    Govt launches passport home delivery service in partnership with TCS

    The Directorate General of Immigration and Passports (DGIP) has partnered with logistics and courier company TCS to launch “Passport Aapki Dehleez Par” — a home delivery service for passports, according to a press release issued on Saturday. According to the press release, the service enables citizens to receive their passports at their preferred addresses, adding that the initiative marks a significant step towards enhancing convenience for citizens and modernising public service delivery. The service was formally launched during a meeting held at the DGIP headquarters. TCS Chief Executive Officer Hassan Raza Leghari reaffirmed the company’s commitment to supporting digital governance and citizen-centric services. He said: “TCS is proud to partner with DGIP in delivering an essential public service directly to citizens’ doorsteps.” “Passports are highly confidential and important documents. Leveraging our nationwide logistics network and service excellence, we are committed to ensuring that every passport reaches its recipient safely, securely, and on time,” he added. The meeting also reviewed broader collaborative initiatives aimed at modernising passport services, improving operational efficiency, and enhancing the overall citizen experience. Discussions further covered TCS’s role as DGIP’s official logistics partner and the mechanisms in place to ensure secure and timely delivery of passports across the country. DGIP Director General Muhammad Ali Randhawa said the initiative reflects the department’s commitment to making passport services more accessible and efficient. “By delivering passports directly to applicants’ homes, we are reducing unnecessary visits to passport offices while ensuring a secure and seamless collection process,” he said. Earlier in May, DGIP had announced its intention to introduce nationwide home delivery of passports and launch a chatbot to help applicants.

Taziyeye yaklaşık 100 ülkeden hükümet ve meclis başkanları, dışişleri bakanları ve hükümetlerin özel temsilcileri katılım sağladı.

    NATO’da yeni dönem başlıyor

    AYDIN HASAN Ankara - Milli İstihbarat Akademisi, kritik zirve öncesi “Ankara Zirvesi, NATO 3.0 Tartışmaları ve Türkiye” başlıklı bir rapor yayımladı. Raporda, şu tespitler dikkati çekti: Zirve, NATO’nun önümüzdeki dönemde nasıl bir ittifak görünümünde olacağını ortaya koyacak kritik bir eşiktir. Zirvenin gerçek anlamı, dönemsel güvenlik krizlerinin ele alınmasından ya da savunma harcamalarına ilişkin taahhütlerin gözden geçirilmesinden ibaret değildir. Esas mesele, İttifakın yeni güvenlik paradigmasına ve NATO 3.0 olarak tartışılan çerçeveye somut kurumsal ve stratejik bir karşılık verip veremeyeceğidir. ABD-Avrupa iş bölümü meselesi ise yapısal bir dönüşümün eşiğinde durmaktadır. NATO 3.0; ABD’nin rolünün bütünüyle geri çekilmekten ziyade caydırıcılık, stratejik istihbarat, uzay ve küresel erişim kapasitesi gibi alanlara yoğunlaştığı bir mimariyi ima etmektedir. İkinci öncelik, savunma sanayisi iş birliğinin kurumsallaştırılmasıdır. Üçüncü öncelik ise terörizmle mücadelede müttefik dayanışmasının güçlendirilmesidir. Yeni sorumluluk dağılımı zorunlu MİA Başkanı Prof. Dr. Talha Köse, rapora yazdığı önsözde, “ABD’nin stratejik önceliklerini Asya-Pasifik odaklı şekilde revize etmesi, transatlantik güvenlik mimarisinde yeni bir sorumluluk dağılımını hem siyasi hem de yapısal açıdan zorunlu hâle getirmiştir. Buna ek olarak müttefikler arasındaki coğrafi farklılıklar, tehdit algısı farklılıkları ve gündem ayrışması; NATO’nun uyum kapasitesini zorlamaya devam etmektedir” dedi.

