The country is divided into three major agro-ecological zones: the wet zone, the intermediate zone, and the dry zone, which determine the island’s agricultural systems (Figure 1). The country receives two monsoons annually: the southwest monsoon from May to September, which originates over the Indian Ocean, and the northeast monsoon from December to February, which originates from the Bay of Bengal. Paddy cultivation is a predominant source of income in Sri Lanka, with crop production organized around two principal cultivation seasons, maha and yala. The maha season, harvested between February and March, accounts for approximately 60-65 percent of annual paddy, while the yala season, harvested between July and September, contributes the remaining 35-40 percent. Irrigated paddy systems in the dry zone generate most marketable rice surpluses, while mixed cropping systems in the intermediate zone and plantation systems in the wet zone support household income through crop sales and wage employment. In western and northern coastal fishing areas, Stressed (IPC Phase 2) outcomes are ongoing. Elevated operational costs, particularly for fuel, transport, gear maintenance, and fishing inputs are limiting the profitability of fishing and constraining household incomes. Households are increasingly relying on borrowing from informal lenders and fish traders and reducing expenditure on healthcare, education, and other essential non-food needs. In the intermediate zone and most of the dry zone, Minimal (IPC Phase 1) outcomes are ongoing. Food availability remains adequate following recent broadly favorable 2025/2026 maha paddy and maize harvests, which improved household food stocks and income from crop sales. Meanwhile, ongoing yala cultivation is supporting seasonal agricultural labor opportunities. In the intermediate zone, diversified income sources, such as paddy cultivation, cash crops, home-garden production, livestock rearing, self-employment, and wage labor, continue to support adequate household purchasing power. Across both zones, although production costs, household debt levels, and living expenses remain elevated, most poor households are able to meet both their food and essential non-food needs. Seasonal flooding and localized landslides are expected in flood-prone, low-lying, coastal, and upland areas during the October-November inter-monsoon and December to February northeast monsoon periods. Localized dry conditions are expected in parts of the dry zone from July to September 2026 and again in January 2027. The July-September 2026 yala paddy production is expected to be average in irrigation-supported areas, while production in localized rainfed areas of the dry zone is expected to be an estimated 10 percent below average due to uneven rainfall distribution and intermittent dry spells during the season, combined with elevated cultivation costs. These localized shortfalls are expected to affect only a small share of total yala production and are unlikely to significantly reduce national rice availability. Fertilizer and agricultural input prices are expected to be high and above last year’s levels during the September to November maha land preparation and planting period due to high import costs, higher freight and shipping charges, and supply disruptions associated with the Middle East escalation. However, overall market availability is expected to remain generally stable due to government and private sector efforts to secure adequate supply. Domestic trade flows are expected to remain broadly functional across most districts through January 2027. However, seasonal flooding, adverse weather conditions, and temporary road access disruptions during the October-November 2026 inter-monsoon and northeast monsoon periods are expected to periodically constrain commodity movement and market access in flood-prone, coastal, upland, and remote areas. While macroeconomic conditions continue to recover from the 2022 economic crisis, exchange rate depreciation and inflationary pressures are expected to persist throughout the outlook period amid continued external financing constraints, import pressures, and rising oil and transportation costs. Elevated fuel prices, higher operating costs, and weather-related access constraints are expected to result in slightly below-average catches and localized fish supply disruptions in some coastal areas through the projection period. Government fuel support measures are expected to partially mitigate these impacts. Humanitarian food assistance No large-scale humanitarian food assistance is anticipated during the June to January projection period. Humanitarian interventions are expected to remain limited to localized and short-term responses to weather-related hazards, including flooding and landslides, implemented by the government of Sri Lanka, the Sri Lanka Red Cross Society, WFP, and other humanitarian partners. FEWS NET’s scenario development process also accounts for the Sustainable Livelihoods Framework; the Four Dimensions of Food Security; and UNICEF’s Nutrition Conceptual Framework, and is closely aligned with the Integrated Food Security Phase Classification (IPC) analytical framework. How does FEWS NET analyze current acute food insecurity outcomes? FEWS NET assesses the extent to which households can meet their minimum caloric needs. This analysis converges evidence of current food security conditions with available direct evidence of household-level food consumption and livelihood change. FEWS NET also considers available area-level evidence of nutritional status and mortality, focusing on whether these reflect the physiological impacts of acute food insecurity. FEWS NET uses the globally recognized five-phase Integrated Food Security Phase Classification (IPC) scale to classify current acute food insecurity outcomes, and the analysis is IPC-compatible. In addition, FEWS NET applies the “!” symbol to designate areas where the mapped IPC Phase would likely be at least one IPC Phase worse without the effects of ongoing humanitarian food assistance. How does FEWS NET develop key assumptions underpinning the most likely scenario? A key step in FEWS NET’s scenario development process is the development of evidence-based assumptions about factors that affect food security. These include hazards and anomalies in food security conditions that will impact the evolution of household food and income during the projection period, as well as factors that may affect nutritional status. FEWS NET also develops assumptions about factors expected to behave normally. Together, these assumptions form the foundation of the “most likely” scenario. How does FEWS NET analyze projected acute food insecurity outcomes? Using the key assumptions that underpin the “most likely” scenario, FEWS NET projects acute food insecurity outcomes by assessing the evolution of households’ ability to meet their minimum caloric needs over time. FEWS NET converges expectations of the likely trajectory of household-level food consumption and livelihood change with area-level nutritional status and mortality. FEWS NET then classifies acute food insecurity outcomes using the IPC scale. Lastly, FEWS NET applies the “!” symbol to designate any areas where the mapped IPC Phase would likely be at least one IPC Phase worse without the effects of planned – and likely to be funded and delivered – food assistance. How does FEWS NET analyze humanitarian food assistance? Humanitarian food assistance – defined as emergency food assistance (in-kind, cash, or voucher) – may play a key role in mitigating the severity of acute food insecurity outcomes. FEWS NET analysts always incorporate available information on food assistance, with the caveat that such information can vary significantly across geographies and over time. In line with IPC protocols, FEWS NET uses the best available information to assess where food assistance is “significant” (defined by at least 25 percent of households in a given area receiving at least 25 percent of their caloric requirements through food assistance). In addition, FEWS NET conducts deeper analysis of the likely impacts of food assistance on the severity of outcomes, as detailed in FEWS NET’s guidance on Integrating Humanitarian Food Assistance into Scenario Development. Annex 3: Seasonal calendar Source: FEWS NET Annex 4: Events that would likely change projected acute food insecurity outcomes While FEWS NET’s projections are considered the “most likely” scenario, there is always a degree of uncertainty in the assumptions that underpin the scenario. This means food security conditions and their impacts on acute food security may evolve differently than projected. FEWS NET issues monthly updates to its projections, but decision makers need advance information about this uncertainty and an explanation of why things may turn out differently than projected. As such, the final step in FEWS NET’s scenario development process is to briefly identify key events that would result in a credible alternative scenario and significantly change the projected outcomes. FEWS NET only considers scenarios that have a reasonable chance of occurrence. National Severe or prolonged northeast monsoon rainfall, tropical cyclone activity, flooding, landslides, and rough sea conditions Likely impact on acute food insecurity outcomes: More severe or prolonged northeast monsoon rainfall, tropical cyclone activity, or prolonged rough sea conditions would likely result in more widespread flooding, landslides, crop damage, population displacement, damage to housing and infrastructure, disruptions to transportation networks, and reduced access to livelihood opportunities and markets. Low-lying areas, including urban and peri-urban areas, would be at the highest risk of severe flooding and weather damage, with landslides expected in the central highlands. In agricultural areas, crop losses and reduced labor opportunities would likely lower household income and food access. In coastal fishing areas, prolonged rough sea conditions could substantially reduce the number of fishing days, fish catch volumes, and household income. Very poor households would likely increase reliance on negative coping strategies, including increased borrowing, reduction of essential expenditures, and depletion of productive assets.
