criminal revision before IHC in which the injured victim was not impleaded as respondent and was neither called before the high court nor was her statement ever recorded. On Feb 24, 2026, the IHC recorded a statement of Mohammad Younas to the effect that the matter had been amicably resolved and that he had no objection if the revision petition was allowed on the basis of compromise. On that basis alone, permission to compound the offences was granted, the judgements of the trial court and appellate court were set aside, and Naheed Ahmed was acquitted on compromise. The petitioner contended that she never entered into any compromise with Naheed Ahmed and thus suffered grave miscarriage of justice due to the impugned order. Published in Dawn, July 1st, 2026

    Official silence fuels confusion on ‘arrest’ of JAAC leader Shaukat Nawaz Mir

    MUZAFFARABAD: Con­fusion prevailed on Tuesday over the reported arrest of proscribed Joint Awami Action Committee (JAAC) core leader Shaukat Nawaz Mir, as activists claimed he had been taken into custody, while officials refrained from confirming the development. A resident of Muza­ffarabad, Mir is among the four core JAAC leaders for whose capture the government had offered a Rs10 million reward. He also faces sedition charges, and has been evading arrest since the ‘head money’ was announced. Reports of Mir’s supposed arrest first surfaced on social media, where JAAC activists claimed that he had been arrested from the Dhirkot subdivision of Bagh district. According to police sources, enforcement personnel launched a combing operation in the area he was thought to be hiding, and later took him into custody near Airan Nullah on Tuesday afternoon. Sources said two other suspects were also deta­ined alongside him, while the search for two other wanted JAAC leaders — Sohaib Javed and Hafeez Hamdani — continues. However, none of the officials Dawn spoke was willing to go on the record to confirm the development. Other media outlets reported the arrest, attributing the information to Muzaffarabad Deputy Commissioner Munir Ahmed Qureshi. However, Dawn was unable to reach Qureshi, despite repeated attempts. Despite the absence of an official confirmation, police erected barricades along the main road in Mir’s neighbourhood in Muzaffarabad. An uneasy calm prevailed in parts of the city, with many businesses remaining closed as a precaution. Officials, however, maintained that there was no law and order situation in the state capital. Mir, 52, rose to prominence more than five years ago when he was elected president of Muzaffarabad’s traders’ body under the “one shop, one vote” system, representing nearly 10,000 shopkeepers.     MUZAFFARABAD: Con­fusion prevailed on Tuesday over the reported arrest of proscribed Joint Awami Action Committee (JAAC) core leader Shaukat Nawaz Mir, as activists claimed he had been taken into custody, while officials refrained from confirming the development. A resident of Muza­ffarabad, Mir is among the four core JAAC leaders for whose capture the government had offered a Rs10 million reward. He also faces sedition charges, and has been evading arrest since the ‘head money’ was announced. Reports of Mir’s supposed arrest first surfaced on social media, where JAAC activists claimed that he had been arrested from the Dhirkot subdivision of Bagh district. According to police sources, enforcement personnel launched a combing operation in the area he was thought to be hiding, and later took him into custody near Airan Nullah on Tuesday afternoon. Sources said two other suspects were also deta­ined alongside him, while the search for two other wanted JAAC leaders — Sohaib Javed and Hafeez Hamdani — continues. However, none of the officials Dawn spoke was willing to go on the record to confirm the development. Other media outlets reported the arrest, attributing the information to Muzaffarabad Deputy Commissioner Munir Ahmed Qureshi. However, Dawn was unable to reach Qureshi, despite repeated attempts. Despite the absence of an official confirmation, police erected barricades along the main road in Mir’s neighbourhood in Muzaffarabad. An uneasy calm prevailed in parts of the city, with many businesses remaining closed as a precaution. Officials, however, maintained that there was no law and order situation in the state capital. Mir, 52, rose to prominence more than five years ago when he was elected president of Muzaffarabad’s traders’ body under the “one shop, one vote” system, representing nearly 10,000 shopkeepers.     LAHORE: As many as 14 children lost their lives on Tuesday, while several others were injured, when the roof of a tuition centre collapsed in Lahore’s Kahna area, police said. Lahore Deputy Inspector General (DIG) Operations Faisal Kamran confirmed to Dawn that 14 deaths have been reported. According to an earlier list of deceased provided by Lahore General Hospital, eight of the children were aged between five and 16 years. In a statement issued at 7pm, Lahore Police said rescue efforts have concluded. The statement added that two individuals, including the house owner, have been taken into custody as part of the initial investigation. It quoted the DIG as saying that evidence was being collected and strict action would be taken against those found guilty of negligence. DIG Kamran said the contractor who constructed the house recently was among those arrested. He noted that a part of the house was under construction, and labourers were busy at work when the roof collapsed. An earlier statement by the Rescue 1122 spokesperson said that its team on the spot reported that the condition of the trapped children was critical. “The children are very young in age, and there were two rooms in use.
