Instructions following the meeting of the Council for Science and Education

Vladimir Putin approved a list of instructions following the meeting of the Council for Science and Education held on August 11, 2026. The Government of the Russian Federation, jointly with the Russian Academy of Sciences, the National Research Centre Kurchatov Institute, Rosatom State Corporation, and the State Council Commission on Technological Leadership, has been instructed to develop a comprehensive approach to the legal and regulatory framework governing the establishment and development of a national-level network of unique research infrastructure facilities. The network is to comprise mega-science facilities, domestic systems for storing unique information and data required for scientific research and development, including biological collections and genetic data, and digital infrastructure facilities. The network is intended to support the implementation of management decisions and serve as a common resource and information platform. The Government of the Russian Federation has been instructed to develop the organisational and legal mechanisms required to establish and operate the network of national-level unique research infrastructure facilities. In particular, these mechanisms should provide for the definition of principles governing the development of the network; the establishment of criteria that the facilities must meet; the creation of a proper management and financing model; and the provision of equal access for qualified users to such facilities under a shared-use model for scientific equipment. The instructions to the Government of the Russian Federation also concern ensuring the centralised collection, processing, and provision of scientific and technical information for training sovereign and national large-scale fundamental artificial intelligence models; developing a mechanism to provide researchers with access to software that operates using Russian artificial intelligence technologies; and implementing programmes for the development of national genetic resource centres. The Government of the Russian Federation, jointly with the Russian Academy of Sciences, has also been instructed to establish, at the Ivannikov Institute for System Programming of the Russian Academy of Sciences, a centre for the development of hardware and software technologies for autonomous systems. The instructions to the Government of the Russian Federation, jointly with the National Research Centre Kurchatov Institute, bear on the activities of the National Centre for Genetic Resources of Autochthonous Grape Varieties and on furthering the development of the International Association of Scientific Organisations “Interdisciplinary Centre for Synchrotron, Neutron and Laser Research.”
