TUGUEGARAO CITY—Tropical Storm “Kiyapo” (international name: Noul) and the enhanced southwest monsoon (habagat) battered large parts of Luzon, the Visayas and Mindanao on Friday, triggering floods, landslides, road closures, forced evacuations, sea travel suspensions, and widespread class cancellations across the country.