    Over 2.5m children to be vaccinated against polio in Karachi

    KARACHI: Over 2.5 million children up to the age of five will be administered polio drops during an immunisation drive set to begin in the metropolis next week. Chairing a meeting at his office on Friday, Commissioner Syed Hassan Naqvi reviewed the arrangements of the anti-polio campaign scheduled to begin on July 6 and end on July 12. The meeting was informed that a total of 26,000 polio workers will take part in the six-day campaign and around 7,000 policemen will be deployed for their security. The participants were informed that a majority of environmental samples collected across the country, particularly in Sindh, had tested negative, and the circulation of the poliovirus continues to be restricted. The commissioner said that the door-to-door campaign in Karachi was being enhanced through the collaboration of the health department and international organisations. He noted that the data collection system had been improved, with a specific focus on the methodology used. He further said that the support of schools and hospitals had been instrumental in achieving vaccination targets and lauded the efforts undertaken under the supervision of the Karachi administration to eliminate the polio virus.     Two get death sentence for ‘blasphemous’ Facebook post in Sahiwal

    SAHIWAL: Two men were awarded a death sentence on Thursday for making a blasphemous post on Facebook in 2024. Along with the death penalty, AntiTerrorism Court Special Judge Ziaullah Khan also awarded the convicts seven-year imprisonment and a fine of Rs1.5 million each. According to the police, both men were booked in the FIR under the PPC Section 295-C, sections 7 and 9 of the Anti-Terrorism Act (1996), and sections 10 and 11 of the Prevention of Electronic Crimes Act (2016). The case was registered on Sept 22, 2024, with Chichawatni Saddar Police Station on the complaint of Assistant Sub-Inspector Shamasul Hasan Sabri. The police alleged that ASI Sabri, along with constables Imran Hyder and Mudasir Jahangir and driver Wakeel Ahmed, was on patrol duty when he saw a blasphemous post on the Facebook account of the man, a resident of a Chichawatni village, and the post was also shared by the other man, a resident of Talagang, on his own Facebook account too. The police went to Talagang to arrest the man. The police alleged that the post had hurt the Muslims’ sentiments and tried to create religious hatred among communities. In his verdict, the judge convicted and sentenced the men to death and seven-year jail term and imposed a fine. Both convicts were shifted to the Central Prison, Sahiwal.     Four suspects gunned down in two ‘encounters’ in Karachi

    KARACHI: Four suspects were shot dead in two separate “encounters” in the metropolis on Thursday, police said. The Anti-Vehicle Lifting Cell (AVLC) claimed to have killed two members of an inter-provincial car-lifting gang during an alleged encounter near Sohrab Goth. An AVLC spokesperson said an exchange of fire between the suspects and police took place near Indus Plaza, resulting in the death of Farman Illahi alias Mani and Kashif Altaf alias Kashu. Police recovered two pistols, cash and a car which had been stolen from the jurisdiction of the Ferozabad police. The spokesperson said the deceased suspects were members of an inter-provincial gang involved in stealing vehicles in Karachi and selling them in Punjab, Balochistan and Khyber Pakhtunkhwa. He added that one of the suspects was wanted in more than two dozen criminal cases in Punjab. According to the AVLC, Mani had been arrested three times in the past, most recently in 2024, while Kashif, a native of Lahore, had been involved in 22 criminal cases in Punjab since 2015. Separately, two suspected robbers were shot dead in an alleged encounter in the New Karachi area. New Karachi Industrial Area SHO Zahid Lodhi said an exchange of fire took place between Shaheen Force personnel and the suspects in Sector 11-F near Noorani Graveyard, resulting in the death of two suspects, who were identified as Shahzaib and Abdul Jabbar. A spokesperson for the Central police said CCTV footage of the incident showed women, children and elderly people in the vicinity, but claimed that Shaheen Force personnel exercised caution while eliminating the suspected robbers.     Senate panel calls for probe into foreign-funded power projects

