EU announces up to €540 million in aid for farmers and greater CAP flexibility

(ANSA) - ROME, JUN 25 - The European Commission has announced that up to €540 million from the CAP agricultural reserve could be mobilised to provide "targeted and exceptional" support to farmers affected by the conflict in the Middle East. EU member states are expected to approve the increase in available resources by the end of July. Brussels has also proposed a series of targeted CAP amendments, including a temporary liquidity scheme, greater flexibility to advance direct payments and the possibility to reprogramme funds to help farmers cope with rising fertiliser prices. Earlier this week, the Commission proposed reinforcing the CAP agricultural reserve with an additional €300 million on top of the more than €200 million still available for the current year. This would take the total available funding to €540 million. Member states would be allowed to complement EU support with national funding of up to 200% of the EU contribution, potentially increasing total support to €1.5 billion. The proposal to strengthen the agricultural reserve must be approved by member states through the Committee for the Common Organisation of Agricultural Markets, likely by the end of July. The targeted amendments to the CAP legal framework will require approval from both the European Parliament and the Council. Brussels has also proposed a new rural development liquidity scheme for crisis support, which could be co-financed by the European Agricultural Fund for Rural Development at a rate of up to 65%, with member states able to add national funding of up to 200%. Support could be paid as a fixed amount per hectare through national CAP Strategic Plans. In addition, the Commission is offering member states the possibility to make direct payments to farmers in advance from October 16 using a higher advance payment rate and to reprogramme part of the 2027 direct payments budget so that funds can be used to support farmers facing higher fertiliser costs. #IMCAP Co-funded by the European Union.