    • Decision taken unanimously by Senate Standing Committee on EAD • Division says it cannot directly order FIA, NAB inquiry into another ministry’s projects • Senators criticise EAD letter questioning committee’s jurisdiction ISLAMABAD: The Senate Standing Committee on Economic Affairs Division on Thursday decided to brief the prime minister on irregularities and alleged corruption in foreign-funded projects in the power sector and directly ask the Federal Investigation Agency (FIA) and the National Accountability Bureau (NAB) for detailed investigations. The decision was taken unanimously by the committee, presided over by Senator Saifullah Abro, after the Economic Affairs Division apparently expressed its inability to order an inquiry into projects of another ministry. Senator Kamran Murtaza expressed displeasure that an EAD section officer had written a letter stating that the matter did not fall within the committee’s jurisdiction. He said the committee should first determine whether it had the authority to proceed, adding that if it lacked jurisdiction, there would be no purpose in continuing the meeting. Senator Kamil Ali Agha termed the letter an attempt to create confusion and divert attention from significant irregularities and alleged corruption identified by the committee in various foreign-funded projects across the country. He observed that the letter reflected an adversarial approach towards parliamentary oversight and expressed concern that such actions could undermine the committee’s efforts to ensure transparency, accountability and pro­per utilisation of foreign-funded resources. He maintained that the Senate’s constitutional role was to monitor state institutions. He said the wording of the letter gave the impression that those responsible for obtaining foreign loans believed they alone were entitled to decide how those funds would be used without parliamentary scrutiny. Chairman Senator Saifullah Abro questioned whether EAD Secretary Humair Karim was satisfied with the contents and wording of the letter issued by the section officer. The EAD secretary accepted full responsibility for the letter and its contents. However, he said, there was no element of disrespect towards parliament in the letter and that Senate recommendations had always been implemented. He explained that the committee had earlier directed his division to write to the FIA and NAB regarding matters related to the Power Division. However, he said, the EAD could not directly write such a letter against another ministry and had therefore sought legal opinion from the Ministry of Law to determine the procedure applicable to the EAD under the Rules of Business. He also acknowledged that the wording of the letter could have been drafted with greater care and sensitivity. Senator Murtaza said if the EAD secretary accepted the contents of the letter, it implied that senators had exceeded their authority. He said the committee did not object to the ministry seeking legal opinion and would respect the legal opinion once received. He also appreciated the EAD secretary for accepting responsibility. Senator Murtaza said foreign-funded loans were largely utilised for projects in Punjab, while the financial burden arising from cost escalations and corruption was ultimately borne by provinces, including Balochistan and Khyber Pakhtunkhwa. He said designs in foreign-funded projects were frequently altered after loan approvals, no action was taken against responsible officials and contract prices were deliberately kept low initially so that costs could later be increased. Senator Dilawar Khan said the committee had identified major irregularities in projects financed through foreign loans. He said the EAD facilitated foreign borrowing while project implementation remained the responsibility of executing ministries. He questioned why the EAD felt the need to seek legal opinion instead of acting on the committee’s recommendations. He also maintained that the mandate of the ministry, as defined in the Rules of Business, 1973, consisted of internal administrative rules and did not require legal opinion for implementing Senate committee directives. Chairman Senator Abro stated that alleged corruption in foreign-funded projects had been established during previous committee meetings atten­ded by EAD officials as well. He reca­lled that the committee had instructed the EAD to refer projects involving allegations of corruption to NAB and the FIA for further investigation. He asserted that the Senate committee itself had the authority to directly refer matters to the Public Accounts Committee, NAB and the FIA, but had instead asked the EAD to act in order to strengthen its oversight role in foreign-funded projects. He observed that the prime minister had suspended nine senior officers and four members of the National Highway Authority on the basis of the committee’s findings and had not sought legal opinion from the Ministry of Law and Justice before taking action. The chairman warned that the committee would express regret in its communication to the PAC, NAB and FIA by specifically mentioning the non-cooperation of both the EAD and the Power Division. Abro said the senior EAD management had the responsibility to ensure institutional accountability and effective governance. He directed the EAD to advise its officials to extend full cooperation to parliamentary committees and facilitate their proceedings rather than creating procedural impediments in the discharge of their oversight functions. Senators Mahmoodul Hassan, Syed Waqar Mehdi, Kamran Murtaza, Kamil Ali Agha, Haji Hidayatullah Khan and Ahmed Khan proposed that the committee’s investigation report and recommendations be forwarded to the prime minister, PAC, NAB and FIA for necessary action. The committee then unanimously decided to write directly to NAB and the FIA, seeking inquiries into two Power Division projects and other projects. It also directed the EAD to submit, within three days, all correspondence exchanged with the ministry concerned along with its implementation report. Bünyesinde gelişmeleri saha içinden takip eden Ömer Özkızılcık gibi uzmanların da yer aldığı Ümran (Omran) Stratejik Araştırmalar Merkezi tarafından hazırlanan Suriye Üç Aylık Değerlendirme Raporunda, şu tespitlere yer verildi: En somut başarı Nisan - Haziran 2026 dönemi, Suriye sahasında bir önceki çeyrekte temelleri atılan entegrasyon adımlarının pratik şekilde sahaya yansıdığı, devletin silahlı otorite tekelini yeniden tesis etme noktasında kritik adımların atıldığı ve iç toplumsal dinamikler ile dış tehditlerin eş zamanlı olarak yönetilmeye çalışıldığı bir süreç olmuştur. Bu süreçte özellikle Fırat’ın doğusundaki SDG kurumsal ve askerî yapısının adım adım merkezi otoriteye entegre edilmesi, Suriye’nin egemenlik ve toprak bütünlüğü adına en somut başarı olarak öne çıkmaktadır. Binlerce silahlı unsurun ve asayiş personelinin Suriye ordusu ile İç Güvenlik Güçleri’ne entegre edilmesi, cezaevi ve adliye gibi sembolik egemenlik alanlarının Şam’a devredilmesi ve bölgenin parlamento seçimleri kanalıyla siyasi sisteme dahil edilmesi, merkezi yönetimin kontrolü ülke geneline yaydığını göstermektedir. Askeri yapısı korunmadı Entegrasyon sürecinde Suriye hükümetinin eski SDG mensuplarını orduya alması, maaşlarını ödemesi gibi önemli gelişmeler olmuştur. Bu bağlamda en çok dikkat çeken olgu entegrasyon sürecinin bağımsız SDG askerî yapısının korunarak değil, merkezi otoritenin adım adım kontrolü ele aldığı bir çerçevede ilerlemesidir. Söz konusu üç aylık dönemde yaşanan provokasyonların göreceli olarak düşük seviyede kalması, sürecin ilerleyişi açısından ümit vaat etmektedir. İlaveten, Fırat’ın doğusunda Suriye meclis seçimlerinin düzenlenmesi ve üçü Suriye Kürt Ulusal Konseyi (ENKS) ve biri bağımsız olmak üzere dört Kürt milletvekilinin seçilmiş olması Suriye’nin demografik ve demokratik temsiliyeti noktasında önemli bir gelişme olmuştur. Endişeleri hafifletti SDG’nin Suriye ordusu ve İç Güvenlik Güçleri’ne entegre edilmesi bağlamında elde edilen ilerleme, Türkiye açısından olumlu bir gelişmedir ve Türkiye’nin ulusal güvenliğe dair Suriye’den gelecek tehditlere dair endişelerini hafifletmiştir. Diğer yandan Türkiye’nin yürüttüğü ‘Terörsüz Türkiye’ süreci, PKK’nın silah bırakma ve kendisini feshetme aşamaları Suriye’deki entegrasyonla ilintilidir. Suriye’deki entegrasyon sürecinde yaşanacak olumsuzluklar Terörsüz Türkiye sürecini de olumlu veya olumsuz etkileyecektir. Son dönemdeki gidişat ele alındığında entregrason süreci Türkiye’deki süreci de kolaylaştırıcı bir unsur olarak değerlendirilebilir. Uyuşturucu kaçakçılığı%320 arttı Raporda, İsrail’in Dürzi bölgesindeki faaliyetlerinin anlatıldığı bölümde ise “İsrail destekli Hikmet el-Haceri’nin Süveyda’da kontrolüele geçirmesinden sonraki dokuz aylık dönemde güney Suriye’den Ürdün’e uyuşturucu kaçakçılığının yüzde 320 arttığı bildirildi.     Wall collapse claims lives of two siblings in Attock

    TAXILA: Two teenage brothers lost their lives while three other children sustained injuries after a dilapidated wall collapsed during heavy rainfall in Dhoke Balam, near Bota village in Attock on Wednesday. The deceased were identified as 17-year-old Ali Raza and his 14-year-old brother Abdul. According to initial reports, five children were playing near the wall when it suddenly collapsed, burying them under the rubble. The three injured children were identified as Majid Ali, 10, Hasan Ali 13and Usama, 15. They were rescued and shifted to hospital for treatment. On receiving the emergency alert, Rescue 1122 Attock teams rushed to the scene and launched a swift rescue operation. Rescue personnel removed the trapped children from the collapsed structure, provided first aid to the injured, and shifted both the deceased and injured to the District Headquarters (DHQ) Hospital, Attock.     High-profile attacks persist in June despite overall decline in terrorism: PICSS

    Despite several high-profile attacks, Pakistan witnessed a decline in overall anti-state violence and related security incidents during June, according to the Pakistan Institute for Conflict and Security Studies (PICSS), an Islamabad-based think tank. According to PICSS — an Islamabad-based think tank that monitors terrorism, anti-state violence and related security trends — 184 militants were killed in operations by Pakistani security forces, accounting for the largest share of the total 262 fatalities. On the other hand, 52 civilians and 26 security forces personnel lost their lives during the month. The breakdown of the injured showed that 63 civilians, 50 security forces personnel, 18 pro-government peace committee members and three terrorists were wounded. Compared with May, fatalities among Pakistani security forces declined by 62 per cent, while civilian deaths dropped by 27pc. Terrorist deaths also registered a 32pc decrease. Among the injured, PICSS recorded a 43pc decline in security forces casualties, a 57pc decrease among civilians and a 67pc reduction among terrorists. PICSS also noted a 50pc reduction in kidnappings, with 27 people kidnapped in June compared with 54 in May. Pakistani security forces also arrested at least 27 suspected terrorists during the month. The number of terrorist attacks also declined, falling from 128 in May to 108 in June, a reduction of around 16pc. However, PICSS noted, the country continued to face “high-impact attacks, including at least four suicide attacks”. Three of these were vehicle-borne suicide bombings, including the “high-profile attack” targeting Sindh Rangers in Karachi on June 27, which claimed the lives of three security personnel. In May, the country had witnessed six suicide attacks, including four vehicle-borne suicide bombings. Province-wise breakdown Providing a province-wise breakdown for June, PICSS observed that Balochistan witnessed a “significant decline” in terrorism. The province recorded 49 attacks in June compared with 71 in May, marking a 31pc reduction. The tribal districts of Khyber Pakhtunkhwa, formerly Fata, also recorded a decline, with 17 attacks in June compared with 22 in May, representing a 23pc decrease. However, the rest of KP witnessed a “slight increase”, PICSS said, as the province recorded 37 attacks in June compared with 32 in May, representing a 16pc rise. On June 9, six Federal Constabulary (FC) personnel were martyred and four were injured while responding to an attempt by terrorists to capture a post in Peshawar’s Hassan Khel area, sources said. Eight terrorists were killed in retaliatory action. Sindh also recorded an increase in terrorism, with four attacks reported in June compared with only one in May, the think tank said. “Punjab witnessed only one attack, while no militant attack was reported from Islamabad, Azad Kashmir or Gilgit-Baltistan,” PICSS said. The report also provided the figures for the first six months of 2026: 2,166 fatalities, including 1,442 terrorists, 404 civilians, 307 security forces personnel and 13 members of pro-government peace committees. Another 1,137 people were injured during this period, including 692 civilians, 281 security forces personnel, 136 terrorists and 28 peace committee members. In 2025, Pakistan ranked number one on the Global Terrorism Index for the first time, recording a 6pc increase in terrorism-related deaths (1,139).

    3 Chakwal Crime Control Department officials sacked over extortion charges

    CHAKWAL: Three officials of the Crime Control Department (CCD) Chakwal were dismissed from service after allegations of misuse of authority were proven against them. The three officials are: ASI Masood Ahmed, Head Constable Mohsin Shah, and Constable Ahsan Javed. Two senior CCD officers confirmed the dismissal of the three officials to Dawn. “All three were dismissed from service,” CCD Regional Officer Rawalpindi SSP Hassan Jahangir Watoo told Dawn. A departmental inquiry was underway against the three officials following a complaint by Nasir Mehmood, a resident of Attock. The inquiry was assigned to SP Afzal Shah by the regional officer. The inquiry found the three officials guilty of misuse of authority and serious violations of departmental rules. Mr Mehmood had filed an application (copy available with Dawn) with the SHO of Kallar Kahar, stating that on the night between May 7 and 8, his employee Gul Zaib and driver Ameer Zaib were taking 30 cartons of cigarettes from Mardan to Lahore in a vehicle when three police officials stopped them near Kallar Kahar. A call was made from Gul Zaib’s number to Mr Mehmood’s business partner Mohammad Zaib, and one of the police officials demanded Rs3 million, saying, “Bring 3 million rupees and take your men and vehicle.” Mr Mehmood and Mr Zaib left Attock for Kallar Kahar and negotiated Rs1.4 million over the phone with the police officials. According to Mr Mehmood, at around 9am on May 8, he and Mr Zaib reached Kallar Kahar with Rs1.4 million. The police officials told them to exit at the interchange and come to Jheel Road. They stopped in front of Rescue 1122 office when three officials arrived in an unregistered Honda Civic. The three officials took Rs1.4 million from Mr Mehmood and Mr Zaib and said, “Your two men and the vehicle will arrive within ten minutes.” A short time later, Gul Zaib and Ameer Zaib arrived with their vehicle. According to Mr Mehmood, the three officials were from CCD Chakwal and were identified as ASI Masood Ahmed, Head Constable Mohsin Shah, and Constable Ahsan Javed. On Mr Mehmood’s complaint, District Police Officer Kashif Zulfiqar assigned the inquiry to SDPO Saddar Circle ASP Zaman Ali. According to sources, the inquiry proved the allegations and an order was also issued to register an FIR against them. The FIR was almost typed when senior CCD officials intervened and said that, as per SOPs, CCD itself would take departmental action against its personnel. Because of this, the FIR was not registered and the inquiry against the three officials was handed over to the CCD regional officer Rawalpindi, who assigned it to SP Afzal Shah.     IHC reserves verdict on maintainability of petitions against Imran, Bushra’s alleged solitary confinement

    ISLAMABAD: The Islamabad High Court (IHC) on Tuesday reserved its verdict on the maintainability of petitions challenging the alleged solitary confinement of the jailed PTI founder Imran Khan and his wife, Bushra Bibi. A day earlier, the IHC removed the registrar office’s (RO) objections to petitions challenging the alleged solitary confinement and had directed that both petitions be numbered while deferring the question of maintainability to the judicial side. The court had adjourned the proceedings till Tuesday (today). As the hearing resumed on Tuesday, Justice Khadim Hussain Soomro reserved the order after hearing detailed arguments from counsel for the petitioners and the National Accountability Bureau (NAB). Barrister Salman Safdar, representing the petitioners, submitted that he would first assist the court on the petition filed by Bushra Bibi’s daughter, Mubashara Khawar Maneka. Noting that he also had to appear before a division bench later in the day, he sought to conclude his submissions expeditiously. Justice Soomro remarked with a smile: “We have also sacrificed our tea.” The petitions were filed by Aleema Khan on behalf of the PTI founder and by Mubashara on behalf of Bushra Bibi. Barrister Safdar argued that both the Lahore High Court (LHC) and the IHC had previously relied on the Begum Shamim Afridi case while dealing with issues relating to solitary confinement. Referring to objections raised by the NAB prosecutor during proceedings in the £190 million case appeals, the counsel denied having previously sought any relief specifically regarding solitary confinement. He produced the record of a miscellaneous application filed in those appeals and argued that the application merely sought signatures on a power of attorney. “There is no mention of solitary confinement in that application or in the written order passed that day,” he contended, adding that solitary confinement had only been referred to in the grounds of the application as background because applications seeking suspension of sentence were pending at the time. Barrister Safdar further argued that Bushra’s case was unprecedented, describing it as the first instance in Pakistan where a female prisoner was allegedly being held in prolonged solitary confinement. He said that after her conviction, she had initially been shifted to Bani Gala and confined to a room, adding that no trial or remand proceedings were currently pending against her. When Justice Soomro asked whether he had recently met his clients, the counsel replied that he had met the PTI founder during a court-authorised visit but had not been allowed to meet Bushra Bibi for the past seven months. Citing an earlier judgment of Justice Miangul Hassan Aurangzeb concerning Bushra Bibi, Barrister Safdar argued that despite the passage of time, the situation had remained unchanged. He also referred to the United Nations Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules), submitting that the PTI founder, aged 74, had lost vision in one eye, had been taken to hospital five times and was allegedly being kept in solitary confinement for 22 hours a day without access to newspapers, television or regular meetings. He further alleged that Bushra Bibi had been confined alone for 24 hours a day, despite both husband and wife having undergone eye surgeries. Following these submissions, NAB prosecutor Rafay Maqsood sought to address the maintainability of the petitions. Arguing that the petitions were not maintainable, he contended that the earlier judgment of Justice Aurangzeb was distinguishable, as it had been filed by Bushra Bibi herself, whereas the present petitions had been instituted by her daughter and the PTI founder’s sister. He further argued that the Begum Shamim Afridi case involved detainees who had not been convicted, whereas the present matter concerned convicted prisoners serving sentences in Adiala Jail in a financial corruption case. He also referred to the Nusrat Bhutto case, submitting that it arose under martial law and involved constitutional questions under Article 184(3), making it inapplicable to the present proceedings. The prosecutor maintained that neither Aleema nor Mubashara qualified as aggrieved persons and therefore lacked locus standi to invoke the constitutional jurisdiction of the court. Responding to a query from the bench, the NAB prosecutor categorically denied that either prisoner was being held in solitary confinement. “There is no solitary confinement, absolutely not,” he told the court, adding that the petitioners had not first approached the jail authorities or exhausted alternative remedies available under the prison rules before invoking Article 199 of the Constitution. He further submitted that the prison rules adequately govern the treatment of convicted prisoners and argued that the allegations were unsupported by any independent material. According to him, regular meetings had continued over the past year, and the petitioners were attempting to obtain indirectly the relief that had already been declined in other proceedings. In rebuttal, Barrister Safdar argued that the NAB prosecutor was defending the jail authorities rather than confining his submissions to NAB’s role. He maintained that the court had previously issued observations concerning Bushra’s confinement and insisted that the precedents cited by the prosecution did not diminish the court’s constitutional jurisdiction to examine allegations of unlawful solitary confinement. After hearing both sides, Justice Soomro reserved the verdict on the admissibility of the petitions. In her plea filed last week, Aleema had described her brother’s detention conditions as unlawful and inhumane. According to the petition, during a lawyers’ meeting held on April 8, it emerged that Imran had been kept in solitary confinement for 22 hours a day, while his wife, Bushra, was allegedly confined in isolation for 24 hours a day. Mubashara’s petition contended her mother was being unlawfully kept in solitary confinement and requested the court to declare it illegal and set it aside. Imran — imprisoned since Aug 5, 2023 — is serving a 14-year sentence at Rawalpindi’s Adiala jail in the £190m case, also known as the Al-Qadir Trust case. An accountability court in Islamabad had sentenced Imran and Bushra to 14 and seven years in prison, respectively, on Jan 17, 2025, in the case. Subsequently, both had challenged their convictions before the IHC. The case alleges that the couple obtained billions of rupees and land worth hundreds of kanals from Bahria Town Ltd to legalise Rs50 billion identified and returned to the country by the United Kingdom during the PTI government.
